   Equalizer,

   Be it PR or BN, I believe that the Peninsular MPs will NOT:

   A) Increase the Royalty on account that the Oil and Gas comes from Sarawak, and all of a sudden felt guilty at having develop the Peninsula to where it is now, ever since 1963.

   B) Increase the Royalty to secure less than 10 Parlimentary seats, to form the Federal government.It definitely cost much less than the mooted royalty increase, for either PR or BN, to get (or retain) the Parlimentary majority from Sarawak.

   Believe me, this is not a taunt. It hurts to have to state the obvious.

   The Timorese paid for their Independence from Indonesia with their lives. And now, they are poise to develop their gas reservoirs with Australia. They could be as rich as Brunei and Singapore, in the next few years to come.

   Going over whatifs and could-haves is a taunt, isn’t it ? If there’s any comfort in intellectual misery, the Javanese control the Achehnese oil wealth – and depress the Sumatran region, in just about the same way. And of course, there is the Niger Delta …

   Ah yes, haven’t you heard about the damned DAMS, to be built in excess of what Sarawak need, to power the Peninsula ? What royalty might the state deserve and get from such massive and perpetual export of enery ? The usual lofty goals for job opportunity, business opportunity … doesn’t sound too attractive anymore, doesn’t it ?

   Sarawak will get, what the Peninsular will choose to give. And I think, thats how its going to be for the foreseeable future. As for the PR promise – I’ll be convince of the intention, if all the PR MPs would sign a public agreement to revoke/quash the 1974 Petrolieum Act, and draft a replacement Act, before the General Election – with the plan to push for the new act as a top priority Legislative agenda. Even though it would be still tough to get 2/3 majority, the public signal of intention, is better than nothing, to sooth the excruciating sense of injustice, if nothing else.

   Masalah dengan Sarawak ialah tentang royalti petroleum yang mana Sarawak mendakwa hampir-hampir 100 peratus royalti. Begitu juga negeri Sabah. Alasan mereka menuntut sepenuh royalti itu ialah kerana mereka berkata bahawa sebelum mereka masuk Malaysia pada tahun 1963 mereka sudah ada dasar laut bersendirian yang diisytiharkan oleh Kerajaan Kolonial British.

   This is indeed an interesting post to be talk about. Being given 5% of royalty from our oil output is a very embrassing for us. It is a direct insult from the Peninsular towards our people.
   Something must be done to stop the insult and the way we should do it is by, change the figure of 5%. But how? Think of how….

   Dear friends,

   MPs from Semananjong may not agree whether they are from BN or PR on increasing the oil royalty. That may be true.

   But what about the MPs from Sabah and Sarawak, do they agree or not to have the royalty increased? If yes, would they put on their thinking caps and ‘persuade’ their Semananjong friends to agree, through smart bargaining. Sabah and Sarawak MPs may find strength in themselves when they are binded together. Then, they will realise they too have strength and power.

   No Sir, my bet is not on the MPs. No, not them.

   My bet is on the PM and DPM. They will agree, if they see the rationals why they must change the old-age agreement on oil and gas between the Federal government and Sabah and Sarawak.

   It is easier for Sabah and Sarawak MPs to convince two smart and intelligent persons than the many MPs from Semananjong. I have great confidence the PM and DPM will listen and listen good.

   If I am not mistaken, Datuk Ambiga Sreenevasan once said all agreements can be reviewed and changed, even Merdeka Social Contract, depending on the situation and conditions of the time. Most Malaysian lawyers may also agree even the Federal Constitution can be changed. Remember, in Malaysia, we can. Malaysia boleh. Now 1Malaysia.

   Be smart to ask for more. If you cannot get in cash, get in kind. If you cannot get free cash, get free loans. What we want is more infra-structures, roads, bridges, airports, universities, colleges, schools and hospitals. Sometimes, Petronas does not want to lose face in giving more than the signed agreement, ask her to invest in more universities and specialist hospital in Sarawak and so on. Let her own and manage the universities and hospitals, if she wants to. That to me is fine, as long as we get more than the present 5% royalty.

   We can talk and talk but if our MPs are not taking the bull by the horns, we may end up trampled by the bull.

   People, tell your MPs what you want. Tell them loud and clear.

   Yes, our MPs can. Yes, Sarawak can. Yes, we will get more than 5%.

   God give more OIL and GAS to Sarawak.

   MPs give us more, especially more money for roads in the rural and interior areas and highlands of Sarawak.

   DIJ, please do something great, beyond our dreams.

