SABAH AND SARAWAK DID NOT JOIN MALAYSIA -they formed MALAYSIA with Malaya and Singapore
Malaysia was formed on Sept 16th 1963
When Sabah and Sarawak teamed up with Malaya and Singapore to form Malaysia (yes, that’s right, Sabah and Sarawak did not JOIN Malaysia) it was with certain terms and conditions attached. Some may have heard of the 20-point agreement but not many may have actually read it. I suppose the same goes for the Merdeka agreement prior to independence in August 1957 or the ‘Social Contract’ that binds the very delicate fabric of Malaysian society.
What do all these words and phrases mean?
This is probably the trouble with most Malaysians. They know certain words or phrases. They throw these words and phrases around. But not many know the concept behind these words or phrases. We have had the Look East Policy, the Buy British Last policy, Malaysia Incorporated, 1Malaysia, the New Economic Policy, Ketuanan Melayu, the ‘Social Contract’, and what not. We have all heard of them. But what do they all mean?
Is it treason?
The 20-Point Agreement is another that many Malaysians can liberally quote but very few have actually read what it says. Even the police and Peninsular Malaysia politicians do not understand it. For example, if a Sabah politician were to say that the state should pull out of Malaysia and become the Independent Republic of Sabah, the federal leaders and the police would scream treason and rush over to Kota Kinabalu to arrest that Sabah politician under the Internal Security Act.
Is there a process to pull out of Malaysia?
Is it treason? Or is it when Sabah and Sarawak teamed up with Malaya to form Malaysia it had been agreed that these two East Malaysian states could later leave the Federation of Malaysia if they find it untenable, but it must be done through a certain manner – like holding a Referendum first and successfully getting the minimum number of votes required?
No, it is not treason. It is provided for in the agreement when Sabah and Sarawak first sat down to discuss the possibility of forming a new country called Malaysia. The only thing is it must be done according to the method agreed upon. The Chief Minister can’t wake up one morning and just announce that Sabah is no longer part of Malaysia and is now an independent republic.
But will Umno allow Sabah and Sarawak to leave Malaysia even if it is legally allowed?
Would Dr Jeffrey Kitingan, again, be detained under the Internal Security Act if, again, he makes a statement saying that Sabah should leave Malaysia? The answer is ‘no’ to the first and ‘yes’ to the second. Umno will never allow Sabah and Sarawak to leave Malaysia and they will certainly detain without trial anyone who suggests so.
Why are Sabah and Sarawak so important to Malaysia?
Other than the fact they have plenty of oil and other natural resources which we can plunder?
Well, Sabah and Sarawak must at all times hold 25% of the total number of parliament seats. Currently, out of 222 parliament seats, East Malaysia has 56 – that is 31 from Sarawak and 25 from Sabah.
Sabah and Sarawak are Kingmaker’s today
For all intents and purposes, Sabah and Sarawak hold the key to federal power and are the ‘Kingmakers’. Ever wonder why Barisan Nasional politicians regard Sabah and Sarawak as the ruling coalition’s ‘fixed deposit’? They are not ashamed of this and make no apologies for it. In fact, they brazenly say so openly.
Implication from the last March 8th Election
In the last general election on 8 March 2008, the opposition – meaning DAP here – won just one parliament seat in Sabah and another in Sarawak. Barisan Nasional retained 54 seats in both states.
Nationwide, Barisan Nasional won 140 seats in total while the opposition won 82. But if we minus the 54 seats from East Malaysia, Barisan Nasional won only 86 seats against the opposition’s 80 (also if we minus the two DAP seats in Sabah and Sarawak). Now, however, since the Kuala Terengganu by-election, it is 85 Barisan Nasional versus 81 Pakatan Rakyat.
How more crucial can Sabah and Sarawak be?
Can you see how crucial Sabah and Sarawak are to Barisan Nasional? In the next general election Barisan Nasional may win less seats than Pakatan Rakyat in Peninsular Malaysia.
I would even dare bet that Pakatan Rakyat has a good chance of winning 95 seats against Barisan Nasional’s 71. This means Barisan Nasional needs to win at least 50 seats from Sabah and Sarawak to form the federal government with a minimum of 121 seats.
That would give Barisan Nasional a nine-seat margin over the 112 required to form the federal government.
When will BN need East Malaysian States more?
Nine seats is not a very large margin. But if Pakatan Rakyat increases its seats in Peninsular Malaysia from 81 to 95, then Barisan Nasional will need Sabah and Sarawak even more than before. However, Barisan Nasional will need to win at least 50 of the 56 seats in East Malaysia.
If it wins only 40 seats instead of 50, then Barisan Nasional and Pakatan Rakyat would be locked in an ‘hung parliament’ with 111 seats each.
Not very good for political stability is it?
Dayakbaru: We Dayak needed help to progress in all field. Our we hetting are fair share from the Federal government? How much is Dayak situation now contributed by “listening but non speaking MP” in Parliament?

