MACC exposes abuse, flaw in spending of allocations for certain projects in Sarawak

Personally I am not at all surprise by the MACC report. The report only served to confirm my observation. It is easy to make observation on malpractices and corruption in Sarawak. Just listen to how this “boastful” YB talked and their close supporters, you can hear their discussion on what to do in order to make quick money from government project allocation.
You can read the same in this blog by those BN supporters – who clearly said that if you want to earn quick money then you MUST join and support BN. Dayakbaru has rebuffed such idea as being irresponsible and wrong in the eye of the law.
The challenge a writer made was: there is no complaint received by Federal on Sarawak wrong doing. Some even say it is difficult to prove corruption and some even dare Dayajbaru to make a report to MACC if they have evidence of wrong doing.
Now we have MACC who made the disclosure of wrong doing. The next question is What is the MACC going to do about it? I hope that they do not come out with flimsy excuses on why they cannot pursue the case.
It is a common observation by Dayakbaru that BN YBs are only enriching themselves and does very little work to improve the Dayak lot.
I hope to see MACC take positive action against this wrong doing – and not talk only when power and authority is already given.
Some politician highlighted the Auditor General report that Sarawak Financial position is positive in the last 7 years. We must understand that Financial Standing and Wrong doing are not the same thing. This highlight of strong financial is only to confuse the rakyat from accusation wrong doing.
Change WE Must.
60% of funding are diverted
The Malaysian Anti-Corruption Commission (MACC) Sarawak has uncovered government projects in the state where up to 60 per cent of their funding were diverted elsewhere.
This startling finding was revealed by MACC deputy chief commissioner (prevention) Datuk Zakaria Jaffar here yesterday, but he did not divulge the extent of such abuses.

“Based on the investigations the Sarawak MACC carried out on specific and real cases (projects), only about 40 per cent of the allocations were spent while the remaining 60 per cent is ‘bocor’ (leaked out),” he said.He said this at a press conference after closing a corruption prevention seminar at a hotel here.

State MACC director Samsiah Abu Bakar and Chief Minister’s Department Human Resource Management Unit principal assistant director Malcolm Yong were among those present. According to Zakaria, the investigations were carried out on some completed projects between 2002 and last year.
Project poorly completed and that has not even took off are paid
Without disclosing where the projects were and the number of projects investigated, he said they included roads, low-cost houses and mosques. Zakaria pointed out that while some projects were poorly completed, there were others that never took-off although payment was made.
Many Fake Claim in Sarawak
“When we talk about development projects in the state, there are many cases of fake claims, whether it involves the officers or the contractors,” Zakaria pointed out.
He also told reporters that there were instances whereby contractors got allocations from members of parliament (MPs) and assemblymen for the same projects.
He explained that a project might cost about RM15,000, but the contractor would bid for that amount from both the MP and the assemblyman, thus the contractor would earn 100 per cent profit.He said the MACC from next year would conduct a seminar for contractors and also MPs and assemblymen.
More seminars for corrupt politicans and government administrators
He suggested that the Sarawak MACC hold such seminars with the state elected representatives, both MPs and assemblymen next year, on allocation for development projects.Zakaria also urged the public to help MACC fight corruption, adding that the commission could not fight graft all alone.
Education to fight graft
He said MACC would embark on education to inform the public the importance of their role to help fight graft.Samsiah, when asked at the press conference whether the state MACC was also investigating ‘high profile’ cases, replied: “Just wait.”She also said the seminar with the elected representatives from the state would be held from next year.
There is a difference between corruption and State financial Health
Yong, meanwhile, pointed out that the state had received a clean bill of financial health from the auditor-general for seven consecutive years. He said even though there were projects that did not meet the specifications and criteria, the overall picture of the state development projects, both federal and state projects, were completed satisfactorily.

