Understanding SCORE effect on Dayak

SCORE is good on paper.

The influx of investment if it ever materialise, is great. Very good – to the middle class – thats you and me, and every Dayak who can read and post comments here, and their descendants.

I think the threat that KM, Seliong plus others and I also share is the -ve impact to the lowest rung of “indigenous” Dayak community, that probably account for the high percentage of the 600 thousand living in the area.

Human Development report

UNDP has a program called Human Development Report and I found it instructive to read a national report on Kenya, which attempt to link Industrialization with Human Development. The report can be found HERE.

Dayak real threats from SCORE

My sense of the threat arise from looking at the way in which industrialisation programme are implemented in Malaysia. There’s always the nice catch phrase of Human Capital development but its public knowledge what had happened in Bakun and Batang AI relocation and compensation programme,was quite regretable.Any thinking Dayak would say, those people could have got much better deal compared with similar programme in developed countries. In reality, many got the proverbial “raw” deal.

The fact that James Masing got (re)elected, does not make his action or lack thereof, right. Social Impact Assessment (SIA) for Bakun HEP was outsource to a German company, who I think knows nothing about Iban ways of live, and that may have explained why people had to live on a “dampak” (temporary long house) for years.

Have proper studies on SCORE impact being carried out

IMHO, what must happen, as SCORE governance team is being formed and the R&R between Federal and State in SCORE is better developed, is to have a comprehensive study done, in the same manner as those programme recommended by UNDP e.g in the Kenya National Report, that I found to be quite sensitive to the social impact.

And one of the key subject should be the investigation into the impact of changing demographics, massive movement of people into the area – who will likely have much more wealth and better educated,and to detail on the strategy to avert outright displacement of the original inhabitant.

People Relocation

Instead of displacement, what must not happen in the simple progression when the city is expanded into the interior of SCORE through private investments, that the people would be relocated and pushed further into the interior simply because they cannot afford the modern housing.

A relocation program, that simply move the location of a longhouse to another, is a crappy deal, and does not bring the promise of development that SCORE attempt to pride itself on.

Like in Selangor, the poor should be able to get at least a flat, with well-developed infrastructure for agriculture and marketing channels for selling their produce.

Pessimism

That would be the SCORE programme I would subscribe to. The pessimism express by many, is in the strong possibility, if the past is any measure, that the physical development would simply sweep aside the weakest segment of our Dayak people : because those in position of power – perhaps through ignorance or sheer incompetence, or through greed, would abdicate their responsibility by simply “urging the Dayak rakyat to be prepared and to study hard to take advantage of the opportunity that SCORE offer”. A certain Dayak minister, reputedly to have said that in a PIBG meeting in Sibu – and the stupidity of such statement, stuck in my memory !

BN Government taking unfair advantage of situation in Sarawak

When Opposition politic is still weak, the NGOs are absent, and the local Dayak leadership structure (Tuai Rumah, Penghulu, etc)are not too well-educated, and the government of the day would be bent on making SCORE a success, this can lead to a perfect storm, that on the whole – can be bad for the Dayak in the region. Lets just say that we Dayak should not be too alarmed/scared to act, but use the threat as a wake up call.

Like all SWOT, one may be able to marshall remaining S-trength to turn T-hreats into massive O-pportunity. No sign of that process (T to O) yet,I supposed – thats why we are busy posting here,after the prompt by Seliong.Its anybody guess if our leaders will have the presence of mind to initiate a public dialog – much less a scholarly studies, to affect a controlled social transformation that will benefit Dayak more. I wonder if this guy, the new RECODA CEO have the sorts of thoughts that many people have – or as a quintessential public servant, he might sing praise of SCORE in his sleep, oblivious to the ill effect it can have.Does anybody know his email ?