Bakih JBA , if somehow you can get hold of the 20 and 18 points agreement signed btw Malaya and Sarawak and Sabah to form Malaysia appreciate if you can post them in your website for everybody to read and see.
As for Sarawak, one of the 18 point agreement is that ‘ if CM is a malay the Governor must be a Dayak and vice verca’ right?
Why this 20/18 pts agreement not been highlight more often, pls post it here, , most young dayak and west msia not realize or dont care about this, still treat us like second class citizen….

Sarawak’s agreement but Sabah’s is more readily available. Since I believe the agreement was prepared by the same Cobbold Commission, I doubt there is any substantive difference.
At any rate, I believe the agreement does not make provision for Sabah or Sarawak to consider leaving the Federation. I don’t know the specific law but its prudent not appear to encourage any secessionist views.
Of course,history thought us the decision to join the Federation may have been made by the leadership, in precisely the same way that many present day decisions were made : a bit of sheer stupidity, lots of greed (or the other way round).The way I read it: some of the negotiators for Sarawak independence from Malaysia had been promised massive influx of infrastructure project, which would expand the civil service to provide lucrative and highly esteemed career.
Decision was purely based on “material” consideration. The few men and a woman, who decided Sarawak fate, did not foresee the long time it will take to forge meaningful unity between peoples in the Federation.And Sarawak fate, being a permanent minority, and permanently larger in land mass, with comparatively massive resource, is always on the line – can easily be swarmed any time, even through democratic means -by the more “advanced” and populous Peninsula states.
The key promise of the agreement to bring development to Sarawak at such a pace so as to achieve parity with Peninsula state, is continuing to be the biggest lie of all(read it somewhere, not in the agreement).There never was a new deal for Sarawak, thats why the state continue to lag behind Peninsula in every sector.
Massive capital spending continue to be concentrated in major cities in Peninsula. My theory is that budget planning is always entrusted to fresh-face economist in the relevant ministry department. Whenever there is any prioritization of budget item, Sarawak item always lose out on poor return of investment, while in the Peninsula states, the return would always be better because of previous cost that had been sunk. Its cheaper to build a massive flyover in Putra Jaya, than it is to build a decent bridge in Sarawak , because of transportation cost. The cost of project in frontier country as Sarawak is more expensive than in Peninsula, and return on investment – will take longer.So there has to be other reasons , besides simle ROI indicators, as basis for Federal to spend in Sarawak.
So much has been debated about the country’s affirmative action, purportedly to try to balance the economies of bumis and non-bumis, but why the massive disparity between Sarawak and Peninsula state not being consistently addressed during the tabling of national budgets? Isn’t it not in the Federation’s security interes to develop Sarawak to be on par with the Peninsula states ? If preferential spending cannot be argued on grounds of accelerating Sarawak development toward parity, then why not let Sarawak be granted more autonomy ?
For Sarawakian, and Dayak in particular, the political gamemanship should not be limited to at state level.I believe more can be achieved by negotiating peacefully through political means, for greater autonomy. The spoils from Federal coffers do not naturally want to flow into Sarawak state coffers by simple “fact of life” in politics: majority wins.
Greater autonomy, for example on Taxation – can provide the state with greater flexibility in attracting investment and controlling inflation. Example: if the law were to allow Sarawak to decide take 50% of the corporate tax, and further to have freedom to determine the actual amount of corporate tax that will be given to the state coffers, the state legislator can choose to encourage manufacturers of heavy equipment to relocate to the state by reducing the state component of corporate tax to ZERO.Progressive tax laws, that grant greater autonomy to Sarawak, will provide much room for the state to compete with the Peninsula.Without a progressive tax law, I believe Sarawak will remain at least a 100 years behind Peninsula – indefinitely.
Another example is in the exploitation of hydropower potential, which is quite promising in the state. Why is the role of the state being made very insignificant in Bakun and in SCORE ? The state can have greater autonomy to attract downstream investment using cheap electricity but instead the proposal is to supply electricity to Peninsula.
On the civil service, the state should be allowed to set priority for residents of the state to be employed in the state goverment and agencies.The same can be said of Federal jobs in the state.
The state had been years behind the Peninsula at the birth of the Federation, so its only “fair’ and “just” to grant the state a handicap, even when interviewing candidates to become teachers. Otherwise one can’t be blame for invoking Stephen Kalong Ningkan “Sarawak for Sarawakian” when the state was deluge with civil servants from Malaya.
Imagine, if the autonomy law, were to permeate culture, and Dayak language and literature were to be allowed to be openly transmitted by RTM. And schools can be taught in any of the Dayak dialects up to Primary 6 ! To my mind: at the very least, there will be less resentment at the not too disguised attempt by RTM to promote Melayu culture and religion, and at very best, people can truly enjoy the diversed cultural life and each other.
By way of a disclaimer: I don’t promote Sarawak independence or secession from Malaysia. And it would be scary to contemplate the implication to Sarawakian:may started a localised civil war.
But autonomy in many sphere, is warranted and long overdue.
I think Sarawak autonomy is worth a good issue to vote on. It is-for me, considering the long term value to Dayak.What would PKR and/or BN think of the proposal to grant more autonomy to Sarawak? If it doesn’t get discussed in the open, it would be interesting to see if the modest proposal gets serious and honest discussion in this progressive Dayakbaru.To my mind: it may actually be the only issue that would be worth voting – on besides NCR.

