When Sarawak Chief Minister said ” Chances will be given based on merits, not race or religion” it is a reminder of how sweet words will come out of mouth and how we suffer from his evil doing in Sarawak. Does merit mean you are his siblings or his childrens or a member of his crony?
On the second point – Race
The Chief Minister has almost no place for Dayak. Why did he grabs Dayak land, force Dayak out of their ancestral domain and refused to grant title over land that belong to Dayak?
Then we look at how his cabinet is formed with the centre of power built around his race bias crony. Dr James might count himself to be Taib’s friend but when you are not given important position except in name as Senior Minister and do not have the budget allocation and level in making decision for the Ministry he held then the question of we ask what degree of friendship exist between the two.
I can never have enough of the racial bias based approach of both the Federal and the State Civil Service. Then reminded me of the agreement before the formation of Malaysia, the Borneonization of the Federal civil Service. Has that been forgotten?
The scenario as we see today is the domination of the civil service and in particular the State Civil Service where the minority control the majority. Are we not racially bias by such show of evidence? We can pick any department or the strata of organization and senior position it is clear that the government machinery is racist in nature. The government offices is fill-up with racist implementation of racial policies. Why talk about racial quota when there is none – as in the recruitment into the civil service?
A racist based Civil Service will deliver racist products and services. That is the very reason why the CM statement is made to sound sweet when the actual exposure and experience we have in everyday live is BITTER. We are bitter of the BN government because it is racist. The multi-racial component party members in BN is a farce to legitimize racist government.
Freedom to practice your religion of choice
If this is so then we should have a Ministry or at least a department that will look into the needs of the other faith in Sarawak. We have Daud as Assistant Minister in the CM office for Islamic Affair but then why don’t we have another Assistant Minister for those who are non Muslim. In Sarawak, Islam is NOT the State religion and the numbers of Muslim are small compared to the others. There is more reason to have a ministry for Religious Affair rather then confining the work to Islam only. CM is playing with words and not wanting to recognize that the fact is otherwise.
I was even thinking that if all those money that we spent on building grandiose mosque and even surau were to be used to build hospital and clinics, we would have one of the best health and medicare care service in ASEAN. Why is it not possible for muslim to build their own mosque and surau like others who have to build their own temples and churches? Is that a given right? If that is so why are the native Dayak not given allocation and have policies to look after their own belief system? Even the Rumah Dayak in Satok is held down by the authority so that it cannot be built until completion.
We spent too much money and time on “symbol” and less on building things and programs that actually benefit “all” of the people of Sarawak. I made such statement based on CM message that in Sarawak the Government is fair to everybody and all societies included. But is that the truth?
Mission and Chinese education
There is no Dayak school teaching in 100% Iban in Sarawak. There are some school that teaches Iban language and even that the intake of Iban language teachers to the Teacher’s Training Institution is limited. This is true as the intake into the teacher’s university in Tg Malim is a testimony of such practice.
Worst still, even schools with 100% Dayak Penan collapsed in rural Sarawak for lack of fund for maintenance. There are many more schools with similar condition in rural Sarawak. So why talk only of mission schools and chinese schools when even the Government schools many are in unsafe condition from its structure and including the equipment.
Why are getting so many muslim teachers into our Dayak rural schools including ustaz? Is that not an effort the change the value system of Dayak from young age? We cannot accept such interference by the government into our life. Choice of religion is a choice and not a privilege of the government to decide for Dayak.
Conclusion
The Chief minister who for 30 years ruled Sarawak promised that Sarawak would be one of the most develop state in Malaysia. He said that 20 years ago. To day Sarawak is the third poorest state in Malaysia slightly above Sabah and Kedah. Now he promised again that Sarawak would be the richest and most develop state in 2030. That is a big BULLSHIT from the CM when we all have live and travel in Malaya and knows how far Malaya advance compared to Sarawak.
I would say this, within 20 years Taib has made himself the richest man in Malaysia nad that by 2030 he would aspire to be the richest man in the world – BUT not SARAWAK. Taib’s plunder will leave a large footprint of his rule in Sarawak. That is more reason why we should go for change or UBAH as a political slogan. We have enough of BN and Taib. What keep them in power is by keeping the people uneducated and keep them away from liquidating their assets through non issuance of land titles and also the greed or BN supporters for money. In most cases the BN propaganda has work magic. The good thing is we can still make amendment through UBAH meh! Ubah will break the magical spell.