What MACC revealed is nothing new. There is no corruption for big fish only small ikan bilis get the rot.
Orang yang korup tidak takut dan tidak percaya kepada ujudnya Tuhan.To them God is non existent or else they don’t do korup things.
Bullshit???MCC works extra hard get the big fish.
Perhaps the MACC can be entrusted to handle the project funds directly and let the Residence/DO and other agencies monitor them how good they are.
Leave no stone unturned, prove your consistency by your action to dismiss the accusations by the public of double standards and that that the MACC was in favour of the government.
Just to reveal to the public the abuses of government projects in the state is not enough without arrest and prosecute the culprits, be it a minister, a government servant or a contractor.
The claims by the MACC that some projects were poorly completed, there were others that never took off although payment was made and there were many cases of false claims, whether it involves the officers or the contractors, are the basis for MACC to act impartially without fear or favour and to apprehend and prosecute criminals.
The MACC linked the number of projects investigated in the state including roads, low-cost houses and mosques. As such, the state ministers and assistant ministers who are responsible in the above portfolios should be investigated and prosecuted if there are sufficient evidence against them. Of course, we should adhere to the age-old tenet that any indicted person is innocent until proven guilty.
It is indeed abused of power when Federal allocation meant for the development of particulars areas channeled to other places, what more to say if someone who approved the alleged abused projects had some pecuniary interest in the sense that he was going to benefit from the projects.
Secondly,if the federal allocation meant for infrastructure development to certain constituency, then it went diverted elswhere, it is tantamount to cheat the voters and bully the elected representative concerned. What a shame!
To me, the alleged abuses of government projects as related by the MACC are within the scope of MACC to investigate. Why they must be pushed to the police to handle as suggested by Tan Sri Jabu? What is the rationale?
I am sure the public hope for MACC to carry out its duties in a professional manner, without fear or favour. As it is a common talk that individuals categorized as ” ikan bilis ” have been apprehended, on the other hand, cases involving high-profile individuals seem to as elusive as ever to pin down.
Anyway, the public will be watching the outcome most keenly.

War against corruption is one of the hardest wars to engage in. The MACC and the people must put their heads and hearts to it. Like a miliatry warfare, there are certain essentials that must be met to make the warfare credible and the fight successful.
Let’s put our heads together and see what we can do. Allow me to start the ball rolling.
The following are my views:
1. MACC is the organisation established to fight the war against corruption. It is MACC’s bread and butter and they know best how to fight corruption. People should work with it and cooperate the best the people can to end or reduce corruption in Sarawak. The aim is to catch all fish – the corrupted fish – big or small, the bigger the better.
2. MACC must tell the people what it needs from the people’s cooperation, support and assistance for it to be more effective. This the MACC should comminicate to the public through the newspapers and other available media.
3. MACC should encourage the people to form anti-corruption NGOs to help it fight against corruption. It can ask, for example, the Sarawak Advocates Association to kick-start a NGO as a crusader against corruption. There are so many lawyers in Kuching and Sarawak, surely, one of them would take on the challenge.
4. The local civil service or the ex-civil service association could also be approached by MACC to form another NGO in anti-corruption activities.
5. There should be a strong anti-corruption campaign every year for a period of two months launched by MACC in collaboration with the NGOs and industrial & commercial associations. The simple theme is, “Corruption doesn’t Pay”, “Corruption is the Deadiest Sin”, “Corruption is the Greatest Evil”, “Corruption is the Greatest State Enemy”, “Corruption destroy your Future”, “Destroy Corruption, before It Destroys You”.
6. Punish the corrupted severely. Once caught, charged and found guilty, they must be severely punished. All monies taken must be returned or repaid, like bank-loans. Properties be seized to pay back the monies taken or swindled. There is no write-off.
7. Reward the non-corrupt, especially the civil servants who work and earn their honest salaries. Their promotions and increments of salary and scholarships or loans for their children education in universities should be taken care of. Award their children with scholarships or loans to study in local or overseas universities.
8. Reward more those fight against corruption. For their efforts, the MACC must see to it that these anti-corruption fighters are generously rewarded. That I suggest we leave it to MACC and the NGOs concerned.
9. The root causes of corruption must be arrested and corrected, the sooner the better. The strategy for the funds needed must be reflected in the yearly budget. This item on root causes should be developed by all concern with the initiative of MACC, together with the Ministries and Departments, plus the NGOs concerned.
10. Mobilise the school clubs to be the eyes and ears of anti-corruption campaign agents, allowing them to learn from young the evil of corruption and the roles they can play, with blessings of their parents, of course.
Well, please chip in and lend a hand in the fight against corruption in cooperation with MACC, Sarawak.

