What is Gerrymandering – BN weapon to win Federal Government

Soon after the 8 March 2008 general election, Umno held a seminar atthe Holiday Villa in Subang. I invited a few non-Malay friends to join me in this seminar. Initially, they did not see any point in attending an Umno do. However, I managed to convince them to go so that they can get a good idea on what Umno is thinking. There were other seminars held in Petaling Jaya, Johor Bharu, and so on — some which I also attended with my non-Malay friends in tow and some which I sent
‘agents’.
Race Riot 1969
In the Holiday Villa seminar, amongst those who spoke were FahmiIbrahim, one-time political secretary to Selangor Menteri Besar Datuk Harun Idris, and Mazlan Harun, Datuk Harun’s son. Datuk Harun is of course synonymous with May 13, the tragic race riots of 1969 that erupted two days after the 11 May 1969 general election.
We all know what happened on 13 May 1969, and why it happened, so we need not deliberate on that matter. What I want to talk about is the seminar in the Holiday Villa, which I have in fact already written about before.
UMNO lost Selangor in 1969
“The reason we lost Selangor in 1969 was because of the non-Malay votes. So we decided to take Kuala Lumpur out of Selangor and turn it into Federal Territory to reduce the non-Malay voters in the state. Then we created a new Malay city called Shah Alam so that we can flood Selangor will more Malays and dilute the remaining non-Malay voters in Selangor.”

That was what Fahmi explained — the reason why Selangor was split into two with the creation of the Federal Territory and the reason why Shah Alam was created as the new State Capital cum Malay city.
“It worked for awhile as long as the Malays vote Umno and the non-Malays vote opposition. But when the Malays also vote opposition then this strategy no longer works. So we need to think of a new strategy.”
Gerrymandering
The ‘new’ strategy Umno is talking about is not actually new but is an ongoing strategy. This strategy is called gerrymandering and it was invented by the Americans.
This is what Wikipedia has to say about the matter:
Gerrymandering is a form of boundary delimitation (redistricting) in which electoral district or constituency boundaries are deliberately modified for electoral purposes, thereby producing a contorted or unusual shape. The resulting district is known as a gerrymander; however, that noun can also refer to the process.
Gerrymandering may be used to achieve desired electoral results for a particular party, or may be used to help or hinder a particular group of constituents, such as a political, racial, linguistic, religious, or class group.
Gaining disproportionate power
When used to allege that a given party is gaining a disproportionate power, the term gerrymandering has negative connotations. However, a gerrymander may also be used for purposes that some perceive as positive, notably in US federal voting district boundaries which produce a proportion of constituencies with an African-American or other minority in the majority (these are thus called “minority-majority districts”).