    Some of our State Officers said Dayak Baru just know how to complain but they not give any suggestions based on the issues. This is our problem likes our most of our politicians..Dalam hal tu,ku neutral jak..Nda nyukung mana2 pihak.Just meri pandangan sebagai pelajar politik.. tu meh problem kitai

    To Unggal Bugat:-

    Why don’t the ‘State Officers’ invite Dayak Baru to seminars,forum,conference etc. if they honestly
    want to get suggestions and recommendations from them???.They have or are in control of resources.

    Or are they ashamed or not well educated enough to carry their responsibilities, don’t they have their own ‘Think Tank’ group ?

    Don’t blame others because who know better.!!!

    Those are what the “state officers” said. But what about you? NEUTRAL!?? Cant you judge and think for yourself!? My God…..!!! Ada juak orang macam you!! People like you IS the problem…because you dont know why and what we “complain” about in Dayakbaru. If you honestly know…you will understand us,and might even spit the answers and solutions to our problems in the faces of your “state officers.”

    Well, personally I welcome any sorts of development but not untill we have to pay with our bloods and tears that results in we lost everything we own.

    “They” complaint about us here? Since when “they” care about our existence?

    “Their” “expertise” is blaming and complaining when other people is trying to make their points.

    Then “they” always say.. DEMOCRACY.. democracy “their” head lah…

    If “You” are really practicing a real democracy, then send us an invitation like PRPR say. In GOD will, we will be there.

    Bugat,
    It is nice to hear that you are still a student. It is too bad that I have to presume that you are a Political Science student who is still learning to give ideas. Hence,it is alright for you to remain neutral without any political affiliation. One day, I sincerely hope you could complete your studies and quickly learn to observe to real world beyond your student’s life. We need someone like you to give us ideas so that you could learn at the same time. At this moment now, you are forgiven!.

    Looking at your comment,one has to distinguish between the meaning of “complaint” and “suggestion”. Complaint is an act of dissatisfaction with something that is wrong which one has to suffer and face. Suggestion is the process of bringing an idea into the mind through association with other ideas.

    Therefore, you could certainly see in and around you that we need to complain about. You do not have to make a thorough study. Just look around your student life. How many are of Dayak origin?. I guess there are not many. So what is it that has caused for the absence of Dayak students in your colleges/university?.

    DB would not like to see this sort of problem to deteriorate. For us, this is considered as marginalization of our community. We try to find the root cause and provide solutions as well. DB has found a few root causes contributing towards our continued marginalization which result in dissatisfaction. DB has also put forward some suggestions to overcome our dissatisfaction. At the moment,DB movement is rather restricted as nobody would like to hear us for DB has never been invited to take part in any forum or seminar concerning the Dayak plights.

    For example, State government officers from Land & Survey has never allowed us to participate in its forum. Even, if there is any, the state officers would certainly be inviting the community leaders( Tuai Rumah/Penghulus) instead of those Dayaks knowledgeable enough in their own fields. This re-emphasizes the TrP syndrome, a term coined by PRPR. As a result, our complaint and suggestions on NCR land issues will never be solved. Our NCR land rights continue to be eroded. So where are we now?. what will happen to the landowners now and in the future?.

    Now, with the implementation of SCORE, more NCR lands will disappear from the grasps of our community. Compensation is always at market value as this is the current government policy. Is this fair to the Dayaks?. Are they ready to receive big amount of money at one time?. Will relocation and resettlement of Dayaks really give favourable impact toward the development and progress of our community?.

    In conclusion, we are never complaining without providing suggestions thereon but rather DB has no willing party to listen to us for formal and concrete discussion. That’s why DB look like to complain all the times.

    Don’t scold Bugat, he is only telling us someone said something about us here. He already said he is neutral.

    1. There are quite a fair bit of criticisms and suggestions here. Some of the suggestions are really well defined. Some are criticisms admittedly. In cyber space, we cannot control the flow of emotions. Maybe if we can self-regulate ourselves, we see less criticisms but more on suggestions.