Especially for my friend “puzzleman,”
There are people in this world who still value and uphold honour and integrity. They hope to leave this world with a positive legacy, however small it may be. In the context of Dayaks, they believe their contribution means equitable distribution of wealth between various races and between various strata of society.
I am not in Afghanistan but I have seen and heard enough from both BN and the opposition politicians.
I have seen Nik Aziz’s house in Kota Baru and I have seen Taib’s house (though very well hidden). I have seen Lim Guan Eng’s house and I have seen Jabu’s house. I also know whose school-going children are splashing RM millions in Melbourne and London; doubtful spending based solely on their dads’ ministerial salaries. The internet disclosures are not without basis, especially when their pictures have gone viral in the cyberworld.
Yet it is not out of envy or hatred I join in this hope for a better Malaysia, in particular a better future for Dayak. Maybe many of us here are naive, simplistic or are unrealistic, but it is against our God-given conscience to see the Dayak poor continue to be discriminated by the very people who are supposed to represent them.
For example, just last month, about 20 Tuai Rumah made a police report against timber thieves – just where are their ADUN and MP representatives? Have we seen such incidences in Malay dominated areas in Malaya? None, yet in Dayak areas, representatives are elected but not to represent them. This pose the question: Why on earth did they want to be elected? Your answer about richest typifies a BN’s representative/Minister answer.
During the last Budget speech, Prime Minister Najib allocated RM400 million to upgrade water supply in Felda. 2 months ago he allocated RM40 million for Felda Settlers to upgrade their homes. He also allocated RM300 million for Nelayan. Where is the “Dayak allocation” in the last budget speech?
I presume you are an Iban, but sadly your sentiment as an Iban, as a Dayak has completely eroded. Please get that restored and start to think like one.
If we want to get the support of the Malays of Sarawak, then we should also think of their predicament. Sarawak Malays is different than those in Semenanjung. They are no better than the Dayak. In fact, if we care to look carefully, they are even poorer than the Dayak. They don’t have lands since most of them live in the coastal areas. The small lands they have are mostly swamp.
Taib is blinding and dumbing the rayats with all those flowery promises, to stay in power to cheat the rayats of all the state’s wealth and riches.
I’m sure if he is dethroned, he will be residing abroad (probably in Lebanon) with all the riches together will his attractive wife.
Sad to say,if we don’t change the Gov’t for the better, without doubt the Dayaks will suffer most, disgraced and abandoned of their land through big companies under the pretext of investing in major projects.
Soon UMNO will flood into Sarawak dominating our state. We are quite vulnerable and fragile, unless we Dayaks dominate and strengthen our VOICE in politics for greater autonomy.
Any party that fights for our cause …??

Taib and his families and immediate relatives,his cronies and chinese timber tycoons and plantation owners who has been enriching themselves raping the wealth of rich Sarawak resources are the principal obstacle to the change for better living existence for the majority of the citizens of Sarawak in general and Dayak in particular.
The downtrodden citizens of Sarawak and the majority poor marginalized Dayaks must come together as one to become the principal instrument by which this principal obstacle would be brought down or overthrown.The people must distinguish the trivial and the important,the essential and the secondary.The time has come for the Dayak to act and the scoundrels must be punished.

Definetely based on Gerinang’s comments, he will be VERY VERY HAPPY to see Sarawkian and dayaks in particulars to remain backward and poor so that he and his BN Masters can continue on to manipulate and deceive them forever and ever amen.
I strongly support every statement made by the writer above.
Other dayak leaders should be brave like the writer to voice out our complaints against the racist govt led by taib.
We re not against the Malay/Melanau race (as general) but blame BN govt leaders who made the selection of govt officers from the two groups to implement bias policies against dayaks.
My suggestions:
1. Dayaks thru NGOs should demo at every govt dept/office/ agency that discriminate dayaks (in recruitment).
2. Dayaks thru NGOs should hold demo at state assembly in protest of taib led govt bias against dayaks.
3. The food suppliers for rural schools where students are 90% dayaks, the contract must be awarded to dayaks. If not make protest at divisional education office.
4. No Ustaz should be allowed to give counseling at schools where 90% of the students are dayak.
5. Sjung teachers should NOT be allowed to teach at dayak majority areas more than 2yrs. The govt must recruit locals to replace those teachers.
6. All dayak NGOs should come in full force to support any native fight the court cases involve NCR lands against companies issued with PL by the govt.
Dayaks should not hide themselves from the systematic marginalization of the ethnic by BN govt. Enough is enough. We must show our solidarity to fight for our cause. Malay proverb says, ‘biar putih tulang jangan putih mata’.
Why DAP not PKR or PAS or SNAP or STAR? Why PKR not other opposition parties (or PR)?