On 1st hand I will like to quote USA. Where we can see very clear that Americans are implementing Political Marketing since many years in America, before elections the candidates create and develop a philosophy for their election campaign. So they are clear about what they are communicating in their dialogue. At all level their philosophy remains same, their goals, mission and objective does not change, audience to audience and place to place.
What ever they communicate for coalition parties or public, in New York or in any other state, the theme of their communication at all level remains same because they are well prepared, we can’t find any contradiction in their speeches, it builds harmony and trust in public. As a result we can see that in America normally election forecasting is done before elections by survey and pools and election result proofs those predictions.

On other hand I would like to quote an example of a developing country where political culture is not as developed yet. We can see that in Pakistan there is political instability, political leaders in Pakistan are not well aware about the importance of Political Marketing due to lack of knowledge. There is no research, no philosophy and no proper developed campaign. One leader is talking and communicating other things compare to other leader of same party, even we can notice very clearly that same leader is communicating in different way with different theme and objective on different occasions and at different territories. Its due to lack of research, lack of proper philosophy and agenda and without preparation of any centralized campaign. As a result public don’t believe their promises and other parties get advantage of their contradictions, however we can see instability, lack of trust inside party and no clear vision.
If we summarize all discussion and keep in mind both examples its clear that without research, developed philosophy and centralized political marketing and election campaign and theme it is impossible to build public trust and harmony at national level. we must give a direction to political activities to get good results for a better future.

Anyways, anyone have seen the 18-point memo anywher? Been looking for it but to no avail. I think it is imperative for Sarawakians to work together in order to get what we wish for. As Meramat Tajak said, we are not looking at seccession but rather a higher degree of autonomy as spelt out in the 18-point memorandum.
The announcement on reverting back to Malay for Science and Math subject should be for Malaya only. Sabah and Sarawak shall make their own separate call for the sake of our future generations. Anyways, in the Peninsular, these calls of reverting was made by some Malay NGO/literary person/quarters, which are not relevant in Sabah/Sarawak. This has something to do with ketuanan melayu, not that I have anything against the Malays as I am one of them.
We shall practice Ketuanan Sarawak – does not matter from which tribes you come from. This require a few great leaders and we badly need one to unite all of us.
After 46 years of joining Malaya, Sabahans speak like the way they spoke in 1960. Despite BM, they still converse in Dayak language. They still speak like Indons. Please leave and swallow your damn oil for all you care. Please dont ask the British SAS or Malaya to come in rescue once massive invasion starts from Phillipnes or Indonesia.

We are not second class citizens! The ethno-nationalist Malays and their ilks are acting like snobbish, lustful British colonialists, still prentend their race come from some faraway Paradise from the Heavens but we all know their TRUE origin have always been right across the Malaccan Strait, along with their Indon relatives, where else!
