PREAMBLE: Route & Rules To Success
Never head on nor touch on any sensitive issue or racial sentiments but to compliment, maintain collaboration and joint-effort to focus on fostering peace, harmony, political stability, economic and social development of our beloved country Malaysia. Malaysia is for every Malaysian. The advanced ones charge ahead, nourish the weaker ones and usher them to be at par and/or as your supporting elements. Forget your opponents; always play against par. It’s not the mountain we conquer, but ourselves. Behold the spirit of democracy via open-forum and/or open-form. So let’s all paddle it together to achieve our Vision 2020 as a developed nation.
A plan is just plain idea if not implemented. A good plan is like a road map; it shows the final destination and usually marks the best way to get there. One of the deepest needs of our soul is to accomplish something worthwhile. We need to reach goals, win victories, and taste success. Recreation, rest, happy hours and various kinds of entertainment have their place, but accomplishment nurtures the spirit. An interesting fact is that we get about the same lift from small accomplishments as from big ones. Small victories are often the most fulfilling. Win big or win small; but reaching a few goals will make you happier!
Dayak community must be a self-starter, proactive and broaden. Be a team player and pursue now! When you don’t know how, what, where and when to begin and/or do something, just start thinking, plan, grouping, coordinate, develop and implement it. Beware of the paralysis of analysis. Be a person or a community of action! The man who complaints about the way the ball bounce is likely the one who dropped it. Failure and backward is never final, and success and development is never-ending. Never look back but at the horizon and don’t stay aging.
INTRODUCTION: Dayak Forward Community-Based Organizations
We believe forward-looking initiative(s) will grow and multiply. This form of community based sustainable development will thrive especially where government (Federal/State), civil society(s), non-governmental organization(s) and the private sector(s) create enabling policies, new institutional and financial arrangements that make it possible for these courageous efforts to propel and flourish.
Capacity is subjective. According to whom or which or what standard is an organization deemed “Strong”? What are the measures? One of the strategies to strengthen the capacity of these community-based organizations is to better serve their constituents and communities. The solutions must begin within the communities themselves and must include proactive measure, viable initiative, strategic cooperation and coalition building. Cooperation, mutual understanding and benefiting within a community, across rural communities, and between rural and urban communities is essential.
For too long, rural communities particularly the Native Dayak Communities have allowed themselves to be treated as an afterthought, oversight and have been content to merely fight for the leftovers of programs developed by urban policy makers to address urban needs and wants. Native Dayak Communities must instead identify the roles it will play now in tomorrow’s economy and work alongside with their advanced communities and/or urban neighbors to develop policy, plan and program that will accomplish its goals.
These Dayak Forward Community-Based efforts could help opening new development paths to empowerment, sustainable livelihoods, sound environmental management, social equity, and an improved quality of life for all. They involve innovative methods for managing wildlife, watersheds, and forests, for tapping markets for recycled materials, agricultural commodities, environmental services, and ecotourism, and for monitoring environmental quality. Effectiveness reinforced on long-term support for community development.

- The underinvestment in infrastructure is one manifestation of a broader structural problem – low savings and investment. Business is reluctant to invest in the rural affected Dayak Communities areas. Surveys of investors cite a range of reasons for their reluctance to invest, including macroeconomic.
- Inadequate infrastructure, uncertain property rights, abuse of Native Customary Land Rights inconsistent application of regulations and laws, weaknesses in the financial system, the influence of vested interests over state institutions, and corruption.

Fewer than 10 per cent of the poor have access to adequate transport, power, water and sanitation services.

RECOMMENDATIONS:
Financial Institutions Actions: Money never starts an idea; it is the idea that starts the money. Therefore, we must be creative to develop those ideas.
- Develop a local presence on reservations through Branch Offices
- Develop models of Managing Risk, that will address non-traditional profiles
- Provide access to Financial Capital and Capacity Building Technical Assistance & Training
- Work between the Dayak Community and Financial Sectors (Local/Regional or Global) to Develop New Financial Products tailored to their particular needs and wants.
- Make the idea of “Rural Investment & Development Program (RIDEP)” via Private Investment Initiative (PII) contribution and/or investment funds from the private sector and/or international investor(s) include provision for international grants could act as a spring board to propel the Federal/State Government Rural Development Plan. This PII could also act as a new rural investment development model to ease the burden of the “rakyat” and help reduce Government’s expenditures.
