Government Transformation Programme (GTP), a mirage.

YB Dominique Ng, the ADUN for Padungan, has described the Roadmap for Government Transformation Programme (GTP) of the Prime Minister as a mirage to hoodwink Malaysians, especially in Sarawak, a roadmap which will not be realized or sustained.

NKRAs

6 key performance areas or six areas of improvement, or National Key Results Areas (NKRAs), were announced: reducing crime, combating corruption, raising the living standard of low-income citizens, widening access to education, improving infrastructure in rural areas and upgrading public transportation.

“ Sure these are not only valid areas of concern, but also an admission of the failure of governance under Barisan National; in Sarawak, these have been the neglected areas since the formation of Malaysia.” Says Ng.

BN Governmnet fail in so many other areas too

“ Yet, these are not the only fields where the Barisan National Government has either failed, or has been strong on rhetoric but poor on delivery. With respect to Sarawak, I refer to the omitted or unmentioned areas of Healthcare in the public sector, social welfare, labour rights, public administration, human rights, tourism growth, environmental protection, historical and cultural heritage preservation among others, where Sarawak is trailing far behind.”

REDUCING CRIME

“The public is increasingly alarmed by the rising crime rate. In Sarawak, even some top public figures, and government  officers and  have fallen victims; the public now feel doubly insecure and vulnerable. Statewide, about 40 cases of crime are recorded per day on average, some 14,000 cases in 2009.

Suhakam Commissioner to Sarawak, Dr. Hirman Ritom, at an AZAM talk on Human Rights in October 2006, discussed poverty, education failure, unemployment and criminality. “I urge the government to address confounding fundamental issues which may be at the roots of rising crime rate.”

“Root causes promoting recruitment to crime must be addressed though broader political legislative and administrative actions to redress socio-economic injustice .”

Poverty and socio-economic alienation are the major concerns of the marginalized and dispossessed; they suffer directly. Government and society has to understand that poverty related crimes affect everyone of all strata of society.

Raising the living standard of low-income citizens

I had said that it is not merely the eradication of abject starvation-level poverty, but also ensuring that the poor-rich gap does not keep increasing till it reaches a socially unacceptable level. Relative poverty can reach levels at which it leads to widespread adverse outcomes, even social instability.

“Under the NEP, towards the aim of eradication of poverty, the Federal and State BN governments have clearly failed, jointly or separately. With rising costs and real incomes falling, some 30-50 % of the people may soon be suffering from relative poverty, depending on the threshold criteria used.

The PM’s proposal to institute a minimal wage, admittedly a worthy start, has however come too little and too late. The essential welfare of Malaysian workers have been neglected by the BN government too callously and for too long. There has not been developed under this government an inflation-indexed wages and incomes policy; simply a government sleeping at the wheels in basic social policy.

The fruits of economic growth in better times have not been fairly shared with the actual producers of growth, but been siphoned off by corruption, incompetency and wastage in Government.

At MR 750 per month, it works out to around MR4.70 per hour, a clear shade below MR 1000 per month proposed by Parti Keadilan Rakyat.. Yet MR 1000 may be inadequate, if the fuel subsidy is steadily withdrawn, GST kicks in or international food grain price rises, these among other price inflators.

If no wealth-distributive strategies such as developing a social safety net, are put in place in time, poverty in Sarawak and in Malaysia can be expected to escalate rapidly.”

COMBATTING CORRUPTION.

Transparency International Malaysia recently announced Malaysia’s position in the TI Corruption Perception Index 2009. In this latest survey, Malaysia’s ranking has plunged to its worst ever in the last decade, standing at 56 among 180 nations,  with a CPI of 4.5 (out of 10).

The Malaysian Anti-Corruption Commission had also revealed that up to 60% of government allocations for Sarawak, amounting to billions of ringgit, and meant for vital infrastructure projects between 2002 and 2008,  have been misappropriated.

“There is thus a serious competency, accountability and transparency problem concerning public expenditure festering for years in Sarawak,” Ng had said earlier. “Much was promised by the previous PM, and little of consequence achieved. The former PM, promised to deal with some 18 big crocodiles, but caught a couple of anchovies; which means the 18 or more crocodiles still thrive in the muddy streams!”

“There has been virtually nothing substantial in combating corruption in Sarawak, not even a meaningful beginning, “ says Ng. “Little progress shall we expect from the current PM.”

PUBLIC TRANSPORTION :

“I said before that the Governnment should  make a master plan for the development of public transport in Sarawak. The people of Sarawak are indignant that the public transport in the State is far inferior to that of Malaya before 1957. Road infrastructure is fourth grade, rail service still a daydream, city Rapidbus may take a decade to introduce.

“Urban traffic congestion is worsening by the year from population growth, and increase of vehicles registered, alongside a public transport infrastructure so remarkably deficient. It all adds to stress of urban living, increased air pollution and loss of economic productivity in Sarawak.”