Malaysia has turned gerrymandering into an art.
For example, when they wanted to topple Ustaz Abdul Hadi Awang, the PAS President, they carved up his Marang constituency in such a manner that areas from across the state, like along the Kuala Berang road, were added to Marang. Hadi, in spite of his stature, lost the election.
The same was done for Lembah Pantai, which was another opposition stronghold. They added Sungai Pencala near Taman Tun Dr Ismail, Kampong Pasir along the Old Kelang Road, and Segambut Dalam near Jalan Ipoh, to Bangsar, and the opposition got wiped out — until recently when Nurul Izzah won the seat.
The above are just two examples of many. It is no coincidence that ‘Malay’ seats like Putrajaya (97%-98% Malay voters) have as low of 5,000 voters while ‘Chinese’ seats like Selayang have more than 120,000 voters.
Government supporters spread into many seats
In a gerrymandering exercise you lump all the opposition voters into one huge constituency and you spread out the government supporters into many seats. So, the opposition can garner 100,000 votes but it will be only one seat while the 100,000 votes that the ruling party wins will be in three or four seats.
BN 45% vote and Pakatan Rakyar 55%
And that was why even though the ruling party garnered only 45% of the popular votes in 1969 it still managed to form the federal government, although without a two-thirds majority in parliament. The 55% of the popular votes that the opposition won was not enough for it to form the federal government. The opposition would have needed to win 60% of
the popular votes to form the federal government, which was impossible for the opposition to achieve.
Malay also voted for non Malay candidate
Of course, before 2008 it was easier. You just needed to isolate the non-Malay voters into one large seat and spread out the Malay voters into many seats. But in 2008 this changed. In 2008 the Malays too voted for the non-Malay candidates whereas in the past the opposition Malays meant only PAS — which was in the rural Malay heartland and not in the cities.
The game has changed.
So the rules of the game also need to change. And gerrymandering is not that simple any more. You can no longer redraw the constituency boundaries according to race. Malays too willnow vote for Chinese and Indian candidates from non-Malay parties such as DAP and PKR.
SPR new formula in the making
So it is back to the drawing board for the election commission (SPR). Next year, they need to sit down and come out with a new formula. Barisan Nasional needs to ensure that it can still form the federal government even if it wins just 40% of the popular votes. And it also needs to ensure it can regain its two-thirds majority in Parliament with a mere 50% of the votes. That is the new game plan.
Why is two third majority important
But to do this they need to first get back their two-thirds majority in parliament. And they need to get back this two-thirds this year so that next year the new constituency boundaries can be settled. Then, when they dissolve parliament and call for new general elections, say mid-2011 or early 2012, the new boundaries would apply.
Gerrymandering require two third majority
Some say it is not crucial for Barisan Nasional to have a two-thirds majority in parliament to be able to run this country. If it is only about running this country then that may be true. But it is not true if they need to embark on a new gerrymandering exercise. To do this they need two-thirds of parliament.
And this is why Umno is very keen to buy at least ten or so opposition Members of Parliament. This will give them back their two-thirds majority in parliament.
This was that The Straits Times of Singapore said:
The BN needs 148 seats for a two-thirds majority. With support of the three independents, it will get there with just another eight defectors. A two-thirds majority is not just a psychological booster, but is also necessary for smooth passage of the next redrawing of electoral constituencies that will begin next year.
Crossover – independent MPs
When Anwar Ibrahim said that Prime Minister Najib Tun Razak and his wife Rosmah Mansor are behind the latest wave of crossovers he was actually not wrong. The man behind this ‘shopping spree’ to buy the opposition Members of Parliament is Hamdan, Najib’s cousin, who was given the Kudat IPP as the ‘cash cow’ to finance the shopping spree.

Of course, the Kudat IPP comes with a ‘commission’ of RM50 million. And this RM50 million is to be used to pay off the opposition Members of Parliament as an inducement to cross over. Hamdan works very closely with the Special Branch and Military Intelligence. His contact in Bukit Aman is Akril Sani while in the Military Intelligence it is Datuk Salleh.
Hamdan’s mobile phone number is +6012-279-5945 and he made the mistakenof contacting his key men in the Special Branch and Military Intelligence using this mobile phone so of course we managed to track what he was doing all this while.
F1 allocation used for politicking
The other person in this ring is Zahari Ismail, the man who arranged the meeting between Najib and Hadi Awang. Zahari is one of the directors of Malaysia’s F1 racing team so he has access to a large reserve of funds allocated to ‘research and development’, which he can also use to finance the shopping spree.
So it is actually the taxpayers’ money that is financing all these crossovers.
Another person involved with the ring is the husband of Mumtaz Jaafar. Mumtaz works for Rosmah and also has links with Saiful, the young man who accused Anwar of sodomising him.
If you can remember, Hee of Perak was paid RM25 million. Her price was high because they needed her to topple the Pakatan Rakyat Perak government. So RM25 million can be considered a fair price. Anyhow, Vincent Tan picked up the tab from his ‘special draw’ so it was quite affordable since the Malaysian gamblers were paying for it.
Money used to buy MPs
Tan from Penang was paid only RM2 million. It is not much but he has gambling debts up to his eyeballs and the loan sharks or along are camped outside his house so he has no choice but to accept this figure. The along can be very brutal if you don’t pay what they demand so when you are in that situation you are in no position to negotiate for more.
Wee Choo Keong’s problem is more complicating. It involves two mistresses and one who has just given birth and Umno has threatened to expose this scandal. He also has this RM35 million legal problem with Ambank and if this can be settled ‘out of court’ then Wee will certainly become another ‘independent’ Member of Parliament.
Strategy to get cross over -Just DUIT!
Nike’s rallying call is ‘Just Do It’. Umno’s rallying call is ‘Just Duit’. All it takes is money (duit) and Barisan Nasional will get back its two-thirds majority in Parliament whereby the next gerrymandering exercise can be launched. Then it does not matter whether the opposition will win 60% of the popular votes come the next election. Barisan Nasional will still be in power and with a two-thirds majority on top of that.
Now you know what is going on? Yes, that is the real reason these people are crossing over, not all those crap excuses they are giving such as lost confidence, dictator, and whatnot. It is JUST DUIT.