- The Small Business Administration and/or Association (SBA) or Small Medium Enterprise (SME) or Small Medium Industry (SMI) or SME Bank or any other Government owned banks or Venture Capital Companies (local/foreign) could help provides financial resources (community financing) for rural business development.
- Develop an effective strategy for mobilizing private sector resources to increase assets for the poor and benefits for business community.
- To play a unique and pivotal role in helping to build credibility and partnership opportunities for grantees.
- To build the capacity of individual or organizations but also to create a recognizable field of practice in what was, at the start of the Initiative, an amorphous and diffuse area of work.
- For education could be provided largely through a trust fund with the World Bank
- Funding volunteer programs will be another mechanism for contributing to development objectives.

- Unity, Strengthening, Sustainability, Self-Efficiency and Development (US4D) are the prime Vision, Mission and ultimate Objective of the Native Dayak Community.
- To focus and contribute to improving the prospects for Strengthening Economic Growth; Enhance Education & Cultural Development; Political Stability, Social Building & Human Security
- To become a knowlegde drivening community.
- Develop a universal Legal Systems and Commercial Guidelines for Business Development & Entrepreneurships (Small Rural Business Communities or Cooperatives)
- Develop and adopt Commercial Zoning and Planning Codes
- Adopt rules clarifying Sovereign Immunity in Commercial Transactions
- Compliment and enhance Government Plan to help develop the rural communities (urban rural and the underserved/remote rural)
- To change it doctrine/mindset to “Economy & Development” instead of “Workforce & Agriculture” or comparable to the Chinese Community “Money & Economy” and/or the Malays “Politic & Administrator” and/or the Indian “Technology & Expertise” or better philosophy.
- Our core business in life is not to get ahead of others, but to get ahead of ourselves – to break own records, to outstrip our yesterday by our today, be a self-starter to propel at par with others and beware of the paralysis of analysis. - Enhance and improve the collaboration, unification, consolidation and cooperation within the relevant and/or existing Native Dayak’s associations, organizations, clubs, forums, etc if we were to unite and want success with many victories. The Greater things in this materialistic world are not so much where we stand as in what direction we are going.
- Concentration of strength, courage, resources, efforts and supporting elements, and to continuously maintain development momentum in all sectors.
- United; Unification; Uniform and Understanding (U4): What if all the honorable Dayaks political representatives, administrators, pensioners and respectable expertise come under one single platform i.e. be united under one house “Rumah Dayak”, not to repel and/or head-on and instead of being divided? What selfishness are we to do that? It’s not impossible but we are running out of times because future comes on your way now. Nothing is particularly hard if you divide it into small jobs or assignments. Hire and/or deploy the people and then delegate. No man is an island and No House would stand tall if not of understanding and united!!
- Be Intellectual; Be Good Parent; Be a Good Leader; Be a Successful Community; Be Modern; Be Creative; Be Innovative; Be Proactive!!! The only thing that stands between a man/woman and what he/she wants from life is often merely the Will to try it and the faith to believe that it is possible. Its not about power, money or fame, it’s about the future of our younger generations that matter most (anak, uchu, ichi, uwit). Mistake is forgiven even machines defaulted or sophisticated computer crashed. Ones need the ability to fail. You can not innovate unless you are willing to accept mistakes. Be not afraid of greatness, some are born great, some achieve greatness and some have greatness thrust upon them.
- Teamwork and Team Builder: The important thing to recognize is that it takes a team or protem committee(s), and the team or consortium ought to get credit for the wins and losses. Successes have many fathers or leaders, failures have none. Team spirit and maintain esprit de coup is what gives so many companies and/or organizations and/or communities an edge over their competitors.
- To reinforce the strategy’s focus on economic management and modernization.
- To share and provide capacity-building assistance.
- “Rumah Dayak” need to be re-conceptualized, restructured, re-engineer, re-branding and enhanced not just its image or building but must be turned into a power house, effective, efficiency and profitable organization, and priceless asset. An effective organization has a purpose that is shared by all its members and to which they will willingly commit and focus their energy and efforts. People working together can do almost anything. Believe in universal approach ones would not go wrong!!
- Improved, stimulate and accelerate economic opportunity for rural people through increases in productivity, access to markets, better infrastructure, and growth of small–medium enterprises in targeted provinces.
- Strengthen health promotion and programs to prevent and control disease.
