More people want Taib to resign

Nowadays more and more Sarawakians are getting bolder and bolder in demanding for Abdul Taib Mahmud’s resignation as chief minister of Sarawak. Some time ago it was DAP Ting Tze Hui (Member of Parliament for Meradong).

Recently it was Beginda Minda, publicity chief of Baleh branch of Parti Rakyat Sarawak (PRS) who asked Taib to resign. For those remarks Beginda was forced to resign from the party. Now the MP for Bandar Kuching, Chong Chieng Jen has joined the chorus.

In an interview with Malaysiakini, Chong not only asked Taib to resign, but also accused Taib’s family of accumulating “astronomical wealth” through State contracts such as RM300 million for the construction of the new State Assembly building. Many road and building projects have been awarded to CMS and Naim Cendera, both of the companies are owned by Taib’s family members and relatives.

Many more contracts are waiting for these companies in the proposed SCORE (Sarawak Corridor of Renewal Energy) that is expected to draw in more than RM100 billion of investments and the construction of 12 dams in the State.

Literally thousands of Sarawakians – whether they are Malays, Chinese or Dayaks – have expressed dissatisfaction with Taib’s administration, and have wished him to resign, but not many dare to express it publicly. Listen to them at offices, coffee shops, villages and longhouses and you hear them talking bad about Taib’s 27 years as chief minister and his family being awarded government contracts, etc. and etc.

Among the Dayaks, their common talks centre on thousands of acres of their Native Customary Rights (NCR) lands being taken away and are sold to big “towkays” who are mostly supporters and financiers of Sarawak United People’s Party (SUPP) for huge oil palm plantations.

Taib knows about the people’s resentment against his administration. In fact he knew it a long time ago so in December 1995 he announced he would retire by 2000 in order to pacify the people. (See the attached news cutting below: Sarawak Tribune, 7 Dec 1995).


Now it is eight years over due. And the people who were supposed to take over from him have disappeared into political oblivion. Such great names include Bujang Ulis, Dr. Sulaiman Daud, Abang Yusuf Puteh, Abang Abu Bakar and Adenan Satem.

The question the people of Sarawak are often asking is: Why does Taib continue to rule Sarawak despite of his age, health problems and the huge amount of wealth his family has accumulated?

One reason is perhaps he could not find a suitable and trusted leader to take over from him; someone whom he can trust to “look” after his (Taib’s) family’s businesses when he steps down. “Mau tidak mau” (whether he likes it or not or whether we like it or not), he has to wait for his own son, now a deputy minister of Tourism to take over from him as chief minister. That may take two more years or even longer as his son has just entered politics.

It appears that Taib wants to ensure that his family’s businesses will not be “disturbed” as he has seen how the Indonesian government seized properties belonging to Suharto’s family or the Philippines Government wanted the Marcos family to return to the people the ill-gotten properties.

And more frightening for Taib is that the Sarawakians may elect Pakatan Rakyat (People’s Alliance) to power in the coming State election or subsequent elections; worst still for him, if Anwar Ibrahim is to be the Prime Minister of Malaysia.

    maioh urang ka ngasuh aki uban tu resign, tang nadai berabi siko nyebut ba mua maaioh. Dipelaba aku aki uban tu sigi enda resign ngapa enti anak ia bedau bisi politic position ka tinggi ba menua sarawak tu. Ia ka baka raja. Mesti ari turun ia empu. Aki uban sigi enda resign ngapa wai. Ia sigi ka nyadi KM sampai ka parai. Semadi BN alai election ba sarawak tu ila.

    Wah, Chong is very brave in asking CM to quit. Maybe Chong should also ask the people of Sarawak to elect him so that he can be the new chief minister of Sarawak. What about Adit. Is he a Chief Minister material. I guess Dr. John is the right material, after all he has a PhD. He should be the Chief Minister, only Dr. John can deliver for the Dayak cause. Not Joesph Tawie, he is just a pensioner. Polis pesen.

    Sakai Mentality Part 1 (Inferiority complex test):

    1. Sample received – “Wah, Chong is very brave in asking CM to quit.”

    2. Observation – Patient signalled a distaste for change or new development from taking place. Rather than accepting new ideas, patient remain to be cocooned with patheticly low/ no sign of self-confidence or self- esteem even in a mere request of change, not even all- out coup de’tat fight against Yang Dikasihi yet.