The Minister of Housing Development and Urban Development, Datuk Amar Abg. Johari has last month bemoaned the decrepit bus service of Kuching.

Improving infrastructure in rural areas

“The responsibility of rural backwardness is clearly the BN government’s decades of rural neglect. The track record in Sarawak under BN does not give room for optimism as basic rural infrastructure is still lacking in many communities, e.g. piped water, electricity, tar-sealed roads, and affordable housing, not to mention IT access. This is against the backdrop of native NCR land dispossession, large scale deforestation and mammoth palm oil estates, the benefits of these latter not shared by the rural communities as they deserve to.”

Widening access to education

“The fundamental right for mother tongue education is severely compromised when schools of vernacular streams and mission schools are not fully funded as national schools are. A vibrant multicultural nation must be founded on multi-cultural educational content, in addition to a core of national emphasis.

On the other hand, mere access to education has been greatly devalued by continued slide in the quality of education, especially higher education.”

Concluding, Ng says, “The BN government, Federal and State, is leading the people on a steep and slippery slope of decline in performance indicators in a range of socio-economic sectors.

To realize the dreams of raising the living standard of low-income citizens, a high income economy, widening access to education, better public sector healthcare,  improving urban and rural infrastructure and upgrading public transportation, the critical drivers of success are

- political will for genuine and not bogus reform,

-clean and competent governance,

-sustained GDP growth,

-retraining and attracting both human and financial capital, among others.

The BN government has not just put its own 2020 vision in critical jeopardy. It is dragging the nation down in competitiveness viz a viz several other countries of the developing world, not to mention the little Dragons of Asia.

This Transformation Programme will have little impact at both macro and micro levels of national life.”

    We have six main areas for improvement but this does not mean the govt would neglect the others. The govt is still very much in tact with the improvement of the services in other areas through certain agencies. The govt continues to improve the Healthcare in the public sector, social welfare, labour rights, public administration, human rights, tourism growth, environmental protection, historical and cultural heritage preservation. All these have to be implemented slow and steady without any unscrupulous rush to getting thing done. It must be planned properly.

    So don’t jump into the conclusion by accusing the govt for not doing enough in other areas. It’s heading towards that objective too though it looks unnoticed.

    Could the “bomoh” arrested by the police for rape be Manang Empangau (ME)? If its him, DB should blacklist him or stone him to death!

    ‘bomoh’ was arrested by police last night in Tajong Manis for allegedly raping an Indonesian housewife on Tuesday.

    The suspect, aged 44, was alleged to have raped the victim twice in her bedroom while her husband waited in the sitting room, thinking the ‘bomoh’ was “curing her”.

    The victim, 32, said she had been suffering from cough for sometimes and was recommended by a friend that there was a well-known ‘bomoh’ who would be able to cure her.

    When the ‘bomoh’ arrived, the man started massaging her in the presence of her husband. The bomoh asked the husband to wait outside as the “spell of curing her” would not be effective if there were to be an onlooker.

    I view thing from a different angle.If the bomoh can cure her by raping her,how? Maybe that the way this bomoh cure his patient.

    At the hospital the doctor inject drug to cure the patient and this is not a crime because this is the way the doctor cure their patient.

    Such a waste for the government to build hospital and people spent many years to study to be a doctor but this people still go to the bomoh.

    This is what happen to the government nowadays,they build hospital but did not educate the rakyat.

    If you tend to your wife however, the man will bleed to death despite the fact it could have been avoided.

    It seems that many BN VIPs are coming to Sarawak. All of them trying to fish out for our dayak supports.

    The manner in which they try to distribute their ‘DURIANS’ looked panicky,impromptuous with no planning.I could well guessed that the state election is comning soon.

    Lawas already has a hospital and the minister had proposed for a new one.Does he not know that we have several districts that still do not have any hospital ???.District like Lubok Antu,Julau, Belaga, Bekenu till today do not have any hospital of their own.Why deprive those people in those few districts from having access to hospital care.Is Bro.Baru Bian causing a real threat and not just a ‘ripple in the tea cup’?

    Usually our YBs should give proper information so that priorities by the federal authorities would be planned and implemented to benefit the rakyat.

    The ‘durians’ seem only dropped after a strong storm,-’labuh pambu ‘ so to speak.

    Sarawak voters especially DB undoubtly know these. PANICKY !!!!

    All the GTPs indicated are landmark issues which should be ongoing(yes but ineffective). If it had been successful, no transformation will be necessary. Improvement can assist to further its effectiveness and performances. The supposed continuity efforts now loss requires new energy and resources. These can be channeled to new GTPs if the listed issues had been addressed.
    There are many “transformation” required from the federal level.
    These are, to mention a few,
    to accept its weaknesses;
    to recognize the 20 n 18 point agreement;
    to deliver to Sabah n Sarawak what had been lacking;
    to understand Sabah n Sarawak “local” needs;
    to enforce the immigrant control;
    to view Sabah n Sarawak value as a country and NOT as a state;
    to educate MPs coorporate governance;
    to upgrade moral values into MPs; and more(HONORABLE readers please assist to add).
    When all or new added items added, NO GTPs will be required as everything will fall in place like fairness, justice, racial discrimination, education/health programs, etc etc etc etc,…..
    IF THE PRESENT PEOPLE IN POWER ARE NOT ABLE TO PERFORM, GIVE OTHERS A CHANCE TO DO IT. YOUR HAT NEED TO FIT YOUR HEAD.