The election strategy to be engaged by DL is to force DB in emphasizing more on racial politic such as “Dayak Unity” “Dayak being marginalized/sidelined, Dayak di bunuh”” Dayaks NCR di rompak” Dayaks oppression” “Agi idup agi ngelaban” motto thus exclusive to the Iban”.
You are to continue pushing DB harder, forcing them into raising more racial issues and stir racial sentiment: By so doing DB is certain to scare away Malays, Chinese, Melanaus, Orang Ulu, Bidayuh and non-Iban Dayaks voters. These groups will support and vote for BN in the coming state polls like what they did during 1987 polls.

If DL is Not supporting Dayak blog that also mean he is a traitor to Bansa Dayak.
DL also forgot that Melanaus, Orang Ulu, Bidayuh, other indigenous Dayaks and mixed marriage Dayaks are also Dayak communities. Its look like they are very much outdated.
If DL reject Dayak unity, Dayak being sidelined, NCR land being systematic alienated, Dayak being oppressed & some women being raped that also mean DL & group including their Paramount Chief are all traitors to Bansa Dayak! So why should Dayaks support them?
DB is a new brand group not ‘old brand’ like DL; DL also means it already absolute. People nowadays prefer brand new product as most systems are digital based.

Media Statement by Tony Pua in Parliament on Wednesday, 17th March 2010:
The Prime Minister must keep his “performance now” promise to take concrete actions against the “big fishes” of the Port Klang Free Zone (PKFZ) scandal and decide on its future
It is now nearly 5 months since the Parliament Public Accounts Committee has tabled its damning report on the RM12.5 billion Port Klang Free Zone (PKFZ) in parliament on 4 Nov 2009 where high profile political personalities, including a former Transport Minister, were implicated of abuse, criminal breach of trust and wrong-doings in the scandal.
The Attorney-General, Tan Sri Abdul Gani Patail had promised Malaysians that more will be charged soon, after 4 persons including a former senior civil servant, Datuk Paduka OC Phang were charged by 17 December last year.
The police had even taken the step to freeze all the assets worth hundreds of millions of Kuala Dimensi Sdn Bhd which is owned by Datuk Seri Tiong King Sing, a Barisan Nasional Sarawak tycoon cum politician since October last year.
The Deputy Prime Minister Tan Sri Muhyiddin Yassin had also assured Malaysians then that the Government “will not hesitate to act against anyone and we will not protect anyone”.
The Cabinet had also set up a “super” taskforce headed by the Government Chief Secretary, Tan Sri Mohd Sidek Hassan to look into various aspects of the scandal, including identifying wrong-doings, instilling good corporate governance as well as reviewing its business and operational viability back in September 2009. However, it appears that despite the multiple committees which has been set up by the Government which culminated in the “super” taskforce, both the actions against wrong-doers and business “turnaround” plan is still not concluded.
We would like to ask the Prime Minister, Datuk Seri Najib Abdul Razak, Tan Sri Abdul Gani Patail and the Transport Minister, Datuk Seri Ong Tee Keat if the resolve to bring to book the main culprits to book has completely waned, and the “big fishes” will quietly be let off the hook?
While the initial actions taken by the government to charge a few individuals were trumpeted as the Government’s strong commitment to fight against institutionalized corruption, their failure to date to take any follow up actions have proven that Datuk Seri Najib’s administration is all-bark and no-bite. It will serve as a major black mark against the “Government Transformation Programme” campaign where “fighting corruption” is the major pillar.
What is worse, the Government is attempting to cover up the non-viability of PKFZ with misleading positive media reports on its performance. Datuk Seri Ong Tee Keat had proudly announced in January this year that PKFZ “had returned” to the black with RM15 million in revenue and RM5.2 million in operational profits. He has however failed to mention the fact that the interest alone for the 4% soft loan worth RM4.632 billion granted by the Government to bail out the project costs PKFZ RM185 million per annum.
This means that PKFZ is far from turning around and its debt is only increasing by hundreds of millions by the year. In fact, the Government might well do better in its fight to contain its budget deficit by disposing of the project than to continue putting good money after bad investments in this case.
RM50 million to be shared by 10 MPs to cross over, meaning each MP will get RM5 million. That`s a lot of money, can afford to have another wife. But the RM50 million is small amount for the richest men who are willing to donate hoping to get reimbursement.
But where is integrity and honesty? Is accepting money by MP to cross over not corruption or sin in religions?