    2. Dayak Baru offers a place which is denied by the press and the system. The only paper Sarawak readers get access to is the SUPP-leaning Borneo Post. Don’t get me wrong, there is nothing wrong with papers being aligned and the mouth piece of political parties. UMNO has utusan and nst/harian. MCA has star. Tamil nesan is MIC. So Borneo Post being SUPP and therefore BN – where can we hope for fair publications of public views?

    In fact Dayak Baru, given the licence, money and adequate staffing, can easily be the alternative newspaper –don’t you think so? We can rival Malaysiakini and Malaysian Insider!!!

    3. Talking about the “system” there are many civil servants (from every races) and from quasi bodies who know something are wrong with a whole load of things in this state. You talk to one and they would advise this: “Hey you’ll be careful. Here we cannot talk too much.” Sarawak is now quite close to the Cold War era of Stassi (Ministerium für Staatssicherheit, East Germany’s secret police).

    4. The “Stassi-level” conversations are: (i) Intellectuals cannot give “self improvement” talks to the longhouses because they are the tools of the opposition. (ii) Discussions of NCR land, especially on JVs, are being twisted by the opposition propaganda. (iii) Civil service intake cannot be discussed because it undermines the authority of the government.

    5. The situation now is: Let the leaders tell us what to do, we just listen and obey (remember the phrase: Ours is not to question why, it’s to do and die.). Readers of Dayak Baru cannot accept this and so we continue to suggest and criticise.

    6. However, to silence DB, either our Dayak YBs have their own blogs or have inclusive policies that incorporates the suggestion of DB on civil service, NCR-JV agreements, Land Matters, Corruption & nepotism, awards of state contracts – hey there’s nothing about DB, its all about the welfare of Sarawak people. I don’t see where opposition plays a hand in any of these.

    (In fact, the replacement of local teachers with W Malaysian teachers in rural areas – this is BN government policies.)

    So to your friends Bugat, are they going to talk only or are they going to help us?

    Bugat,

    In addition to what been rendered by Cigu Iban. If you not aware, let me just tell you there are about 40,000 Dayaks (mostly Iban) in residing Johore mostly in Pasir Gudang area who have to turn to an Indian guy PPP- G. Palanivel to champion their cause (hopefully this guy is sincere wth. Those Dayaks). One might asked to why those Ibans left their hometowns and chose to stay at the “foreign” land whereby their own land is so wealthy. It’s like saying why Bruneian seek employment in Miri whereby their own land is so wealthy and presumely having a lot more opportunities.

    The explanation is very simple, think about this: 2000 teachers been send over to Sarawak whilst in the same time there are a lots of unemployment local graduates esp. dayaks seeking employment (someone pls. help provide statistics). Do you see the clearer pictures now and understand it well? With regards to NCR land issues, do you ever wondering why participants of FELDA in west. Malaysia enjoying a relatively better life (mostly millionaire) as compared to Dayaks who joined the similarly land development scheme by SALCRA in Sarawak? In certain cases there are made event poorer after joined the scheme. Why? They been manipulated, systematically robbed off their land, discriminated and marginalized. WE hope that the next time you meet the “gov. officials” you know what to tell them. Good luck to you and may you one day aspire to become a true Dayak hero. God bless.:)

    I am extremely sad over this. Again and again someone mentioned about the 30,000 Ibans in Johore and the 40,000 Dayaks there. There are approximately 60,000 Ibans alone in W Malaysia. Even the Indonesian workers asked me about them – they seemed to do the jobs that Indonesians avoided.

    I even created a satire James anak Sigat to represent these brothers of mine.

    People like Changop4540, please highlight this to your Datuk Seri and Datuk Petinggi.

    The SCORE needs 1.2 Million workers/labourers as informed by sources.

    If this is the case, by looking at this perspective (exclude mega farming industries), the effect may be these:

    1. 1.2 x 3 (Wife/husband + at least a child per family) if they are all outsiders equal to 3.6 Million. Assume they are all “outsiders” (Not Dayaks Malaysian) – knowing BN operation, anything can be done for their favour (Malaysia boleh!)