I don’t know whether to give encouragement to the State MACC director or to employ skepticism to challenge them to work harder, and prove their worth to the taxpayers.
The State MACC director Samsiah Abu Baker was reputed to have said the following:

For the assemblymen and MPs, they just want to give to the people. So it is normally at the Distric Office or the Resident Office where the problem occurs

With the quote, the State MACC director already preclude the originator of the flow of money in the whole corruption ecology and lay the blame on the civil servants and contractors.
This suggest that the State MACC work may have been superficially bounded to exclude the proverbial “big fish”.The investigation may have begun with the end result in mind – a whitewash.
As originator of some of these projects, some of the ADUNs and MPs would have it planned to award the contracts to their political supporters. They would be part and parcel of the whole ecology from beginning to the end.They would be part of the marked up, that goes from 0 to 60% before the project even start ! Not all – but many, are not to be presumed innocent until a thorough investigation has been carried out.
So, the State MACC would need to establish a track record in Sarawak before I would go overboard with any enthusiastice support for them. Further if the story were to end there, and worst still, if there were to be a retraction, I would be forced to believe that the 60% disclosure was a staged, public relations event to improve the national ranking in Transparency and Corruption Index – without any indictment. Remember PKFZ ?
I guess, I’m yet to be encouraged – to cheer the State MACC on.

1. It is a well known saying, “All that is necessary for evil to succeed is for good people to do nothing.” – Edmund Burke.
2. If our good Government does nothing on the official findings of the Auditor-General Report, I bet that is what is necessary for corruption or evil to grow or succeed in Sarawak. It is as simple as that. It does not take a man, who is not necessary smarter than a standard- five student, to know that.
3. In my simple mind on justice, the two stages of actions are:
a. The Government can take the immediate administrative actions against the persons reported in the official AG Report which is valid and truthful.
b. The next stage is for MACC to take the appropriate actions and complete the cases as soon as possible.
4. That quick and fast administrative actions are what are needed in the fight against corruption. Any delay means justice is not well served and we shall fail in the fight against corruption.
5. Fear must be put on the culprits and would-be-culprits by strong administrative actions.
6. Hope the Government will take the administrative actions first, such as giving leave to the persons reported and ashing them to show cause why they should not be fired, in the AG Report, allowing the MACC a free hand to farther investigate deeper in the cases which may take a longer time to conclude.
7. May Transparency bring Greater Prosperity to Sarawak.

It seems that MACC is blaming R&DO for the misappropriate of the govt fund some failed the rural people project, which is considered is unfair, and needed further investigation.
Though I am not the govt servant, but I believed they are doing good job for the people. The govt treasury instruction is clearly provided frameworks on how the govt money to be spent while implementing the govt project.
Being a govt agency, the MACC should first discuss the matter with R&DO before they served the spicy food on the public eatery or become the feast of the opposition.
As stated recently in the newspapers, MACC is auditing project implemented as early in 2002. After a period of 7 years from now(2009), I presumed the projects is already run down or not operating as expected, if no maintenance money is provided by the relevant authority.
Take for example, the kampong road project, after 7 years, is already damaged with pot holes. That is unfair auditing. MACC should audit the project which is just accomplished when it is at the best operating condition.
I hope R&DO will not lost their hope their in helping the rural people.

I fully agree with Mr John Jamban. The MACC being one of the govt agencies is trying to add spice to the govt so that the food tastes hot in the public eateries. This agency seems to flair in public nowadays so they continue to go public exposing the weakness that’s actually beyond the control of any one agency. By right, they should go to the agencies, Resident/DO personally and find out the root from the head. Going public is really against the govt. To the MACC boss, please work like a real govt servant. You have bosses to look after as well. The complaints aren’t your bosses.
The Sunday Star today reported that 60% of government allocations are ‘siphoned off’ in other word ‘misappropriated’.What a SAD happening for Sarawak.It is a very SHAMEFUL finding or admission rather.
Now let us see and wait, will there be any one charged or convicted ? Or will everything be swept under the carpet?
Let us not blame anyone yet until the MACC have carried out full investigations without fear or favour.