KUCHING: Parti Keadilan Rakyat (PKR) leaders can claim what they want but the party certainly will not be a threat to the Barisan National (BN) in the rural seats in the coming state election, Sarawak Progressive Democratic Party (SPDP) president Datuk Seri William Mawan Ikon said.
He said PKR leaders could say anything to boost their morale but come election time, they would have to prove themselves.

In actual fact nobody and/or party is a threat but our Native Customary Right Land and our Native Rights are already under-threat by BN conglomerate.
Both PKR & SPDP are political vehicles but the threat to the Dayaks is the wicked politicians who’re leading the BN that oppress, bulldoze, discriminate and marginalize the Dayaks and the peoples.
SPDP leaders could say anything to boost their morale and/or denying the facts of their split-party but the real threat to the Dayak’s rights have already been seen! I’m pretty sure JJM (PRS) is already laughing all his way now.
SPDP and/or BN cannot hide their 47 years of false-hope or ‘mee segera’ ideology and/or ‘politics of development policy’ or ‘bulldozer policy’ from the rakyat. The wicked evidences and exhibits can’t speak for itself but we can see, touch and feel it.
I’m asking the DL to think and re-think again of supporting the BN-Umno-Taib/CMS conglomerates instead help the Dayaks defend and protect their native customary land and indigenous rights.

PBB alone are holding more than half of the DUN seats and most are situated at fast emerging economic centre, new town and industrial area and that make it hard for these peoples to resist the BN. Politics of development plays crucial role here and if you don’t support it’s just like committing suicide. Peoples have committed themselves with buying new houses, cars and start small businesses and owing money from the banks. In order for them make repayment they have to support the gomen. If any of this area fall to the the oppositions development will definitely slow down and come to a stand still. There is a strong reason to support the BN and if not more will declare bankrupt.
For town and city seats are most given to the SUPP.Dominated by upper and middle class who always want an ambient business opportunity, good education centre, interested in relaxation of gomen taxes and jobs security. They need a strong gomen to get this through. It is again BN.
For rural areas more are given to SPDP,PRS and very much relying on the gomen aids. If possible everything must be F.O.C. and this is where MRP is mandatory. They have huge land but again still needs huge fund to develop, and it’s crucial to provide seminars and motivation talk on how to convince on the benefits of JV. This is very delicate parts because the opposition always taking advantage of the situations ( including DB ) as they want votes. The bottom line is only BN can solve the problems.
See DB when you know there is no alternatives to BN and why vote the oppositions.