    3. Critical level – Almost blinded.

    4. Corrective Action – Patient seriously need confidence-boosting medication. Antidote comprising a mixture of petai and donkey’s tail is boiled making it un-glamourously smelly dessert but is 1 million times better than bird nest soup: increase memory and confidence level in one shot.

    Sakai Mentality Part 2 (Happy-to-settle-for-crumbs test):

    1. Sample received – “What about Adit. Is he a Chief Minister material. I guess Dr. John is the right material, after all he has a PhD. He should be the Chief Minister, only Dr. John can deliver for the Dayak cause. Not Joesph Tawie, he is just a pensioner. Polis pesen.”

    2. Observation – Patient actually promoting in opposite decoding that ‘just good enough’ mentality by trying to project that all Dayaks regardless of education backgrounds or political aspirations should worship Yang Dikasihi for whatever crumbs being given to Dayaks. The repeated key word, “the right material” when decoding in opposite way it merely means “the perfect Yang Dikasihi ball-carrier” or basically a lost cause to fight Yang Dikasihi so Dayaks should take any crumbs since it better than nothing.

    3. Critical level – Defensive mode but terminally ill

    4. Corrective Action – Practice a yoga-like meditation with sitting on top of durian fruits while carrying bucket load of palm oil kernels. Patient must shout: “I’m not a donkey!” in order to eleviate or completely remove the pain slowly.

    Exceptional Findings:

    Another new dimension/ evolution of Sakai Mentality being revealed here that is the sense of quick agitation even in a slightly jilted criticism(sort of Mugabe-ism), with quick response of decoded hopelessness for any Dayak wish to undermine Yang Dikasihi.     Further Recommendation:

    1. Patient must perform twice daily at top of mountain range with loudspeaker and sing a song: “Wake Me Up Before You Go-Go.” Since Yang Dikasihi will swim for safety to Australia (where his treasure loots are hidden), it’s a good reminder to goons like the patient above to be aware of his next destination(?) once Yang Dikasihi is gone for good.

    2. Since patient made remark on police pensioners, patient must deliver kuih jala with hidden paper message to all state police pensioners or if possible to all Dayaks. Just like the ancient Chinese using the moocakes to prepare a revolt against tyrant emperor, patient must choose the best message maybe like: “Join Tawie to remove the Dayak donkeys” or “Palm oil is Sarawak’s Al- Arqam” or “CMS: Crooks Must Stop!”

    Taib has to go, says Kuching MP

    The boyish-looking parliamentarian from Kuching did not mince his words. Indeed, he couldn’t have put it more bluntly.

    The departure of Sarawak Chief Minister Abdul Taib Mahmud is long overdue, he declared on Mkini.tv’s ‘Uncensored’ talkshow this week.

    Chong Chieng Jen, 37, the two-term MP for Bandar Kuching, reasoned that after 27 years as chief minister, Taib should have completed whatever he hoped to achieve for the state “if he has any plans at all”.

    Stressing that 27 years is “too long a time” to be chief minister, Chong states the obvious – it’s time for Taib to pack his bags and go.

    In fact, Chong is not the first DAP elected representative in Sarawak to openly call for Taib’s departure. His DAP colleague, Ting Tze Hui (Meradong), made a similar request in the state legislative assembly some time ago.

    “As expected, she was heckled by BN backbenchers who rose to speak in support of the chief minister,” said Chong who is also the state assemblyperson for Kota Sentosa.

    Although the MP acknowledged that Taib has done “some good” for the state, he was also quick to add that “Taib has done more harm than good”.

    Chong was only 10 years old when Taib Mahmud took over as chief minister from his uncle, Abdul Rahman Yakub, in 1981.

    Issues relating to the distribution of wealth are worsening under the current administration as the people of Sarawak are facing great difficulties in earning a decent living.

    Improper dealings

    Asked if Taib’s lengthy administration was the cause of the perpetration of corruption in the state, Chong said legally speaking it may not be corruption but improper dealings.

    Citing the example of shares owned by Taib’s family members in one of Sarawak’s largest cement manufacturing and construction companies, Cahya Mata Sarawak (CMS), Chong said it evidently shows improper activities.

    “(Besides that) a lot of state contracts are awarded to CMS … I would not call it corruption as defined in the Anti-Corruption Act but it is highly improper with him (Taib) being the head of the state administration,” he pointed out.