    2. Sarawak population currently are abour 2.5 million (including Malays, Dayaks, Chineses and Others)

    3. Within 10 to 30 years ahead if BN still rule the state of Sarawak, – Dayaks will be MINORITY!!!

    Sabah had experience it under BN!

    Further more, it is estimated that 60,000 Dayaks already work or may permanently reside in Peninsula Malaysia.

    Therefore SCORE must stop.

    Vote for Change We Must! NOW IS THE TIME.

    Dear Cikgu Iban,

    PERPETUIY ISSUE

    I still have a photgraph (in Borneo Post)of our chief minister visiting my/our longhouse during a campaign in 1987. During that visit he spoke about bringing in multinational planters to our area. Now the planters are there.

    Since that visit / and speech by CM, I began to take interest / to know about NEW CONCEPT ON DEVELOPING NRCL and about NRCL itself.

    I found more people rejecting (the land owners) it, but it was/is a big fortune for those people who dont own the land. And..the way you put your comment up there on NCRL, you must have some resarch on it – like me.

    Do you mind to share your findings on the following with the rest in this blog/to the world ?: Of course I will expose mine later, only if you people dont mind.

    *What is the meaning of NCRL
    *How it come about (NCRL)
    *How to own it forever (term perpetuity)
    (Who/Which of the one be forever (the owner or the land)
    *Who can own it
    *How much/many acres you think we/you have of it
    *Since “N” is the first letter, does this emphasize
    that you have to be TOTALLY NATIVED
    *What reaction you have seen from people of Non Native
    *How those planter went in into your “NCRL” even though they never have been NATIVED
    *Is there any NCRL in other part of the world, beside Israel (on and off basis, but now…)

    See, cikgu Iban, my finding thru aa , I called TWUBSI, have found out I have NONE. I also dont match the criteria to inherit the NCRL from my parent. You now, I am a person who shout to the world “I AM A COOK” but cannot enter the KITCHEN. And now my brothers sisters are packing out from the kitchen too. They cannot cook.

    BTW, TWUBSI is stand for : THE WAY UNCLE BEN SEE IT. Make this become our future reference on this topic ok>

    I also still have a photo of an Iban ADUN YB from then SNAP, now a senior state minister from SPDP, visiting our longhouse in 1994. I keep it nicely in my photo album as I know that this particular YB would certainly be telling bulls**t to my families and relatives.

    The paper headline said” … The road funded by the Federal govt in linking longhouse and other longhouses nearby with the main road (Borneo highway)is NEARING COMPLETION….”

    True enough as till this very day, the road was nowhere to be seen!. We have to make use of MRP road courtesy of our local council.

    But b 4 we go further, Cikgu, if you dont mind if I say, Pleaseee, stop cursing our YB’s or whoever. We are going no where with such foul language. People now a days are looking for good ideas, constructive comment etc. And the people who would surf this blog are our sons, daughters, son inlaws, my brothers, sisters, inlaws and MY WIFE.     Uncle Ben,

    Allow me to let myself in on your ‘discussions’ with Cikgu Iban on NCRLand development.

    I am all for land development,NCRL or others,because thats about the only resource Sarawak and the Dayaks have in relative abundance.

    By developing our RESOURCE(land)we get WEALTH. And from our wealth we are able to IMPROVE our lives and to DEVELOP Sarawak into a PROGRESSIVE state.

    Below are some Dayak NCRLand-owners opinions and suggestions i gathered during my recent visit to my kampong. Generally,they wont object to government/companies developing their land if:

    (1)prior to that the government survey and issue titles to their land.

    (2)they are provided THEIR economic and legal panels to’check on’ the company’s managment,and to study the terms,conditions and agreements between the ‘company’and them.

    (3) in the event the company’s venture fails,the land is reverted back to the legal owners, free from any legal encumberances.

    (4) the venture is wholly the company’s and not a joint-venture involving them.

    (5) as such,the land be considered as only ‘rented-out’ to the company on an agreed period and rate.

    (6) employment priority in the project be given to the land-owners and families involved.