Wake up changop4540, who said that there is no alternatives. Do you know why BN still govern the country, thats because of Sabah and Sarawak. If Sabah and Sarawak falls to PR. Will you thinks that BN can still govern the country. BN (umno) will be a history party.
In West Malaysia BN is already falling apart. Only Sabah and Sarawak keep them alive.

Mr. See or can’t really see clearly. What my friend Changop is saying above BN will remain strong because of the contributions from Sabah and Sarawak. PKR or PR or PCM will not able to have place in Sarawak because all seats are sure win for the BN. Base on that assessment BN negeri will once again act as a king maker at Putra Jaya.
The latest development where PKR are losing their MP’s also mark the beginning of its downfall. In the coming GE these seats will again back with the BN as they been neglected under the oppossition. The development only start to pouring in now with the defectors.

WHY CHOOSE ALTERNATIVE PLATFORM/ VOTE?
Let me be clear about what we think of Alternative Platfrom and/or Vote or reformation: do we want to keep the existing system or Change WE Must?
At a time when the evidence of people’s discontent with the way we do politics in Sarawak/Malaysia and for the last 47 years manifested itself to spread their politics of division, racist, extremism, nepotism, cronyism and hatred, how can this be right? Change IS Coming!
The time for reform of our system is to bring about a new politics which is long overdue. Our current electoral system must be allowed more effectively to express people’s dissatisfaction with fair and equitable humanitarian needs with the Sarawakian political class, as well as to vote positively for the party that best communicates their vision for how the country/state should be governed.
Clearly, the many expenses scandal has shown that the dewan itself desperately needs to Change. Some important measures should need little convincing – like an independent body to scrutinize YBs’ behavior, code of ethics and/or YB ten (10) commandments and set their pay.
Some necessary changes would be more radical – like recall elections for YBs who contravene standards of conduct (currently under discussion), and perhaps even Parliamentary/ DUN debates triggered by public petition, especially those which harness online tools of organization.
But perhaps the most crucial part of this is the way we should elect our representatives. For a while now, I have argued that we must move to a system of open primary elections to select the candidates from each party which focus on rakyat humanitarian and basic needs.
Alternative Platform (AP) and/or Alternative Vote (AV) preserves the vital link between a YB and their constituency that creating the sound basis for a good society required the clarity of a formal constitution, setting out the fundamental rights that people can expect, as well as their corresponding responsibilities.
In addition, our current Federal Constitution did not laid out the balance of power between Executive, Legislature and the people; basically there’s already an element of bias constitutional policy that benefit one race while living others at their mercy and some kind of understanding.
The Alternative Vote (AV) system of voting is where people rank candidates in order of preference (not bias), rather than selecting only one BN conglomerate thus would allow rakyat a choice closer to their own political opinions.

It would also mean that the rakyat would not have to cast negative votes for their ‘least worst option’, and instead vote positively for a candidate or party who reflects their views and needs, and the future of their next generation rights.
This AP or AV transition is vital to progressive politics
Creating a progressive consensus, as advocates of our current electoral system used to argue, can no longer be enough: the time has come for Change and a more ambitious progressive movement, which emotionally understands, and directly addresses, the grievances of the rakyat who feel abandoned by a political class or political elites they see as out-of-touch, and who are driven into the arms of extremists, racist, capitalist and fringe parties.
These Changes would represent an historic shift in our politics, and will require the widest possible debate to achieve consensus. For those who do not change when the time changes its sign. This one-sidedness rather lies uniquely and solely in the initial conditions forever.
We MUST Change to create a new political history for the rakyat!
But it has never been more pressing than to make these arguments. We need an AP and AV Electoral reform and a written constitution which could strengthen our democracy, our politics and our rakyat of all races.
Alternative Platform and Alternative Vote version would give the Rakyat Government a greater legitimacy, give Parliament and DUN wider representation, and begin the long overdue process of increase public engagement and enthusiasm for politics.