    “There seems to be a concentration of government contracts given to CMS, for example the RM300 million awarded to CMS and Naim Chandera for the construction of the state assembly building and many other road and building contracts are also given to them (CMS) without proper open tenders,” said Chong.

    Asked why the opposition has been unable to nail such blatant abuse of power, Chong said as a politician, his powers were limited although he had brought the issues up in Parliament for the attention of the Anti-Corruption Agency.

    DAP leaders, he said, were doing all they could to “create awareness” among the populace on the inappropriate activities of the current administration, adding that people are now more aware of what’s going on in the state.

    “During the June sitting, I spoke (in the state assembly) about the chief minister and the dealings of his family members but the speaker said it is sub-judice. If I cannot talk bad about the chief minister, then the BN representatives should not be allowed to sing his praises too,” said Chong.

    He said Taib was angered after he had cited a Confucius proverb which states that: “When the leader is rich and the people are rich, the leader is a good leader. But if the leader is rich and people are poor, then the leader ought to be ashamed of himself.”

    Chong also mentioned an incident when the chief minister lost his cool and pointed his finger at him (Chong) in anger inside the august House.

    alfredAsked for his opinion on Iban Deputy Chief Minister Alfred Jabu, Chong described him as incompetent as he (Jabu) was not doing much to uplift the well-being of his community.

    Chong also said he suspected a conspiracy as to why the people, especially the indigenous communities, were deprived of opportunities and resources to better themselves.

    He joked that the BN government is probably afraid of losing ground if the people become smarter.

    “They want to block access to the community for fear that they will get smarter and become more knowledgeable and can see that the Barisan Nasional government is horrible. So the more educated the people are, the less control they (BN) have,” he quipped.

    Abang Johari a suitable candidate

    abang johari abang haji opengAsked for his choice to fill Taib Mahmud’s shoes, Chong opined that among the present state cabinet members, Housing Minister Abang Johari Tun Openg would be a suitable candidate to become the next chief minister.

    “When he answers questions in the state assembly, he shows that he knows his stuff,” he remarked.

    On the competition between DAP and Sarawak United People’s Party (Supp), Chong said that DAP was confident of doing better in Supp areas in the coming elections.

    “But we are not only going to contest in Supp areas alone, we are also starting to lay our ground work in PBB (Parti Pesaka Bumiputra Bersatu) areas as well.”

    Lastly, Chong said he would like to see less misery among Sarawakians and that they should be leading more comfortable lives unlike what they are exposed to today.

    Ending the show, Siah credited Chieng Jen’s father, former Repok state assemblyperson Chong Siew Chiang as the man responsible for bringing the DAP to Sarawak in 1978. Chong Sr was also the first Sarawak DAP chairperson.

    Many in favour of S’wak CM stepping down

    Except for one studied reaction from a political secretary to Sarawak Chief Minister Abdul Taib Mahmud, all the others in a selected SMS sampling of several key opinion leaders in Sarawak agreed wholeheartedly with Kuching MP Chong Chieng Jen that the former should step down sooner rather than later.

    The opinion leaders sampled covered members of parliament, state assemblypersons, political secretaries and senior party activists, all from the ruling BN component parties.

    “It’s naïve to think that the chief minister’s coming or going is at the call of an opposition MP or several MPs,” went the only response that seemed to veer towards Taib. Like the others polled, he wanted his name kept out of the public limelight.

    Another who had watched the interview and was queried on this reply, responded: “Yes. But what he (Chong) said is very damaging. Others will use the interview to whack Taib with it. The incestuous role of CMS is being queried.”

    “True also. The truth is Taib’s critics have no plan of their own for the governance of Sarawak … and no resources,” said a senior party activist in PBB (Pesaka Bumiputera Bersatu), Taib’s party.

    Asked what he meant by resources, he replied: “Resources for the fight to take over the government.”
    What’s his excuse to stay on?
    The fact that the Taib family is well-heeled is in no doubt, a point repeatedly stressed by Chong in his appearance on the ‘Uncensored’ talk show hosted by Malaysiakini editor Francis Paul Siah. The show was recorded on Thursday.

    Short of labeling Taib as extremely corrupt, Chong pointed out that the chief minister can be accused of improper dealings and getting caught in conflict of interest situations in feathering his own nest in the years he has been in power.