The evidence of misdeed could be very well a window dressing. Let not get too hopeful that the State will be rid of the scourge of corrupt practise.
I looked up Act 694 which establish MACC and operationalise it by 1st Jan 2009. It aim:
a) to promote the integrity and accountability of public and private sector administration by constituting an independent and accountable anti-corruption body; and
b) to educate public authorities, public officials and members of the public about corruption and its detrimental effects on public and private sector administration and on the community
And, the Chief Commissioner was appointed to by the Agong, on the advise of the Prime Minister, who would appoint the Commissioner from among the public service body.
By its structure, and objective, it should be an independent, and would have powers and jurisdiction to investigate every Malaysian, except perhaps, the Prime Minister and the Agong.
However, in the minds of the Malaysian public – many would still equate the MACC with just another government department who would not really be independent to do its job as constituted by the Parlimentary Act 694.Never mind the public, I made a point to quote the director of the State MACC in previous posting.
Samsiah had immediately preclude ADUNs and MPs – at such an early stage of the investigation, is telltale indication, that the State MACC itself may be under the influence and guidance of the government of the day.
This is not America where a President himself can be investigated and brought down (President Nixon, Watergate).
The best one can hope for is that the State MACC will go after the ikan bilis, and by doing that, eliminate some of the scourge. One also hope that the State MACC – will not morph into an instrument of the state to harass any civil servant who might be seen as sympathetic to political thoughts, not align with the govt of the day.I hope ME is right – that MACC would ultimately know who’s boss and protect the bosses, but would not go after the boss’s political enemy.
As for the indictment – no, don’t bet on it. Some contractors will be black-listed, and some DOs maybe reprimanded and transferred.If this is better than BPR, thats probably all that one can hope for.

I have no doubt the District Officers and their staff are doing a great service to the state of Sarawak. I thank them for their efficient service when they provide efficient service. I condemn their bad service when they provide bad service.
But there are a small percentage of District Officers and DO staff who are reported as corrupted in the AG Report and MACC. It is these few who spoilt the good name of civil service and pocketed the people-money that should be brought to justice. There should be no mercy shown on these corrupted officers and staff.
The Residents and District Officers are responsible for the management of all operations and works in their respective offices. When there are wrongs committed in their offices, they should be held responsible too, besides the culprits, especially when there was no attempt for these Officers to check and correct the wrongs.
Regular and constant checks and inspections by the Residents and District Officers are a MUST. If they fail to ensure the smooth and clean operations and administration of their offices, regardless which staff are the culprits, they must answer for their wrongs too.
Adminsitrative actions should be immediately served and as severe as the regulations allow.
Together with all parties concerned, including the ordinary people, MACC must do its job and seen to be doing its job to crusade against corruption.
We must call on the state director of MACC to carry her job responsibly and keep the public regularly informed of the actions taken to regain the confidence of the people on MACC.
Let fight corruption together and rid Sarawak of the greatest Enemy of Malaysia – Corruption.

Now a day a lot of DB readers challenge DB members credibility to take action hubristically regarding the issue related to Dayak and Sarawak as a whole. One of it is regarding 60% uncovered public fund reported by MACC and Tuai Rumah himself challenge to bring Dayak problem to the Queen of England.
DB is one of the Dayak blogger to highlight most of the critical issue that are uncoverred and beyond the public expectation. Most the issue related to Dayak politic that are directly affect the Dayak life.
DB is not an association rather they do not have any protem committee. It is just a matter of everyone has the right and invited to share their opion posted in this blog for the purpose of change the mindset of the people to a better way within the guideline provided.
For me this type of action is so great and good enough to support in order to share our value, idea, expertise, information and experiences. There are no other multi-media in this Globe supporting Dayak to discuss all these things like what DB Blog is.
Whether DB can do something more than blogging here or do some thing in physical way is not important at the moment but we usually hope that one day DB can deliver more effective.
But I am sure, it is DB responsibility to share the information daringly without fear eventhough it will jeopardise our life and hard for our leader to swallow. It is DB responsibility to critise the gomen descrimination, neglection, oppress, corruption, wrong policy, cronyism, nepotism, injustice and many negative effort toward Dayak and expose them in this blogg at the same time do some suggestion to the gomen. If DB cannot do it, its mean DB is failed.
As a gomen, it is BN responsibility especially the Dayak leaders to take action and improve the situation by solving the problem highlighted by DB in this blog. Being unable to do so is the sign of failure in our gomen/leader.
Do not put DB is the main body to solve the Dayak problem physically and directly but BN who was elected as a gomen by the Dayak. Any way, DB is willing to assist the gomen provided that the issue is agreed.