….the issue of PKR or BN loose or win is not our DB strugle.
DB want to remove or even eliminated from Sarawak soil the current corrupted practice, abusing or power, Violation of 18/20 points agreement, etc. These are far more important than just winning and loosing the election.
Dayak lama….We do not want our next generation to live in this kind of world.

Those PKR MP that resigned from the party does not carry weight because the rakyat does not follow them. The wind of change already in West Malaysia. The chances of PR going to Putrajaya is very high in GE13. Comes GE13 BN will fall terribly in West Malaysia.
Dayaklama do you see the alternative. If the PR have enough seat in West Malaysia, and Sarawak is under BN, after GE13 Sarawak will becomes an opposition state.
Please Dayaklama don’t lie to the Sarawakian.

Some suggested YBs Ten Commandments
The Ten (10) Commandments have existed for more than 3,500 years as an ethical guide for human behavior and are recognized by all three of the major monotheistic religions, Buddhism, Hinduism, Christianity, and Islam.
Whether or not one is a believer, the Commandments provide a commonsense guide to avoid adverse consequences in most decision making and conduct.
In order to reduce political chaos, the following suggestions are offered as discussion points for establishing a basic set of political standards.
Certainly, if these standards were being commonly adhered to, the irrelevant and random noise of the current presidential campaign might be reduced and we would hear less about lipstick on pigs and more about the critical issues facing our country in the next coming State 13th General Election.
I. Have no master before you except those who elect you.
Never forget whose trust you hold. Only citizens of Malaysia can vote in its elections, and corporations, irrespective of wealth and power, are not citizens.
YBs shall treat constituents, stakeholders and staffs as they themselves would wish to be treated—with genuine respect and good manners
II. Look at the big picture and visual the future.
Just like playing chess, political statements, decisions and acts must be based not just upon the immediate situation or motivation, but on how they conform to everything known about the issues and the probable consequences.
If not enough is known, then gather more data before speaking or acting.
III. Create holistic, thoughtful, accountable and effective policies.
Among other things, policy for the people is based upon traditions, experience, practice, law and commonsense. It serves as a logical guide for decision making and the creation of programs.
Modify policy to suit people humanitarian needs when circumstances change or when more is learned. YBs hold the executive to account, regardless of party affiliation for and on behalf of the people of Malaysia.
IV. Don’t be stupid; empower intelligent and courage.
Accept proven facts, and reject unproven beliefs. Engage brain before putting mouth in motion. YBs be able to demonstrate independence of mind and think beyond reality. YBs should be transparent, open, flexible, approachable and engaging, and take advantage of all available channels
V. Don’t tell lies and/or false hope.
Respect, honor and value the truth. Say what you mean and mean what you say. Be honest and transparent with the voters!
VI. Follow the Rule of Justice.
Follow the rule of law and/or change the law that benefit all rights. Ignore the law at your peril. YBs not outsource your judgement, independence or opinions to the chief whip.
VII. Don’t be greedy and selfish.
Don’t steal or take away what doesn’t belong to you or your government. YBs shall not enter the political arena for personal gain.
YBs should not give publicly-funded jobs to family or household members. Recruit openly instead, and advertise locally
VIII. Respect and care for others.
The cultures and beliefs of others are special to them and must be respectfully considered in the decisions and actions that affect them. Have empathy for others and the pain and hardships they suffer.
IX. Don’t hurt, abandon, destroy or kill others.
There may be some legitimacy in unavoidable self defense, but an unprovoked attack is always the mark of a cowardly bully.
X. Follow the Golden Rule.
The Rule, in one form or another, is a basic part of all religions and has a foundation in ancient Greek philosophies, including that of Epictetus, “What thou avoidest suffering thyself seek not to impose on others.”
Do what you promised to do in your manifesto.
Conclusion
So honorable YBs, if you can’t commit on all the above 10 Commandments then you either relief yourself from it or find another suitable job elsewhere.