    “Wow!” was the response from a senior state cabinet minister.
    He added that his silence to a renewed query can be taken as a sign that he agrees with Chong but on condition that his name was not revealed.

    A third response: “What he said is an understatement of the decades that Taib has been in power.”

    “It will eventually become really embarrassing,” said a state assemblyman from a rural seat.
    “What’s his excuse to stay on? He should leave it to the younger generation. I think that it’s now a race between Taib, (MIC chief S) Samy Vellu and (PBS chief) Pairin (Kitingan) to see who can stay on the longest.
    “My guess is that Taib will be the last to go, fortunately or unfortunately, and probably Samy the first.”

    One was hopeful for the future: “I don’t think that the ‘tsunami’ will come to Sarawak. But you can never tell.”

    Other responses were along similar lines although there were some who simply responded: “Ha Ha Ha”.
    It’s anyone’s guess what such responses mean. It could either mean that Chong is just a mosquito bite, so complete is Taib’s vice-like grip on the state, or it may mean that they are tickled pink that Taib is coming under increasing and greater public scrutiny for outstaying his welcome, among other things.

    Those polled had been informed and asked a simple question: “Kuching MP Chong Chieng Jen has called on Taib, in a Mkini.tv interview, to step down as chief minister. He has cited various reasons – hanging around too long, having done more harm than good and, legally speaking, indulging in improper dealings and conflict of interest situations to feather his own nest. He once reminded Taib of a Confucian proverb: “If the leader is rich and the people are poor, then that leader ought to be ashamed of himself.”

    “What do you think? Be brief.”
    Son, niece in Parliament

    In the March general election, Taib recommended his son, Sulaiman, for a parliamentary seat and later a post in the federal cabinet. He also fielded a niece. In the 2006 state election, the chief minister brought in a brother as a state assemblyman.
    Sulaiman was executive chairman of RHB Bank for a time until Bank Negara ruled, citing conflict of interest, that he could not hold the post.
    However, the son of the chief minister is more remembered for the alleged assault on a former television personality Avaa Vanja Ramli (photo) in a Kuala Lumpur night club in 2003 than for his role as a banker or legislator.
    Sulaiman is now the deputy tourism minister.
    Taib became chief minister of Sarawak in 1981 – the same year Dr Mahathir Mohamad became prime minister. He took over from his maternal uncle Abdul Rahman Yaakub who assumed the post of the Sarawak governor for a term.

    The next state election is not due until 2011 but could come as early as next year, sources say.
    Taib is said to be in the best of health although he had been diagnosed not so long ago with colon cancer. He has been under medical treatment and supervision in Singapore and Australia but shows no signs of slowing down or making way for a new line-up.

    In the past, Taib had often talked about grooming his successor from a possible list of three but, except for Abang Johari Tun Openg, the other two either quit or were left out from being in the running.
    Taib has often hinted at the possibility of packing Abang Johari off to the federal government but apparently fears a Malay backlash.
    Similarly, he has blown hot and cold with Alfred Jabu, his deputy for 27 years and the leader of the Pesaka wing in PBB.

    Taib now has his work cut out as Jabu has become increasingly unpopular among the Dayaks and has been accused of trying to emerge as the self-appointed paramount chief of the Dayaks by bullying his way in the selection of Dayak MPs and state assemblypersons for all BN component parties.

    I love Dr. John Brian, he should be the next CM of Sarawak. Only he can rule Sarawak. No Iban is better than him. Jabu only knows ‘Pehin Seri Yang dikasihi’. Other Dayaks or Iban according to him bear the Sakai Mentality. Comeonlah Dr. show that you have the calbre and charisma to be Sarawak CM.

    Baka orang ke belanda, aki uban nya aba round ke pengambis ia. Peda jako ia, “I am the government.” Udah nya ko ia, ““You see, they (Dayaks) have two million acres under NCR lands just because of shifting cultivation. Apa itu?”

    Engka ka bado meh kini?

    Berapa kali orang pressured ia, tang ia enggai bado, so the present pressure is nothing new to him. My opinion, it still goes back to the ballot box. To call for his resignation is not constitutional (munyi ko lawyer), but mass migration to the other side is – though we will debate on its morality later.

    For now I am satisfied if he is fair, transparent and clean.

    En Taib Mahmud must go. The law must be changed so that Chief Ministership stopped after two terms. Laila is bocoming more like a dracula as days passes by.