    BN had failed the country economy. In 1957 Malaysia was the 2nd most economically-advanced in ASIA after Japan.Compare to the GDP of others countries today. South Korea’s GDP per capita is US 16450,Singapore US 34346,Hongkong US 29559 while Malaysia is US 7469.Sooner will be overtaken by Thailand,Vietnam and Indonesia.How do the government move the country to a high-income country.The above statistics show clearly that UMNO had corrupted and failed the country.Can you put the trusts with them ?.Why these happen is the question that have to be answer by all responsible Malaysians.

    SELANGOR MB POPULARITY PLUNGES TO THE LOWEST LEVEL

    According to a Merdeka Centre poll, the MB’s approval rating has dropped eight points in recent months – from a high of 62 percent in June 2009 to 54 percent in January this year.

    I knew some DB goons are disappointed but still refused to admit (fact) that PR is doing worst than the BN gomen esp. in Selangor.Some of the goons prefer to believe hearsay instead of poll figure and statistic.

    Will DB goons support the move by Najib and BN to take controll of Malaysia most developed state Selangor before the Chinese new year from PR?.

    I could sense that people are a bit snobbish here!Howver, I could still be wrong. There are not many Iban millionaires in sarawak. We are now considered as peasants by other races even in out own land of Sarawak.

    As such, only a small percentage of the Ibans who could really enjoy luxurious life of a millionaire, going overseas for a celebration.

    In oyjer words,there are two kinds of people here, the peasant with a big heart to help others and the snob who enjoys life by organising celebration overseas.

    Anyway, hopefully more and more Ibans who could really live a life of a high class people.

    KOW,You and I must extra work hard and do not envy others as living within our means does not harm us. I have seen a few Iban people got entangled with Ahlong. Similatly, there are those wo have great difficulty in paying off their credit cards.

    Pity me!.

    During a dinner in Betong on Saturday night, Jabu invited DSAI to come to Sarawak to view for himself the development delivered by BN to the state.

    Jabu was talking like a kid knowing very well that DSAI has been visiting Sarawak so many times and he knows how the development progress in Sarawak as compared to that in Semananjung.

    Even Sarawakians themselves have complained that Sarawak is left behind in terms of development. Does Jabu know that there are four districts namely, Kapit, Belaga, Song and Dalat and few more of sub-districts which are not linked by trunk roads? Can Jabu name me any district in Semananjung Malaysia which are not accessible by roads?

    So now, my claims are based on facts and not merely allegations.

    Annuar should be invited to see the new HIGHWAY which links Rentap’s Fortress at Bt.Sadok to Gunung Mulu and Putussibau in Kalbar.

    There is a lot for anybody to see though not everything would meet one’s expectation,after 40 yrs under our beloved YDK leadership.

    Why a lot of Sarawakian Dayaks candidate not selected in civil services is due to government policy in education and interviews are conducted in Malay language, in which most Malays point of advantage (their mother language). To be fair,why not teaching English as first language in Sarawak because it is neutral and global recognized language and not belongs to single ethnic majority nor minority especially in Sarawak, The chances for candidate are fair and square to be selected. And why not conduct interviews for civil services in English in the future.

    The selection and appointment of employees in the civil service are imbalance, because the selection panel does not include the representatives from Sabah and Sarawak. That is why you can notice in each intake to the civil service in Sarawak, Malays get 80 per cent and the balance share among other races. Is it 1Malaysia concept?

    I wish to Highlight today’s issue in Borneo Post.
    PPP is going to spread it’s wing in Sarawak…
    They said the response is quite encouraging and they will target for at least 90,000 members before middle of this year.

    JPUNS [Penaja UMNO] is trying to stop PPP from spreding it’s wing in Sarawak. Why do these Semenanjung party wanted to influence the Sarawakian? …is PPP an alternative party for us Dayaks?

    If PKR failed so…. PCM is our smart choice!!! I’m quite worried/onfused about the current political scenario because these people will find ways and means to colonise the Sarawakians esp. the Dayaks when PBB under Taib collapsed.

    “kitai bansa Dayak di pakai bansa bukai jemah ila”!!! SO…What are we going to do about it????? Our Paramount chief can you give us some explanation to these political harrassment!!

    DB forumers,
    I think these semenanjung parties are quite interested in our Land / resources. They dont have any lands left, to develop in semenanjung. Thats the hidden agenda. So Dayakbaru remind our kaban belayan about the ill-intention of these LAUTS & TAMBI.