   This shall not the issue here. 5% or 95% royalty will not make any difference. The transaction is between Gomen to Gomen. Federal can give Sarawak more if they see Sarawak really need more. How much is 5% and how is the payment made and nobody know. They are still BN and they treat each other equally. Because of 5% more being paid all this while that was why you can see the drastic change of Miri oil town in the early 80s and now become a city.
   You should be thankful of being given 5% of nothing you know about. Until the discovery of technology that tell you 10,000 ft below the ground is some precious minerals and everybody start to say they should have share because it is right under their feet.

   Dear friends,

   Besides the MPs, we have three Federal Ministers from Sarawak.

   What do they say, ‘is 5% enough’?

   Reporters, ask them what are their views.

   People, ask them when they visit Sarawak, especially the constituents where the three VIPs come from.

   People, ask them to voice out for you, if you want more, ask them, ask them, ask them. I am sure they will do it for you as they represent you.

   Ask especially DIJ for more roads in the highlands, so that when there is flood or heavy haze, there will be enough food, rice and cooking oil in the highlands.

   Ask especially DPC for a university in the highlands, so that the under-priviledged highlanders can go to universities without having to leave the highlands.

   The highlands university will be an ideal place to study and to conduct research. Think HIGH and not think LOW, all the times. Be fair to the highlanders. Who knows, together with the low-landers, the university may produce world first-class scientists.

   DPC, do your part. Do your best, before you retire.

   High-landers, speak up and get your roads, bridges, hospital & clinics and your university. Speak up for the Penans too, highlanders.

   Sarawak Federal Ministers, do your best, please.

   For Trengganu, the Petroleum Development Act 1974 was even interpreted by Petronas and the Federal Government as not, a Royalty Payment but a donation (wang ehsan).I think the same can happen to Sarawak if it were to be ruled by Opposition.

   To increase royalty by just 1% would be a major victory.The billion dollar question is indeed how to get it.Looking at the numbers, the internal political infighting among Sarawakian seems pale by comparison.

   I had to ROFL at your suggestion that the PM and DPM would listen if Sarawak were to request for more than 5% royalty, or something in kind !

   Can we get the 5% rate increased? If we think we can’t, why bother to discuss farther. Case closed.

    5% royalti minyak cukup bagi sarawak.Makin banyak tambah royalti % siapa yang pakai banyak wang itu?Tentulah mereka-mereka yang berkuasa/landik yang dapat banyak.Duit itu simpan atas meja,siapa pintar pulas/mulas merekalah yang dapat.Baik lagi wang itu direct dari Kerajaan Persekutuan supaya dapat disalur secara direct kepada rakyat.Boleh naik royalti tapi bagilah wang itu dibagi sama rata kepada semua orang berumur 18 tahun keatas nasuk akaun ASB ke?

    i dont mean that if dayak vote PKr mean that we can get more than 5%

    Are you happy with 5% share from Petronas?

    Basic economic theory tells us that human wants is unlimited. Meaning after being given 5% we are bound to ask or want more.Our wants will only be satisfied after the oil well dried up coz by then we are forced to be happy, even if given 1%. For the moment the question of happy or not depend on how BN gomen (Petronas owner)rewards it members and supporters!!!!!!!!.

    Its more than not satisfied. I will be incensed with anger if I think about it. Petroleum Development Act 1974 was just as bad – for Sarawak, as the series of amendments to the State Land code was bad – for Dayak.

    The 5% royalty came from the Petroleum Development Act. It was an act of Parliment to enact it nation-wide; and so it will require 2/3 parlimentary majority to revoke, or make amendment to it. But because 40% of Federal revenue comes from petroleum,it will be impossible for the Federal government to continue to function, if the Sarawak state royalty is increased from 5%.Note that 5% is not as small as it sound: every 1% increase can easily amount to RM 100s million – depending on the oil price.

    Management of oil wealth differs from nation to nation. In some other countries, the state/region owns a larger portion of the mining rights. So in Texas in the USA, and Alberta in Canada, the state/regional government, would be flushed with cash.And so Texas, due to its oil wealth, is among the richest state in USA.

    In Malaysia, not only Sarawak did not get its promised rapid development that will allow the state to catch up with Peninsula, its primary source of income was effectively surrendered to the Federal government in 1974. While the Malaysia agreement had made reference to oil and gas rights, to be owned and managed by the Federal government (and timber would be managed by the state), Sarawak had managed the oil business for itself since 1910 until 1974.In spite of the energy crisis in the 1970s, or precisely because of it, the State government could have secure the necessary loans that would be require to expand the operation from land-based to offshore, without surrendering the rights to the Federal governement via the 1974 act.

