Can Dayak benefit from 2009 Budget?

It is time we engage our Dayak YBs actively by understanding what the Dayak can expect from the 2009 budget. We must sure the Dayak understand the budget and what is their role in planning for programmes and its implementation to help the rural poor. We can engage our YB by:
a) personal discussion with Dayak YBs
b) write letters to Dayak YBs to seek clarification and more detail information on government programme implementation
c) we can hold a public forum to discuss what is it that we Dayak expect on the way the government delivers the programme. ( Identification, Planning, Do, Check) as in Quality circle.
The budget is categorize into 3 strategies groups.
1) Ensuring the Well being of Malaysian
2) Developing Quality Human Capital
3) Strengthening the Nation’s resilience
Budget item that is Specific to Sarawak:
- An allocation of RM3.3 billion is provided for Sarawak to implement various projects, including the construction of 230 km of federal and rural roads, benefiting more than 350,000 residents. Among the major projects are the construction of Jalan Penghubung to the Sarawak New Federal Administrative Centre, Jalan Nangga Buai to Ulu Sepak, Betong, Jalan Awat-Awat to Kuala Lawas, Jalan Tanjong Assam to Saribas, Bengoh Dam in Kuching, an integrated Waste Water Management System in Kuching, PPR Disewa, tourism and ecotourism projects, as well as hospital and rural health facilities.
- Hardcore poverty in Sabah and Sarawak has been significantly reduced. In Sabah, the number of hardcore poor households has declined from 32,400 in 2004 to 18,100 in 2007, while in Sarawak, from 5,200 to 3,600 during the same period. Measures will continue to be taken to increase income and enhance the quality of life of Malaysians in these two states by improving basic amenities, such as electricity, water and rural roads. For this, RM580 million and RM420 million are allocated for Sabah and Sarawak, respectively.
The Budget
The budget is seen as ” giving too much away” when the government should focus on growing the economy and ensure sustainable income. It can be seen that the government was responding to their double election defeat but giving away money is not a prudent way of addressing socio-economic inequality.
Corruption
Corruption is still rampant at all level and across the board of the government machinery. This symptom is seen through “inefficient delivery” by the administrative arm of the government and much money is lost in the process to “corrupted” official.
Inflation
Inflation is the government main concerned, yet the budget is not clear on the steps the government would take to address the problem. The pumping of money into operational cost instead of development expenditure is not going to help our country competitiveness.
Not growing the economy
The budget is also not active in growing the economy. It is a budget to manage the damage of BN losses in the last PJU 12 and the recently concluded by-election. The BN government is buttering the voters and the question that arise is can we go on with this “give away” approach and develop a national culture of “baggers” among the people or grow a welfare state.
Eradication of poverty
The figures on poverty level given in the budget for Sarawak do not seemed right from first hand observation as one who lives among the rural people of Sarawak.
The key strategy to eradicate poverty seemed to be by increasing the allocation for welfare payout. It is the responsibility of the BN state government to design programme that could be implemented quickly and produce effective result.
When the Chief Minister of Sarawak was interviewed after the budget speech, he says the State government will use two prong strategies to eradicate poverty. One is through welfare give-out and the other he says is to identify those people who lives in poverty. Both strategies are less than convincing. It seems that not much thought has been given by the BN state government on the solution for poverty eradication.
The strategy should include ensuring increase of rural families income through increase agro-cash crop and support small holding farm. The other is to strengthen the logistic and marketing network for farmers to bring distribute their products to direct and overseas consumers. The Dayak also need seeds money for their agro-business.
Fire and Flood Budget
“TWO PACKETS OF SALT” was given by a Manager of a large consortium of companies with interest in timber extraction, plantation etc to Rh Ado that was recently burnt in Ulu Tatau. Such happening should be in the mind of the government. The $25 million allocation is for Malaysia.
It is interesting to know how this budget could be used in Sarawak for those whose longhouse was razed to the ground by fire.
Conclusion
We look forward to improve roads in Sarawak and hopefully the contractors engage by the government are competent and experience road builder. It is our hope in Sarawak that all these works on infra structure and SCORE development is not given only to companies link to politician and the Chief Minister families members. We look forward to reduce corruption in Sarawak to ensure that the money are fairly distributed for the benefit of the people.

I bet his guy never study economic before, to be precise he never study Public Finance before. To him whatever the government does is always up to no good. He claimed that there is rampant corruption and this delays the delivery of government services. Please be precise of which government service is he talking about. Renewal of roadtax and driving liciences? This can be done within an hour. Renewal of passport? This can been done within one day. Talking of development projects? Yes this can be delayed, even the PKR government of Perak is not free from corruption. In Kelantan, may be their is no corruption because the Kelantan has no money for development, but look at what the State government is doing, the bulldoze the forest reserve. Is this not corruption at the highest level? When Lim Guan Eng was sworn in as CM of Penang, he announced the waive of summons from the local authorities? Do you think what he did is not corrupted? When the PKR government want to take over the water supply from SYABAS, don’t you think that this is not corruption? Corruption is every where even at home we induced corruption everyday by goving money to our children in order for them to study, for their pocket money. This is corruption at the very low level. Conslutants get con-sul-tant fees for conning and this too is corrupted if their job is not up to the expectation of the people.
I doubt whether the owner of the blog really understand the entire budget or merely distort some of the figures in his favour and alleged that the government is not giving due attention to Sarawak. Well we Ibans are scattered all over Sarawak and we must understand that the government can’t really look at our plight alone. What about the orang asli in Peninsular Malaysia, the Penan in Long Lamai, the Lun Bawang in Long Semadoh, the Bidayuh in Kiding?
I argue even if Anwar Ibrahim becomes the Prime Minister he will not be able to solve the problem of poverty. In the US cash rebates, food coupons are given to the poor and those who lives in the poverty line, but they abuse these cash rebates and used it to buy drugs. Even if Anwar give cash to RM2000.00 a month to alleviate poverty, some will spend the money. SO what the BN government does instead of giving the poor fish to eat every day, the teach them how to fish so that they can eat fish for the rest of their lives. I bet with you the PKR government will fail miserably in some of the States. They are only interested in politicking and they have no experience in governing.

Peda ari semua sudut, sigi nyata budget 2009 nadai mantu bansa iban.. tau peda nuan ila. Duit mayuh tang enda temu kini tunga… bepuluh taun utai tu udah nya. Jaku nuan nya half true aja.. Kitai nyukung ketuai ukai kategal iya kaban kitai aja tang nyukung ‘perjuangan’ sida iya.
Nama perjuangan Jabu?? Nama utai diperjuangkan Jabu ngelama tu?? Ukai kami muai iya lalu begedi ka iya… tang kami enda puas ati laban iya NADAI kala ninga sebana ati kami… Enti iya amat-amat ka ngemansang ka Iban, iya patut ninga buah runding kami lalu ‘mereti’ nama peneka orang Iban.
Talk about budget… baka gula-gula, abis lela nadai agi manis, budget nya amat manis.. dah lela nadai agi dipeda… Tu kah chara ngatur ekonomi?
