This topic is a feedback by Dyaks to my earlier topic of “Dayak earned $59.00 in 10 years” from Salcra land development project. It is important for dayakbaru readers to understand the context of Dyak point of view and put our understanding of Saclra Land Development into proper perspective. Tan Sri Jabu is the Chairman of Salcra and Salcra is under the Ministry headed by Dr. James Masing. Why Jabu still heads Saclra is anybody guess but Jabu track record of bringing better economic life to Salcra land owners is dismaying.

Morning, morning my fellow Dayaks. You read it right there: SALCRA-Such A Low, Crappy Returns Annually! Rightly noted by Dr.John, the return on this fantasy plantation scheme is close to nothing per acre NCR lands by Dayak landowners. Many other sites calculated a low returns as well despite the almost-artifically high price of CPO. Where the rest of the profits gone? Now with current CPO price plummeted down to sub RM1K-RM2 per tonne, how low the returns per acre could be? Unsolved mystery yet again.
Investment is based on calculated risk
Any form of investments, be it financial, properties, plantations, even in your education or collectibles such as fine arts, antiques, be it speculative or long term in nature all require risk and return feasibility aspects. You take account into the effect of inflation, how erosive or appreciative it is to your future returns. The difference of an investment and plain gambling is that investment based on calculated risk while gambling is pure waste against odds.
The State Government owes Dayak a big explanation
For most people, particularly us Bumiputera Dayaks, the traditional investment still is largely on saving accounts for interest and investing in unit trusts. That is way much better than RM1/acre NCR lands received on plantation schemes. Even if you did sell your land and keep the money in the bank or you rent out your land to some businessmen, your passive income is not bad at all.
The state govt, thru Salcra, owe us Dayaks some serious and big explanation on what the hell are all these plantation schemes is all about. If govt wish to eradicate poverty among Dayaks, fine but many things still kept in the dark:
Questions?
- How comprehensive the details being offered and explained to Dayak landowners prior to the plantation commencement?
- On behalf of the Dayak landowners, who represent them on legality and techinicality issues: the Penghulu? a law firm?
- To safeguard both Salcra and Dayak landowners interest, is it supposed to be one-sided affair where Salcra seems to be on the upperhand while Dayak landowners being not duly informed to engage on group basis to engage one law firm to represent them?
- Why so secretive on profit sharings calculation per acre, so at least the Dayak landowners can evaluate to engage Salcra or other private developers?
- On what percentage of returns deemed considerable enough to eradicate poverty?
- Any legal avenue where Dayak landowners wish to know how much the plantation schemes overall profits?
- Of all plantation schemes in Sarawak, how Salcra fare to other govt-backed agencies or private plantations in terms of returns per acrea to relate their efficiency and management effetiveness?
- In all fairness, who are Salcra suppliers on major plantation inputs such as fertilisers, machineries, transportation, CPO containers, their related stakeholders? Any conflict of interest involving direct authorities?
- How informative is Salcra annual reports, not only profit and loss reporting but also their future planning, if there any excess cash how they gonna reinvest it to maximise further Dayak landowners profit?
- Salcra, with predominantly-Dayak staffs can only give highest priority to Dayak landowners and not the opposite which is a truth now, why?
Conclusion
All of these are just some of the variables for Dayaks to consider before participating in any plantation schemes. As the landowners, the Dayaks have the right to demand what is the best investment on their land and looking at the acreage rate, it’s no better than left it idle. It is as good for Dayaks voting for just voting opposition given that govt barely means nothing other than cheating for them. A case of the lesser of two evils.
Remember, palm oil is donkey’s favourite kuih jala.

Last year 5,433 participants received a total of RM12.4 Million in dividens from Salcra. ” A total 11,470 hectares of land(our grandfathers land) are now planted with oil palm, and from this total 9,932 hectares have already matured and bearing fruits.

Analysis:-
The Facts:-
1. RM 12.4 Million divided by 5,433 participant and prorated by 12 months = RM 190.20 each month.
2. 9,932 hectares time 30 tons time RM 410.00 per ton prorated by 12 months = RM 10,180,300.00 /month.
3. RM 10,180,300.00 divided by 5,433 participant = RM 1,873.79 / month (if they do their own)
4. 9,932 hectares NCR land valued at RM8,000.00 per hectare = RM 79,456,000.00 (NCR land value)
Questions:
1. Is RM190.20 per month reduce rural poverty ?
2. Can rural people (Salcra particiapnt)send their kids to world’s blue chips univeristy like Jabu(Chairman)?
3. Who really benefited from Salcra?