    Now, if you then look at what this mean to rural Dayak – you will see that with the passing of time, the Dayaks are screwed. In my brief account of the history, it would go like this:

    1. Dayak (forget the rest of the minorities) join the Federation of Malaysia in order to be provided with money to expand the civil service, and to some extent, protect itself from the clutch of Indonesia or Philipines.The founding fathers must have also been promised that Kuching will be bathed in the city lights of KL. But of course we now know, as recently as in the recent unveiling of the Federal Budget, there is no priority development money for Sarawak. It got the crumbs,just like in previous years. While Iskandar got the T-bone steak, even Khairy’s SCORE got a few allocation for access road.

    2. At the height of the energy crise in the 1970s, the Federal Government suddenly see vast potential (or I should say, the Peninsula guys – including the Tunku must have already smell the cash emanating from the oil fields in the east) to seize on the oil and gas business in Sabah and Sarawak.The unwritten history would certainly invoke the Malaysian agreement, while the written history would picture the Federal government as Santa Claus – offering its massive resource to assist the state, to take the industry to greater heights.The only greater heights one see now, as a KL visitor from Sarawak, is the Twin Tower.
    To this day, the Sarawakian involvement in oil and gas business is limited to the 5% annual royalty,employment of many Sarakian in offshore rigs and barges (which many other Malaysians shy from anyway), supply of low-tech equipment and services. Meanwhile the Peninsular must have more than 10 oil and gas-related company by now, including Genting, Talisman, Sime Energy, SapuraCrest etc etc.

    3. In the late 80s, the amendments to the State Land code started in earnest, in just about the time when some of the Timber businesses are transitioning into oil palm plantations, or into planted forest – after timber blocks have been logged to the tertiary, lallang – kusi stage. The amendments squeeze out Dayak rights to their NCR land.The timber industry begets the oil palm plantatio, which begets the many incidence of trickery that was played on the Dayak, to rob them of their NCR land heritage.

    4.After the virgin Sarawak (Dayak Land) had been surrendered for plundering, the oil wealth was snatched, the timber was logged to become lallang land, the state initiate “LCDA”; then there is now the big flood. No, not global warming but the flooding of the interior Sarawak for the damned dams – again, primarily to power energy-starve Peninsula.If memory serves me right, the whole SCORE thingy was mooted by Khairy’s team, when Pak Lah was the Prime Minister.So,it would stand to reason- if it does not benefit Peninsula (through cheap export of energy), I doubt there will be much Federal budget allocation for it. Khairy is hardly known for his eagerness to see Sarawak prosper (perhaps the same can be said of the present Federal leadership as well !).

    Note how the 4 events were key strategic mistakes that worsen the Dayak condition. It should not escape our observation, that – in each of the 4 events – the Dayak leadership would play ever diminishing role in shaping the outcome of the event for the Dayak populace. What would have happened to this DayakLand, if its history was different, and the 4 events had not taken place ? I think its too late to rewind history.The only thing one can hope from future Dayak generation is to learn of the truths of their “less than glorified social status” from history, and to continue to try to influence incoming events in their favor.

    5% royalty is certainly not enough. But even if we are given more we still don’t know how the money is spent, and who is in control of the money. I am not aware of whether this subject has ever been delibrated in our DUN.

Pandakka cherita, buyu nya aku bunuh laban nundaka ati keladi ati ari aku. Buyu nya suba mali nyadi jelu rasong ba kaki tangga.     Dear friends,

    Are we done with talking and decide what to do? I say there must be an ending to discussion and we can’t satisfy everyone to go on discussing until the cow comes home. She never will do.

    I suggest the following courses of action:

    a. To request reporters from all newspaper companies to ask all our Sarawak MPs on their stand whether they are happy with the 5%. If they are not happy, they must form an all MPs grouping and develop a plan and smart strategy to persuade the Prime Minister and Deputy Prime Minister to increase the 5% to 45% or give in kind or develop through Petronas dollars infra-structures and universities/hospitals in Sarawak, especially, at the Highlands.

    b. To request our three Federal Ministers and the Deputy Ministers to make their stand on whether they are happy or not with the 5% share. Would they chose one leader among three Ministers to lead the Sarawak MPs and ask for more.

    Would Dr. John write to the three Ministers, Deputy Ministers and MPs, copy to all newspaper companies the requests of the above.

    Sebagai insan yang rasional dan waras pemikirannya sudah tidak dapat dipertikaikan lagi apa jawapan kepada soalan:

    Are you happy with 5% share from Petronas?