1. Public Demand. The public must demand from MACC state director on how and how well she is progressing in her war against corruption in Sarawak. She is paid to do her job with the people money. The people therefore have a right to know.She should brief the people monthly, through the press-release.
2. Bring in MPs and State Assemblymen. If you are a keen fighter against corruption keep on asking your MPs and DUN members to demand MACC to tell the public her plans and operations, her successes and failures and the predicted results of the future operations.
3. MACC’s Confidence & Prediction. Is MACC confident of reducing the rate of corruption from the present level to a much lower level by end of next year, saving the people money and thus assisting to develop the state at a faster rate to catch up with SM.
4. MACC Campaign Plan. Has MACC in cooperation with the state government and federal departments in Sarawak completed their campaign plan against corruption for next year. When is MACC launching her campaign plan.
5. Is She Serious? From the speeches and planned operations and campaigns, you will know HOW SERIOUS the director of MACC is in her fight against corruption.
6. Best Wishes. I can only wish her the best that she will fight corruption ‘with all she has’ and ‘with all her heart and soul’.

Yes, in Malaysia we are innocent until proven guilty. The Audit-General Report is proof enough. We cannot afford have too long processes in court, in and out, in the fight against corruption. By then the accused could have died or fell too sick to be able to stand trial. We have seen too many foreign VIPs getting too old to stand trials.
What next? MACC should come up with a new strategy to fight corruption. Some suggested recommendations are:
(1). Change the law on corruption. “The burden of proof of innocence” for those charged with corruption should be on them.
(2). Income Tax Vs Wealth. The rich could be investigated on how they amassed wealth, especially they are wage-earners. Have all the rich shown in their income-tax returns and paid the tax for what they are having.
(3). Closer Cooperation. The basic thing is the Income Tax Department and MACC must work harder together. By assessing the current corruption situation, it seems that they are not working that close or that hard together. They must. A Joint Special Task Force should be formed.
A clear and deep thinking by MACC is the best weapon they can have to win the war, with a lot of PUSHING from all YBs and the people.

Yes, the MACC director is paid by the public to cook spicy food to be served in the open public eateries without due regards to the govt interest. How could a govt agency exposing its’ weakness to the govt’s enemy? She needs to learn a lot; she sounds like a frustrated govt servant, no doubt fighting corruption is her business. I know this is one way of tarnishing the govt’s image, by exposing everything publicly without regards to govt itself. No one leader likes it practice that way. Concealing the weakness does not mean to make the practice prevailed. There are better ways of containing the issue rather than shouting in public telling everyone around that Mr YDK is corrupt, CM is corrupt….! Any wise govt servants, who are not pressured, will not dare to siphon govt/public money into his own account. They have the procedures to follow in handling the fund.

MACC is doing what it has to do but then exposing it openly before proven guilty I think is not very correct. The Auditor General report on our forest management can also be altered but already cause demage to our state gov’t. In this case 60% public fund misery loss, MACC has made it to general. If this report is really true then all of our MP/ADUN, Residents & DOs are all corrupt. If this is the case, all of the above have to be expelled and be ready for a fresh election. Present Residents & DOs have to be replaced.
I hope that MACC can make this case more faster. This is a serious matter so have to be dealt with promptly.