- One such alternative model to rural development in the Native Dayak Communities areas is entrepreneurship, both on and off the farm. Entrepreneurship has been seen lifted up as an economic development model that will better serve rural people and rural places, and will potentially act as a balance for more traditional models of rural development, i.e. large-scale agriculture and industrial recruitment including forming a consortium(s) of rural cooperatives, planter/farmers and/or community-based farm longhouse (give them tools, technology and finance that would know how to survive and sustain development). Its strength lies in its reliance on the creativity, capacity and knowledge of those already in the community. Rural residents themselves are the agents of change rather than passive recipients.
- Untapped Products: The potential for using agriculture to develop alternative sources of fuel is tremendous—and remains largely untapped. Ethanol produced from oil palm, corn, maize, tapioca has stolen most of the attention but research is underway on other “biomass” products like grasses, plant/human waste and fast growing trees that may prove even more cost effective and in the end more sustainable. With sufficient financial support from the government, these alternatives could one day help lessen Government dependence on foreign oil. What’s more, these energy crops or waste could provide economic development opportunities to rural Sarawak by attracting processing plants, research and development centers. But perhaps even greater potential may come from another abundant energy source— wind/solar/blue energy (though we all know what Bakun Dam has affected on us…). Again, the rural Sarawak could well generate enough cheap electricity with wind power to light the nation, or certainly large regions of the nation.
- To continuously assist the Government to entrench long-term improvements in governance and growth, which are critical for reducing poverty.
- To make a clear contribution to improving the prospects for economic growth, poverty reduction and national stability.
- To improve and consolidate agricultural productivity and general services.
- To ensure that each program is mutually reinforcing.
- To monitor and manage the coherence and effectiveness of the full range of community development programs. This will also help to inform decisions about adjustments to the geographic focus as aid increases when necessary.

Federal & State Government Actions:
- The Federal Government has a strong role to play in partnering with State and local governments; indeed, it must be an engaged partner by enabling community and economic development projects to succeed; but the Federal Government does not need to micromanage rural development at the local level. Hardly does this mean the Federal Government has no role to play. On the contrary, Federal (and State) policy will probably always be the catalyst for change at the local level. At the end of the day, though, each community knows best what it needs to succeed and prosper.
- Requires continued strengthening of economic management, and encouragement of private sector investment including through provision of infrastructure and anti-corruption measures. To assist the poor to benefit from an improved economy, aid programs need to target rural areas where poverty is entrenched.
- Maintain Investments in Physical, Utility and Telecommunications/ ICT and Rural Accessibility (Air, Land & River/Sea).
- Provide universal access to quality basic education. Equitable delivery of quality basic education.
- Improved accountability, transparency and management of investments in transport infrastructure and other fields.
- Develop effective emergency and disaster management system in the rural areas.
- Government agencies are better able to implement transparent and efficient budgets.
- Improve the environment of equitable distribution for private sector investment.
- Improve economic growth opportunities at sub-national levels.
- Facilitate and give concessions (lands or minerals) to the Consortium of Dayak Cooperatives to raise funds and investment initiatives to enhance their economic growth.
- Facilitate to allocate special government funds and/or loans to help the Dayak Business Community and other relevant.
- Facilitate to promote and stimulate new Private Investment Initiative (PII) and/or Private Finance Initiative (PFI).
- Facilitate the Corporate Involvement (CI) Initiative, an effort that sought to demonstrate that businesses could use core operating resources and competencies in ways that contribute to large-scale improvement in income and assets for low-income people, while benefiting business. The CI Initiative was intended to demonstrate how business and communities could collaborate to generate “win-win” outcomes – competitive advantage for business and gains in assets and wealth for low-income people. The CI Initiative could focus on four areas of economic development: financial services, workforce development, enterprise development, and regional economic development. In each area, the Initiative grantees succeeded in demonstrating specific win-win strategies that leveraged business and markets to benefit low-income individuals.
- The current 9th Malaysia Plan Rural Budget could also be used for maximum impact on these communities development e.g. capitalize and leverage the allocated funds without loosing its principal capital, etc, etc. yet reduce the Government burden.
- Facilitate the creation of a Public-Private Equity Investment Funds/ Growth Funds.
- Support funding for Training and Technical Assistance.
- Facilitate linkages to Financial Markets and Businesses, and Technology(s) to enhance rural economy.