    Dalam dunia ini tiada manusia yang akan puas. Ahli ekonomi terkenal Adam Smith telah merungkai teori kepuasan manusia dengan terperinci. Seperti juga Abraham Maslow dengan carta tingkat piramid mulai dengan Basic Need hinggalah kepada Self Actualization.

    Natijahnya apa yang diwar-warkan oleh PR mengenai pemberian royalti minyak kepada Sarawak sebanyak 20% sekiranya mereka mengambil Tampok pemerintahan hendaklah dipandang dari dimensi yang luas dan pelbagai sudut.

    Angka 20% mungkin nampak tinggi ketika masa dan saat genting. Sebagai manusia normal naluri kita pasti BANGGA dan menerima pemberian 2o% dengan gembira.

    Persoalannya adakah 20% itu mencukupi untuk pembangunan bumi Sarawak yang luas dan tercinta setelah sekian lama DIPERKOSA oleh pihak yang jahil dan rakus?

    Rasionalnya apa yang diperlukan oleh rakyat Sarawak kepada mana-mana pihak pemerintah baiknya PR atau BN daripada PETRONAS adalah Pembahagian Saksama Hasil Bumi Bertuah Ini kepada rakyat jatinya. Ianya wajar disebut sebagai Wang Kurniaan Hasil Negeri(WKHN) daripada disebut royalti atau jika royalti ianya sesuatu wang yang dibayar kepada empunya dalam bentuk PATENT!

    Berapa peratuskah yang cukup?

    Pada dasarnya WKHN ini tidak boleh kurang daripada 51% mestilah dibayar kepada tempat negeri minyak bumi bertuah ini. Logiknya perkara ini adalah berdasarkan perkiraan semulajadi seperti juga Syarikat Sdn. Bhd., Syarikat Awam yang tuanpunyanya syer mestilah 51% untuk menguasai syarikat dari segi dasar, polisi, matalamat, kepentingan pemegang syer dan sebagainya.

    Melalui stategi ini adalah diharapkan rakyat Sarawak akan menikmati limpah kurnia bumi tercinta. Apa tidaknya dengan bayaran tahunan dari PETRONAS kepada Sarawak wang WKHN sebanyak 51% pelbagai infrasturtur, ekonomi,SMI, PPRT, Kebajikan Sosial, Keselamatan Sosial, Peluang Pekerjaan dan sebagainya dapat diwujudkan dan dilaksanakan dengan efisyen dan setaraf dengan negeri-negeri maju seperti Pulau Pinang, Selangor,Johor dan sebagainya.

    Perkara jalanraya yang menghantui penduduk-penduduk Song,Kapit, Belaga selama beberapa dekad yang lalu akan tinggal sebagai sejarah dengan terlaksana dan adanya wang WKHN ini.

    Alkisah diberitakan maka telah sampainya dan wajarlah rakyat Sarawak bingkas bangun sekarang dengan membawa OBOR semangat Angin Perubahan Baru Yang Bertiup Kencang, bangun daripada HIKAYAT Tidur Yang Lena Dibuai Alunan Musik pihak ?

    Manah amat cherita nuannya manang empangau. Nyau ninok tudah aku macha cherita antu buyu nya tadi. Pelaba aku nuan tu bisi bakat nulis cherita Iban. Lagi bala siga chantung nya meh ke untong bulih projek besai kekayak mai tuku duit ngagai bank. Kitai Dayak tu ka ngereja kontrak ke besai ukai bisi puku. Enti sida bakih ajip ka meri “wang ehsan” aja tau meh, tang bagi bela ngagai semua rakyat awakka sama ampit magang. Ulih ga masuk ka wang ehsan nya dalam saham neh. Enti bisi laloh, kena melanja sida bala indai belus mimit. Jangka aku semua orang gaga laban bela ampit. Semua orang pan rindu meh lalu nyukong perintah.