It is just like when you work in private sector you were assigned fo certain duties in which whatever you do are with the directive of your Boss. For example when you are taking in charge to check the puntuality of the workers. Of course you would say it aloud that no one is exempted from the ruling and you would raise your tone louder when it came to the climax like ” even the Boss have to punch his card ” in his presence and this is just to ensure that everyone will abide and respect the system.
Now after this where are all the report goes to? Will the Boss really consistent with his attendance? Would anyone dare to ask why the Boss is late and what are the action that he would take to punish himself. Would you think this timekeeper incharge dare to ask why his Boss never punch his card on time?
So DB all these systems are put in place to check the workers and not the Boss. So DB if you want to be above the system be the BOSS. In this particular case as the MACC, firstly the DB must be the PM first then you can appoint as many MACC as possible to safeguard your gomen.

I think my friend Iban Abroad misunderstood the MACC statement. The director MACC said that 60% of the project is diverted from the original objective or specification, NOT 60% OF THE FUND IS MISAPPROPIATED.
As I was told by my DO friends, sometime they have no choice but to change the project objective because of the unseen circumstances. For example; under the project of the piped water supply, sometime the govt provided an allocation for the village that already got the piped water supply implemented few years earlier. In this case the budget have to be channelled to other village to avoid overlapping.
My DO friends also added; sometime the budget given to their office at end of the year, sometime October or November, very near the date of closing account. In this case, the specification have to be changed in order to reduce the bureaucracy of awarding the project to the contractor.
They could not simply reject the fund because it will also deprive the rural people from particular project. DO added: “We are really concerned to ensure they were provided with equal opportunity of the development project”

“Umno busuk daripada peringkat terendah hingga ke peringkat tertinggi,” kata bekas pemimpin kanan Umno itu kepada Mahathir sebagaimana yang ditulis beliau dalam blognya.
“Yang tinggal katanya ialah orang yang berkepentingan yang berharap mendapat sesuatu kerana menyokong Umno. Mereka ini bukan nasionalis dan mereka tidak boleh diberi kepercayaan.
” Banyaklah lagi hujah-hujahnya akan sebab-sebab Umno tidak lagi akan diberi peluang untuk memerintah negara yang disayangi olehnya. Saya tidak akan hurai lebih lanjut. Hanya yang saya ingin sebutkan ialah pendapat beliau sudah menular ke semua peringkat orang Melayu, bahkan ahli Umno juga,” tulis Mahathir lagi.
Berikut adalah tulisan penuh Mahathir dalam blognya Chedet yang disiarkan pada 30 November 2009 jam 12:07 tengahari.
1. Pilihanraya Umum ke-13 hanya dua tahun lagi. Saya sedang meneliti reaksi rakyat terhadap UMNO dibawah pimpinan baru. Saya terkejut. Saya terkejut kerana seorang bekas pemimpin UMNO yang kanan telah meluahkan perasaannya dengan berkata “UMNO is rotten to the core” (UMNO busuk hingga ke ususnya).
2. Beliau telah berkata yang beliau sedang memikir untuk menyokong PAS. Beliau juga berkata beliau telah bertemu ramai pemimpin-pemimpin UMNO yang telah bersara dan mereka speendapat dengannya.
3. UMNO busuk daripada peringkat terendah hingga ke peringkat tertinggi katanya. Di cawangan, ketua cawangan hanya berjuang untuk mengekal dirinya sebagai ketua sahaja. Kenapa? Sebabnya majoriti ketua cawangan dapat jadi pengerusi Jawatakuasa Kemajuan dan Keselamatan Kampung dengan elaun tertentu dan kuasa untuk mengagih peruntukan. Berpeluang juga untuk jadi kontraktor Kelas F untuk projek kecil di luar bandar.
4. Untuk menentukan dirinya tidak dicabar ketua cawangan tidak akan benarkan sesiapa yang lebih terpelajar daripadanya masuk UMNO cawangannya. Lebih daripada itu kebanyakan peruntukan untuk jadi ahli UMNO, yang mana dia mesti melalui cawangan, tidak akan dilayan. Tujuannya ialah supaya cawangannya tidak mempunyai banyak ahli kerana mereka tetap akan menimbulkan masalah dan sukar dikawal, bahkan sukar disogok pun.
5. Sebab itu tidak ramai ahli profesional yang dapat menjadi ahli UMNO. Sebaliknya semakin ramai daripada pemimpin PAS terdiri daripada doktor, peguam, jurutera dan lain-lain profesyen.
6. Oleh kerana ketua cawangan biasanya tidak memiliki pelajaran yang tinggi dan beliau menentukan ahli lain dalam cawangannya mempunyai ilmu pengetahuan yang lebih rendah daripadanya, maka apabila ketua terpaksa berhenti kerana sebab-sebab tertentu, maka penggantinya akan terdiri daripada yang kurang berkebolehan daripadanya. Dengan itu kualiti kepimpinan akan merosot sepanjang masa.
7. Tentu ada cawangan yang tidak seperti ini tetapi pengecualian hanya mengesahkan keadaan yang sebenar.
8. UMNO, kata bekas pemimpin kanan ini sekarang dipimpin oleh perasuah. Mereka menjadi ahli Majlis Tertinggi kerana sogokan wang. Orang ramai tidak akan serah nasib mereka kepada perasuah.
9. Penempatan perasuah dalam Kerajaan dan badan-badan lain juga memburukkan lagi imej UMNO. Sudah tentu perasuah akan dipilih sebagai calon UMNO dalam Pilihanraya Umum ke-13. Jika mereka diberi kemenangan maka negara akan dapat Kerajaan perasuah. Sebab itu beliau tidak akan sokong UMNO sebaliknya akan menyertai dan menyokong parti lawan. Katanya lagi hingga kini separuh daripada orang Melayu tidak merasai nikmat kerana Kerajaan-Kerajaan pimpinan UMNO menidakkan hak mereka sedangkan mereka juga orang Melayu walaupun mereka menyokong parti lawan. Mereka yang menyokong parti lawan bertambah sejak (Tun) Abdullah kerana ramai daripada ahli UMNO sendiri sudah tidak percaya kepada UMNO.
10. Yang tinggal katanya ialah orang yang berkepentingan yang berharap mendapat sesuatu kerana menyokong UMNO. Mereka ini bukan nasionalis dan mereka tidak boleh diberi kepercayaan.
11. Banyaklah lagi hujah-hujahnya akan sebab-sebab UMNO tidak lagi akan diberi peluang untuk memerintah negara yang disayangi olehnya. Saya tidak akan hurai lebih lanjut. Hanya yang saya ingin sebutkan ialah pendapat beliau sudah menular ke semua peringkat orang Melayu, bahkan ahli UMNO juga.
12. Rakan-rakan dalam Barisan Nasional semuanya berpecah dan lemah. Mereka tidak mampu menjayakan Barisan Nasional.
13. Masa semakin singkat untuk memperbaiki keadaan ini. Saya mencatat maklumat ini untuk pengetahuan umum sahaja.