- Revise and reforms the NCR Land Development Concept and the development of other infrastructures/sectors (dam, mining, petroleum, logging, industrial, etc) that could mutually benefit the affected communities and the “bumiputra minorities” such provision for royalties and
- It’s not the time to penalize anybody or anyone or the “rakyat” but to guide, command, coordinate, facilitate and help them to compete with the international arena, globalization and to help revolutionize Sarawak and Malaysia in general to become a strong, peaceful, rich (economy and cultures) and well develop country by 2020.
- Give back “some” of these special powers to these native leaders from the current ruling government to help lead, unite, promote, stimulate, manage and undertake to develop their own native community in all sectors to sustain and be at par with other races of Sarawak and Malaysia in general. Be political, not depriving but be charitable too…
- It’s been 46 years since Sarawak has honorably joined Malaya to form Malaysia yet till toady we still see and can’t deny that these Native Dayak Communities have been left out of mutual benefits and equitable development, economically and digitally divided when compare to other communities of Malaysia. Respect them and they will honor you well to eternity. Power, Money and Fame is not everything or last forever but to live with honor and live in eternity after death. Life is so temporary; it can end any time. We don’t want to look back on our life some day and see waste….We want fruit that will remain.
- Provision to help facilitate Community Banking and Credit Union, etc, etc.
- Provision to establish new Native Affairs & Cultural Department in the rural areas (could creating more jobs opportunity and others)
- Provision for micro-enterprise tax credits, pioneer status and other incentives to attract private sector(s) and international business consortium(s) participate in developing these rural areas. Thus could create more jobs and business opportunities for the rural folks, less migration and hence new growth community centers could be established that later could converted to Rural Growth Center(s), etc.
- Provision for Rural Broadband Access Loan (RUBAL) and other Guarantee program and/or Universal Service Provision Funds are another important means by which the Federal/ State government can “level the playing field” to attract business investment. The program’s goal is to ensure that rural consumers enjoy the same quality and range of telecommunications services that are available in urban and suburban communities. While this is a good start and will benefit the average rural household who can afford Internet access, stronger support will be needed for businesses whose broadband needs far exceed those of the average consumer. Increased broadband access in rural communities also offers real promise to distance learning programs in rural communities where state universities and even community colleges are too far away for people to take advantage of these.
- State Government need to continuously capitalize and ensure a more balance development program on this rural investment i.e. the Federal Government is making in the infrastructure for rural communities.
- To stay competitive in the global marketplace, as well as here at home, states must seize these opportunities and invest in their human capital (skill industry).
- It is also suggested that the Sarawak Land Development Board and/or PELITA or SALCRA should focus on improving and developing the state land, existing Rural Growth Centers and urban land/areas only.
- The Native Customary Lands (NCL) should be managed and undertake by a proposed “Native Land Development Trust Board” (NLDTB) acting as new Trustee and a proposed “Native Development Corporation Berhad” (NDCB) (both comprising from selected Native Dayak leaders, intellectuals, expertise and management teams including its shareholders) as a core Project Management Company operate by expertise from the indigenous people. This new entity/portfolio could also be led by Deputy Chief Minister (from the Dayak Community) and/or unless he/she is the Chief Minister, who could also be a new “Native Affairs & Cultural Minister”. This could benefit the Native Dayak Community in the long run.
- To continuously allocate and expanding aid budget: accelerating economic growth, fostering functioning and effective states, investing in people, and promoting regional stability and security.
- Improve health services have suffered from underinvestment in a similar way to education.
- Launch a program that could enhance infrastructure, social and economic investment.
- Sets an agenda for fiscal adjustment, job creation, access to quality education, medical benefits and infrastructure, and a more stable and peaceful nation.
- To help sustain and build public trust while more fundamental development constraints are addressed. The government has good capacity to continue develop and promulgate reform initiatives to deliver on government policies, programs and projects for the benefit of its “rakyat”.
CONCLUSION:
What lies behind us and what lies before us are small matters compared to what lies within us. The important thing to recognize is that it takes a team and unity, and the team and unity ought to get credit for the wins and losses. Be a good leader and a progressive/productive community of action to foster independence, sustainability, self-efficiency and interdependence in subordinates, not dependence. Always give others room to grow and achieve their own dreams. Each of us must fulfill our own destiny.
What you get by reaching your destination isn’t nearly as important as what you become by reaching that destination. Choose to pursue and endure. Conquer your most important territory; your inner self.