    Under Taib’s Management, he always complains about not getting enough money from the feds. Saying that if he gets a bunch of money, Sarawak will be more develop than what we see now. He also voiced to the feds about the Sarawak needs for those money to be in pace with peninsular state of development. However, his voice is without a sound. Meaning that, he is mute when facing with the feds as it is because those feds who feed him and in return he will fulfill the feds demand. This is what a so called corrupt integration between Taib’s management and the feds. But the suffering parties is always the Sarawakian and in particular the DAYAK’s. We dayak are being put into ashamed, humiliate, insulted from their homogeneous integration. Which such integration will continually hurting us DAYAK and put us in pain for the rest of our live. One of those pains is in awarding us with just 5% of oil royalty, where we own the oil reserved. Our bad luck begins since 1974, when the Petroleum Development Act was put into power by the feds with agreement from the state. This act has stolen for what we have own since the discovery of oil reserved in our land and sea. Without such act, there will be no Petronas Twin Tower, there will be no Putrajaya, and there will be no this and that at Peninsular. The impact of the act is tremendous, with so much money being pump out from our state and sucks by the feds in peninsular. Still they dared to say 1MALAYSIA concept. We are poor while they are rich. Is this is a truly 1MALAYSIA or 1Malaysia is meaning only for 1 malay as singular dominance race in Malaysia. This is doubt which Najib Razak always denied publically.
    Forget about the economic theories and put this thing into a reality, 5% out of 20billion is really a big sum and lots of thing can happen with such devastating amount of money. Still question will be remain and unanswered question, where they hell is the money is going to? We always wish that we get 100% of 20billion of income but even if we did get 20billion annually. Should we improve further or are we still lagging behind those in peninsular. Can we really trust our state politicians for those amount and used those money for the benefit of the people, for the benefit of DAYAK. For what is sure, with increasing percentage of oil royalty in current Sarawak government Administration will further increase personal wealth of YB’s and their leaders. They will be more capable of buying island, personal jet, and mansion, own hundreds of wives and mistress, more and more local artist will attracted to our YB’s. Therefore the question is already answered, we are not happy at all.

    Ba menua Kapit tu suah amat ga urang ba menua nya dikachau buyu, dikachau antu. Ditu aku ka ngenang antu ke ka amat ngachau urang ba siti rumah panjai ke betuaika TR Sudu ke enda jauh ari pasar Kapit. Rumah panjai tu betul dedinggir ba tebing Wong Bagus ke beberita deras besai umbak ba menua tu. Nyadi antu ke ngachau nya ukai antu buyu tang tak kah antu KokKi (Kok Puki atau antu indu dikumbai antu Kok Pehir) ke selalu ngekokki ba sebelah tengah laman, ujung bilik. Sida ke indu endang enda berani nurun ke tengah laman nengkani manok, babi nyau tumbuh rambol hari enti enda disempulang sida ke lelaki laban antu nya selalu ayan maya nya. Kekadang kadang antu nya enda milih, tak sebarang urang dikachau, enda milihka nya sida aki tuai lelaki. Nama nya ka nyeput telu ke udah keriot kini? Nyepi rayat diri ke selalu kena kachau antu KokKi, TR Sudu alu mai sida serumah baum deka belian bebunuh antu.     Dear friends,

    I hope to be focus on the topic at hand, ie on the 5% rate of the royalty paid or given or treated as a gift to Sarawak. Is it enough? If it is, topic closed. There is no need to give reasons or debate over it.

    If it is not enough, how much are we asking?

    What are the rationals we can give to convince the PM and DPM, we deserve the rate we are asking for.

    Let me start. We should ask for 45% oil loyalty for the following reasons:

    a. The oil production by Petronas in Sarawak has been for over 30 years and Petronas and the Federal Government have made tons of money out of it. Here we may need Datuk IJ to work it out, roughly how much.

    b. The 5% for Sarawak is inadequate to develop the state as quickly as in Semananjung. We have been left behind by Semananjung very much. There is no way we can catch up, unless the oil money is redirected to Sarawak to hasten the tempo of development, in particular in building more infra-structures and universities.

    c. Petronas and its staff have gained much from the oil from Sarawak, enabling Petronas to expand to other parts of Malaysia and other countries including Sudan. Petronas is now a strong oil giant in the world and does not need the money from sarawak as much as before. It is also time Petronas use the revenues from other sources, Terengganu and other countries to farther expand its operations.

    d. In any normal agreement that is fair, the share should be flexible as time and years pass. Every five years, Sarawak’s share should have been increased. By now it is over 30 years, the Sarawak should have been given 45% or even more.

    d. The oil reserve in Sarawak is depleting fast. In 15 to 20 years the oil wells might run dry. For the remaining years, Sarawak must get more.

    Dear friends, please continue to find the rationals for Sarawak to put up its case.

    The three Federal Ministers and Deputy Ministers and MPs from SARAWAK must declare their stand, stand firm and form a team to present Sarawak’s case.

    Actions are what count. Please urge your MP to “Come On” and fight for you, your children and your children’s children.

    Dear DB,

    To demand for a higher % of petroleum royalty needs a great pressure at both the Federal and State levels from political aspect. It involves the changes in terms of policy & approach which may lead to changes in Fed Constitution concerning the royalty. Putting more and more pressure to the Fed Gov about the matter is one of the options that should be adopted by the state gov.