    Ti taib badu…siapa nganti ya..Jabu ka?diato Taib benung Planing bekeni ka ngasuh kroni2 ya megai or nyadi KM swk.Iya cg nganti maya ka badu aja,ya nganti sampai kemuncak ya aja. Diato ant JAbu or George Chan bakal KM kitai…,semestinya dayak hope Jabu megai kitai and cina ngarap G.chan..

    Jabu is the worst Dayak Leader right now. But I still respect him as our Deputy Minister/Dayak Leader but not his current contribution to the communities. Any other option My Kenyalang?

    Jabu nadai ulih nyadi KM. Jabu tu nadai guna mega. Ia pun sama baka pala Taib. Nya udah nyanyuk amai. Uji tak duduk di rumah aja. Nganti ka parai. Maioh agi anembiak baru ka bisi penemu ti bijak agi ari sida jabu enggau taib tuk. Sida ia menang ukai ketegal sukung semua rakyat tak sukung ari layar enggau baligian aja. Enti semua rakyat milih baka orang US, pelaba aku seduai tu alah baka pengalah Samy vellu suba. Enti diasoh DR. Chan pun nadai guna. Enti chan nyadi KM, ambis duit ari srawak tuk ditaban ia ka menua australia kin. Cina enti udah kaya nadai ka tinggal ba menua sarawak tu. Sukung aja parti baru ka bisi semangat ka nulung rakyat. Diatu parti baru benung beamai bejuang ka penusah rakyat. Enda nemu la enti udah 50 tahun baka BN.

    Senior vice president of Parti Pesaka Bumiputera Bersatu (PBB), Datuk Amar Haji Awang Tengah Ali Hassan described Ngemah State Assemblyman Gabriel Adit’s decision to join Parti Keadilan Rakyat (PKR) as “a sign of desperation”.
    “We are not frustrated about his decision (to join PKR). Actually, he is a frustrated man as he has no political platform,” Tengah told the media after launching a seminar on “Approval of Controlled Electrical Products’ at a leading hotel here yesterday.
    He said it was also Adit’s right to join the opposition.
    “That is also his choice. Actually, I know Gabriel Adit very well. He tried to join the Barisan Nasional (BN), he likes very much to join PBB. But we are of the opinion that he should join Parti Rakyat Sarawak (PRS) as the seat belongs to PRS.
    “If he joins PBB, it will complicate the whole matter. Because of the seat allocation, the (Ngemah) constituency belongs to PRS. So we advised him that the best party to join is PRS.
    “After all, PRS is also in the BN and we do not want it to become an issue later,” explained Tengah.
    However, Tengah, who is also the Second Minister of Planning and Resource Mangement and Minister of Public Utilities said Adit’s decision to join the opposition would not change the local political landscape.
    “The people, especially in the rural areas will still support the BN. They know and understand the developments which take place in the state all these while are implemented by the BN government,” he said.
    When asked whether Adit’s decision to join PKR would open the floodgate for the opposition to penetrate the rural area, Tengah said: “There is nothing new in this (opposition’s tactics). The opposition have flooded the state in past elections. I was challenged by a PKR candidate also.
    “But the fact remains that the majority of our people are still behind the BN as it has succeeded in bringing development and political stability. This is what the people want.

    Our strength is our rakyat

    “We have always been swamped by the opposition during the elections but we have the strength and our strength is our rakyat (people) who are behind us,” he said.
    When asked to comment on PKR’s advisor Datuk Seri Anwar Ibrahim’s challenge for the state government to hold an early election, Tengah asked back: “Anwar…he said he would be taking over the federal government on September 16. What happened to that plan? It just showed that he is an arrogant person.”
    “What sort of democracy is he talking about? He should respect the decision made by the rakyat (people). Is his voice stronger than the voice of the people?,” asked Tengah.
    He said the state had already held its election in 2006 and the general election on March 8 this year, so they (the opposition) should respect the decison of the people.
    Adit, 58, who won on an Independent ticket in the Sarawak state election in May 2006, handed over his application form to join the party to its advisor, Datuk Seri Anwar Ibrahim at a dinner in Sibu on Saturday night.
    Also joining Adit in his move were 11,752 individuals from throughout the state.
    Adit is a four-term Ngemah State Assemblyman, three of which were on the BN ticket when he was a vice-president of the now defunct Parti Bansa Dayak Sarawak( PBDS), a Dayak -majority state BN component party which was de-registered due to internal leadership crisis.
    PRS has claimed all seats belonged to PBDS. However, Adit was never interested to join PRS.
    Adit joined SPDP, another State BN component party prior to the election but was not fielded as a BN candidate for Ngemah, thus, prompting him to become an independent candidate.
    He created an upset by defeating BN-PRS’s candidate Alexander Vincent.
    With Adit joining PKR, the party now has two members in the State Legislative Assembly. The other is Dominique Ng, the State PKR chairman and Padungan State Assemblyman.