I agree with Igat DL and JJ. We cannot simply accuse those Residents/DOs of poor planning. The publics cannot be served spicy food just to tarnish the govt and many of the publics are enemies of the govt; if it keeps open, that’s the weak point to defeat the enemies. The MACC cannot simply serve spicy food for public in order to correct their BOSS, the govt.
Resident/DOs are wise govt servants. We shouldn’t blame them totally responsible for diversion of funds. Even in the Resident/District Office, there are some staff who keep watch of the daring individuals swindling the funds. So, nobody dare to swindle as one likes. It’s only the staff who doesn’t understand the procedures or envious thinks that it’s easy to swindle the public fund.
It’s called ‘to conspire’- DO’s approving money for projects only to get 40%of the fund misappropriated.DL will argue that the 40% is for contractor’s profit. If Ting Pik Kin gets a 1 million project, meaning he profited rm400,000.00. That’s a lot of money to me.

It’s quite correct to say that MRPs funds are handled by the R&D.O. levels to facilitate the disbursements of fund at divisional or district levels. Which is why the local State Assemblymen or MPs should learn how to “angkat” the Warrant Holders,if they want to have a piece of the action. Look at what happened to MP’s fund for Bandar Kuching.A huge sum of his MP’s fund was being siphoned elsewhere, which goes to show just how powerful these Warrant Holders are, especially if you were not well connected to them. So there you are MACC,get out there and sniff out the culprits.
And as the year is drawing to an end, and just before the year end closingof the state gov’t accounts, some government departments are known to go on a “X’mas shopping spree”, just to expend the excess fund and empty their vote ledger.