FELDA semenanjung was part of the Jengka Triangle Project mooted by Abdul Razak. The procedure were:
1. Vast parcel of Government Land was annexed. Settlers were selected from the poor.
2. Development cost was borne by the kerajaan through grant of the World Bank. Orang ke mayar ukai orang Felda, tang perintah (or government revenue).
3. Dalam taun 1979 and 1980 I used to visit Felda areas. Machines, houses, kilang, semua baru di gaga orang.
After 30 taun tanah kerajaan nya pulai asoh settlers.
Felda is different than Felcra (engka Jabu madah ke persamaan ia). Nitih ke calculation Dennis di atas, one Hectare (2.47 acres – check tu, enda tentu ingat aku, udah tuai) is RM8,000. Today’s price it more like RM8,000 per acre. Total rega lama (nitih ke Dennis) is RM79,456,000. Now, what Salcra meri nya RM190.20 sebulan. Meli insap harga tiadu enda cukup. Reason: Laban orang ke empu tanah mayar development cost. Ooiii, enda sama enggau Felda, sida ia di bayar perintah. Ni Jabu bisi maca tu?
Berapa lama Salcra tu? Assuming 15 years. Rega tanah RM79,456,000 at 5% pa (government bond), diatu the value should be: n=15, i=5, PV=79,456,000. Bisi calculator? Future Value:16,518,331,740. Kati ko nyebut nya?

The SALCRA is cheating the people. The modus operandi is similar to FELCRA, only the concept is different. They are so many ‘saham keutamaan’. Your YB is cheating his own people. The returns that SALCRA gave is just like older man giving sweets to small children in order to force the children to play far-far.

For those who know just how to condem and criticise let fact and reality that count. Which NCR land do the iban really want to defend? is it the land that is not fully utilised for their needs? let say a family have 3HA to 5HA of land and planted it with crop such as padi or rubber tree. How much can they planted? let say 2HA. How about the rest of the not planted ares? become what? Bush area or reserve for hunting wild boar or any other animal? You people still want that kind of living dont you isn’t it. Poor the people that cannot even afford to send their children to basis education just because of the thinking of people like you.
Dont simply too negative in receiving what ever scheme that the goverment try to emulate.What ever agency like SALCRA they are the goverment arms to implement and eradiction of hardcore poverty in the rural area. In line with the Federal and State goverment policy to implement NEP, so SALCRA was formed to help bring in development in the areas that need basic ammenities like road, electricity and water that rural area cannot enjoys specially folk from rumah panjai. At the same time school and education also came along with the basis facilities.We are talking about Hardcore POVERTY here. Sorry to say that we bangsa Iban still far away in that bracket.Do you people know that SALCRA also offer scholarship and Education Loan to the participant of the scheme also? Even there a lot of the children not just finish their first Degree but Master and doctorate also.So what do your people expect? Just Monetary gain? If you want to gain a lot of profit there a lot of place u can do, like Dr Brian analysis “Even if you did sell your land and keep the money in the bank or you rent out your land to some businessmen, your passive income is not bad at all.” I wish all the Iban in the Rural Areas can think like DR Brian. All development do bring Pro and Cons, so if the participant dont feel to join the scheme dont join. For what i know SALCRA NEVER force the people to surrender their land to participate in the PAlm Oil Scheme.
As for legality and transparent issues raise i dont think it required under the law to disclose all fact if you are an Authoriy bodies. Why do they have to? You also cannot simply naked to other women except to your legal Wife. Commom people open up your mind!
As far as i knew… almost of the participants which joined salcra was unhappy .Salcra didn’t pay them like what has been promised before the projek begin. The participants also never see /receive the agreement… why this things still happened even
Salcra was already impliment by the “mesin taip+jabuuu and chronies” nearly to 32 years.

Kati peda kitai duit ulih Aki Manang dalam sebulan! Nyau alah komisin ke dikejaku kitai tau nulung ngapuska pemerinsa Iban dulu din. Right, splendid goon you are.
For your legal wife, only disclose your meagre monthly salary as much as for covering house expenses. So it is suffice for Salcra to tell the world the meagre dividends to be shared by thousand participants.
For your mistresses (illegal wives), there the big animal party goes with ill-gotten money free flowing. So for those Salcra cronies few be it the suppliers, contractors, AliBaba nominees shareholders in joint-venture companies, all of those direct conflict of interest and how the big loots gonna be share among them will not be exposed, rest assured.
So another BLANK CHEQUE from state coffers/ taxpayers money for dopes like Salcra etc. to siphoned and get away with it? Everyone whether Dayak, Chinese or other souls have the right to demand where the money gone as the funds supposed to benefits all rakyat, not a few crooks.