    Majoriti orang Sarawak sigi lama dah nganti CM kitai resign. Kebendar iya, suah aku nanya dalam ati diri nama kebuah orang Sarawak lalu nadai siku berani ngasuh CM resign taja udah terang semua orang nemu CM kitai ‘membolot’ pengaya orang S’wak, tanya bala anembiak pom 1 pun sida nemu.

    Lama dah aku ninga, tok uban tu bisi nginang beberapa iku ‘dukun’ ke tebilang ari menua Indonesia. Tiap kali iya pansut ari rumah bala dukun tu deka ‘mucau’ dulu ngambi ka iya nadai apa nama. Enti dukun ia madah enda tau bejalai ngagai endur dituju ia.. ia enda nyadi kia laban takut bisi utai enda manah nyadi.

    Nyangka…. kitai bansa dayak ba menua S’wak udah kena ‘pucau’ bala dukun tu bepuluh taun udah, nya kebuah kitai diau jenuh aja taja kitai meda ba depan mata kitai empu tok uban nipu kitai. Tang diatu bala dukun iya nyau makin tuai setuai.. baka tok uban empu meh… nyangka ari nya ‘power’ sida tu nyau makin susut. Tambah mega diatu mayuh orang ti arap besampi minta Tuhan ngelindung sida ari kuasa ti petang lalu ‘power’ bala dukun tu tadi mega nyau makin kurang. (Sapa2 nemu pasal dukun tok uban tu.. ulih bekunsi, nyangka aku ninga cerita bula orang aja)

    Very timely indeed your comment, sir. Exactly the same number of 47 also another ‘grey area’ in our Sarawak land code, as questioned by DAP ADUN YB Wong Hoe Leng in his article as follows:

    DEBATE SPEECH ON BUDGET Land Matters

    Land ownership transcends racial boundaries. There can be no livelihood without land. Land ownership is not meaningful unless there is security in tenure.

    On 26th May 2007, Menteri Perancangan dan Pengurusan Sumber II dan Menteri Kemudahan Awam announced in Miri the New Land Policy (NLP).
    Under the NLP, the premium payable for commercial, industrial, institution, recreation and residential land ranges from 25% to 40% of its market value. It will be obvious that this rate is too burdensome to the ordinary people.

    For country agricultural land the premium is 200 per acre. For suburban agricultural land the premium is RM5,000 per acre or 25% of its market value. For urban agricultural land, the premium is RM10,000 per acre or 25% of its market value.
    The ceiling rates of premium of RM10,000.00 per acre for agriculture/town Land and RM5000 per acre for agriculture/Suburban Land is applicable to agricultural land which has been “fully utilized for agriculture”.

    I had taken the stance that because of the condition imposed, that is to say, “fully utilized for agriculture”, it would be very difficult and unfair to determine the premium, especially when there are lands which are not served with infrastructure.
    In September 2008, the Lands and Surveys Department of Sibu issued more than 200 letters to landowners approving extension to their agricultural leases for 60 years. The premium to be charged ranges from RM7,700.00 to RM497,000. A lot of landowners will have to pay between RM200,000 and RM300,000.

    I heard that one owner would have to pay over RM900,000.00 to renew the lands passed to him by his forefathers.
    The premium was so humongous that even the SUPP leaders exclaimed that they were shocked. Why didn’t they address the issue before implementing the NLP?

    What happened to the landowners in Sibu will happen to others in Sarawak. There is only one NLP.
    The Lands and Surveys department in Sibu calculated the premium without going to the ground to check the land or the state of its use.

    The newspapers were full of statements by the SUPP leaders saying that the premium should be 25% of the market value of the land or RM5,000 or RM10,000, whichever is the lower.
    The SUPP even gave a guarantee to the United Chinese Association about this rate.

