“Where’s the Money?” Vs Instant Noodles

Today, we have the cut-&-paste. It is an easy method of writing articles. It also avoids the possibility of quoting something wrongly.

We are in the 4th month of the 2009 budget and we are also wondering “where are the billion-billion coming?” Do not forget: this is an annual budget and soon another October will come when new budget had to be tabled and approved. Unless otherwise stated the shelf life of a budget is one year.

I have included Sabah in this cut-&-paste

1. Poverty eradication

Sarawak RM420 million “Measures will continue to be taken to increase income and enhance the quality of life of Malaysians in these two states by improving basic amenities, such as electricity, water and rural roads. For this, RM580 million and RM420 million are allocated for Sabah and Sarawak, respectively.”

2. Roads

W Malaysia: RM35 billion “To further improve the efficiency of public transportation, a sum of RM35 billion will be expended during the period 2009 to 2014. This includes projects to enhance the capacity of existing rail services, build new rail tracks, increase the number of buses, as well as provide better infrastructure facilities”

Sabah: RM3 billion “The Government will intensify efforts to further develop Sabah and Sarawak. For Sabah, an allocation of RM3 billion is given for various infrastructure projects, including 266km of federal and rural roads, benefiting more than 550,000 residents. The major projects include the construction of Phase II of Jeroco-Lahad Datu road, upgrading and repair works of Jalan Sandakan to Telupid, upgrading Phase II of Jalan Ranau to Tambunan, building the Semporna-Bum-Bum Island Bridge, replacing dilapidated bridges in the interior of Sabah, implementing tourism and ecotourism projects, providing hospital and rural health facilities as well as PPR Di Sewa.

Sarawak: RM3.3 Billion “An allocation of RM3.3 billion is provided for Sarawak to implement various projects, including the construction of 230 km of federal and rural roads, benefiting more than 350,000 residents. Among the major projects are the construction of Jalan Penghubung to the Sarawak New Federal Administrative Centre, Jalan Nangga Buai to Ulu Sepak, Betong, Jalan Awat-Awat to Kuala Lawas, Jalan Tanjong Assam to Saribas, Bengoh Dam in Kuching, an integrated Waste Water Management System in Kuching, PPR Disewa, tourism and ecotourism projects, as well as hospital and rural health facilities.”

3. Stimulus Package

Additional RM1.2 billion was approved for Sabah and Sarawak under the RM60 billion package. Sabah also a little “privileged” as they had a “special” allocation of RM1.0 billion that prompted Tan Bernard asking “Where is the money?”

We should be asking the same question: Where’s the money? The Btg Ai by-election is a convenient way for this billion-billion to surface, but we did not see the name Btg Ai mentioned in the 2009 budget, Or there’s a “supplementary: budget somewhere? In any case, the announced “instant noodles” had not added up to billion-billion.

Just a thought: we have no highways, and our allocation is RM3.5 billion (if that money arrives), but W Malaysia has many super-doper highways and they have 35 billions till 2014 (RM5.00 billion each year).

Well, we are extremely patient, aren’t we? Year in, year out, new budget in, new budget out. For 46 years to be exact. For the record, “kitai maioh injin sepit” and they are quite busy handling out the “rebates” announced when Nymex crude was US140 a barrel that has tumbled to US40 a barrel now – 11 months later, the last month when this rebate is going to be cancelled). So, patient has its virtue.

Conclusion

But, in the next budget 2010 we will ask, “Where’s the money?”

    Former finance minister Tengku Razaleigh Hamzah lamented that only RM15 billion of the recently announced RM60 billion stimulus package goes directly to the people.

    Moreover, he said the RM15 billion is spread over two years instead of being fully utilised this year.

    “What RM60 billion? It is not RM60 billion, it is RM15 billion (going directly to the people) – RM10 billion this year and RM5 billion next year,” the Umno veteran leader told Malaysiakini.

    “The allocation for agencies like Khazanah (Nasional) is as much as RM29 billion. The rest are guarantees and tax exemptions, which non-tax paying people are not benefitting from anyway.

    “What about the small and medium-sized industries? What about the small man doing businesses that employ nearly – or generate jobs – for over five million people?”

    According to Razaleigh, who served as finance minister for eight years, the second stimulus plan was not nearly enough.

    Berasi enti ditambahka siti agi porflio kelimpah ari Menteri Injin sepit ianya Menteri Sengkual laban selalu muru urang.

    Udah nya berasi enti megai Menteri Ula. Aku enggai bula Manang Ula bisi kala ninga ba leka lagu lalu pengawa bemanang iya nemu meh kitai nyagam. Nama enda tanggungpengawa Menteri Ula unggal? Sapa ulih nyara??????

    Just an UPDATE

    “PUTRAJAYA, March 22 – Within a fortnight of tabling the second economic stimulus package in parliament, the government is to award this week projects valued at RM3.202 billion, Deputy Prime Minister Datuk Seri Najib Tun Razak announced today.

    Comment: Ba ia ko aku, enti deka datai, sigi bisi duit, tang lapa enda di adu ke jalai raya di Sarawak?

    Sekejap, baka kilat nital RM3.2 billion keluar dalam masa dua minggu. Ukai mimit-mimit nya.

    Di Sarawak, ke udah approved RM3.5 billion budget-kada udah bisi keluar? Rebat Injn sepit keluar semadi Sharil deka nutup scheme tu.

    Di Sabah, special fund RM1.0 billion di agih oleh Pa Lah bulan 4 taun 2008 tu suba, mina RM2 million udah di keluar (jako Devamany, timbalan menteri Wang di parlimen).

    Peda manah-manah unggal. Se-agi kitai pegai perintah diatu, nya meh orang terus nundi kitai.

    Where is the money?

    This how: Get RM50m school project. Ah, get this Mr.Wong Nang Bo Ti Nang Kui Bo Ti Kui and ask him to subcontract it. Normal AliBaba rate of 5 percent quick money upfront but ask if Mr.Wong Nang Bo Ti Nang Kui Bo Ti Kui able to put it all as cash first or not.

    If not here’s the deal for subcontractor Mr.Wong Nang Bo Ti Nang Kui Bo Ti Kui:
    5 percent or RM2.5-3m amount either cash or in-kind. In-kind may include a new big banglo, few new cars must be Merc or BMW, my kid college sponsor oversea, my wife new boutique shop, my mistress new spa shop, some new shophouse also can. So why worry as Bumi-status contractor for bank loan project finance? You got Mr.Wong Nang Bo Ti Nang Kui Bo Ti Kui to help you complete the project.

    That’s all where the money gone. Out of RM60 billion, expect at least RM 5 billion leak as extra cost on Ali Baba budget.

    RM billions of your and my money, wang rakyat, wang EPF, wang cukai, all gone into THIN AIR.

    But don’t worry as crony is your friend and OK to use rakyat money. Your money is mine as friend. LETS ROMPAK AND BANKRUPT BANK NEGARA.