    The SUPP had read the NLP wrongly. They were misleading the people.
    This phrase “whichever is Lower” did not appear in the NLP.

    In simple English, the NLP states that the ceiling RM5,000 or RM10,000 premium is applicable to those agricultural land which are “fully utilized for agriculture”.

    “Fully” means “completely”, 100%. It cannot mean “substantially”.

    The SUPP leaders in Sibu did not know how the premium was calculated and went to seek direction from the Chief Minister. That shows how little power the SUPP have on matters concerning the people.

    SUPP ADUNs and MPs also received similar letters from the Lands and Surveys. They were not the first to pay. It shows that BN leaders, including the wealthy SUPP leaders, are not in favour of the premium charged upon their land. That is why they had not led by example by rushing to pay the premium.
    The letters issued by the Lands and Surveys required the landowners to attend the Lands and Surveys to sign the Memorandum of Surrender and Alienation within 30 days and to pay the premium.

    How many of these landowners can come up with these astronomical sums?
    To calculate premium based on “full utilization” of the land is grossly unfair. For how long must the land be “fully utilized”? Can you possibly plant padi for 12 months in a year?

    Many agricultural lands are land-locked, that is, there is no access road to them. These lands may be in the 2nd, 3rd or 4th lots, or a distance from the main road. If there is no road, water and electricity supply to these lands, how would one expect the lands to be fully utilized for agriculture?

    It is the Government’s job to provide the necessary infrastructure such as access roads, water and electricity supplies to their lands. The Government cannot fault/ blame the landowners for not “fully utilizing” their land if there were no such infrastructures.

    Many landowners have relayed to me that security is so bad near their properties that their vegetables and crops had been stolen before even the time for harvest. They were not lazy but discouraged by the lack of security to work on their lands. It is simply not their fault.

    The DAP has no qualms about the Government requiring the agricultural land be developed or utilized in order to bring in income to the landowners and Government. But that must be subject to the availability of infrastructure.

    The BN or its alliance has ruled this state since 1963. For 45 years the Government has not provided the infrastructure such as access road, electricity and water to these lands. How then can you expect the landowners to utilize their land?

    Under the NLP, lands imposed under s.47 will not be renewed. These lands will revert to the Government without compensation when their terms expire.
    In certain cases, like in Bako (Kuching), lands had been imposed under s.47 for over 30 years. Some land had been under s.47 for more than a decade, like those in Bintulu and Sibu.

    How can the Government sleep on s.47 for so long? Where is the promise to review s.47 every 2 years?

    Since that is the way the BN Government’s land policy works, how can the landowners utilize and work on land-locked properties?

    Who can be so stupid as to invest in their land which has been under s.47 for over a decade and seeing no light of its being uplifted?
    It is common sense that s.47 is a clog on the land and discourages development and investment on the land.

    The Government has ventured into a lot of investments, including in the failed 1st Silicon project. Let me assure this august house that nothing is worth more investment than in “CONFIDENCE”.
    Give the people a better and more people-friendly land policy. Give the people the confidence they need.

    CONFIDENCE is a wise investment.

    Learn from Perak. What the BN Government could not do in 50 years, the Pakatan Rakyat Government did it within a few months of forming Government. New Villages will be given perpetuity land titles. The Perak Government is also giving out 8.25 acres of land to each of the Orang Asli. Land premium for charitable organizations including religious bodies in Perak will be a flat rate of RM1000.
    In August 2008, the Perak Government announced that it will adopt an open tender system in sale of state land to increase revenue and enhance transparency in administration,
    Sarawak is blessed with abundant land. We do not have to squeeze the shallow pockets of the landowners.

    Let the landowners invest money in their land and not in paying the humongous premium. This will generate income to churn the economy. Uplift the s.47 on their land. Extend their land titles automatically and unconditionally for 99 years before their terms expire. This will give the landowners more secure tenure to their land.
    Security in tenure will give the landowners CONFIDENCE in their land.
    Any Government leader who does not understand the need of the people should retire or resign from office.

    Aren’t the high premiums meant to discourage renewal of land titles and eventually get rid of most who couldn’t afford to pay (mostly Dayaks), leaving behind those who have money to pay? This seems to dilute whatever remaining power that rakyat have on their lands.