I agree that Sarawak Malays are not better than Dayaks. Many of my Malay relatives are actually poorer than the Dayaks.
DayakBaru forum speaks from the platform of Dayaks speaking about Dayak issues, though in “poverty” case, Dayak and Malay issues entwined. However no one can deny the enforcement of discriminatory policies of Putra Jaya. For example, this article highlights the imbalance within the Civil Service. The Prime Minister’s Department is the showcase: there are 31,297 Malays, 797 Chinese, 412 Ibans and 279 Bidayuhs.
I don’t want to touch on religion as it can be considered “sensitive.” My own assessment is that Malays are some of the most friendly, kind and considerate people. Therefore the “ketuanan Melayu” mantra is foreign, and not of Malay culture. Enough said and I hope it has not lost its meaning.
Dayaks and Malays must stand and look at ourselves from a wider angle. We can trace ourselves to a common ancestry. We share more than 50% common words, mannerism and even folklores. The division we see today is the result of foreign cultures, augmented by the greed and hypocrisy of B/Nipu leadership. They talk about eradication of poverty (membasmi kemiskinan) whereas they live in million dollar mansions.
Together we can join hands and remove the divisive and corrupt culture of Barisan Nipu.

Sometime we hear ceramah and sermons from the Surau loudspeaker,and,the speaker talk about the enemies of Islam.
It is blogging the mind that building a house of worship, the House of Allah,House of God teh surau or mesjid, that muslim talk about their enemies?
Does this not show how unfaithful muslim are to God Allah? Unless of course they believe in the same God as the cruel and sadist God of the Jews.
It is also mind blogging that most holy books describes the killing and butchering,raping of and subjugation of their enemies and the story goes for example, in the Old Bible of jews championing their victory over their enemies,at one time Moses order his general to kill all their enemies women and children included.The general defeated and kill their enemies by the thousand but did not kill all the women and brought them back.Moses was furious with his general and order them kill except the virgin women to be taken as a prize.What a cruel prophet Moses was as describe in the bible that he sanctioned butchering and debauchery.
So no wonder there was this kind of talk in the Surau,the House of God,and,the muslim also regarded believe Prophet Moses(cruel prophet).So the talk about the enemies of muslim will lead to the marginalisation of non muslims.
Likewise the Dayak had also fallen into similar trap,and by believing in a new religion,the God of which was the same God as the Jews,the cruel Moses’s God,and just like a flock of sheeps following others not knowing the real history of an alien religion.
This worsen the Dayak condition for unity and create or split Dayak into many groups and the present condition of Dayak disunity.The result is the gradual loss of our natural instinct to survive as a group,the loss of our sameness and our collective consciousness that Dayak has hold on to for thousand of years has been shaken to the core and endangered all the indigenous native into losing their culture and tradition or in some cases extinction.
This has happen throughout the world-in the continent of North and South America because of the consciousness that our ancestor shared is no longer there in us.This has already happened and especially in the longhouse the people who accept new religion felt more elitist than those who stay their forefathers God,the Iban named PETARA.
Accepting a new religion some Dayak who knew nothing about the bible think they were better than the rest and blindly they saw God in their own image and think God piss and shit like us too! and whatever imagination,maybe God drive a car,(i hope,so he knows the condition of Sarawak’s road and surely God curse Taib too1?. The Sarawakian said Dr John statement was racist, I do not think so. His points were more on how DAYAK, especially the IBAN being discriminated by the MALAYS in general.
When we say the MALAYS, of course UMNO is the boss, but UMNO is talking INCLUDING THE WHOLE MALAY MUSLIM WORLD regardless whether you are in MALAYA or in SARAWAK. This is not fair if you said Dr John is racist, because when PERKASA talk about MALAY MUSLIM very soon they will have JATI; they NEVER segregate or differentiate between MALAY MALAYA and MALAY SARAWAK.
We Dayak has been suffered for so long, as long as our History fight the INTRUDER which was begun since BROOKE time and now MALAYA era become the intruder supported by their breed and our dayak traitors. How much longer we have to suffer? We were discriminated in all areas, now, most of Iban were exist without land, even if they have land, there is no official documents recognised by the Government it is belong to them, the land without title.
You can see thousand of Ibans/Dayak being scatted all over MALAYA and overseas just for the sake of survival, at home here in Sarawak, what opportunities has been given to US??? Why are we being differentiate by RACE AND RELIGION why not JUST SARAWAKIAN if you think that all SARAWAKIAN should be EQUAL??
Now, if we all think that UMNO/MALAYA being treated SARAWAKIAN badly, what has been done by our State government to protect the interest of all Sarawakian, especially or the most important ARE JOB/EMPLOYMENT/BUSINESS OPPORTUNITY/NATURAL RESOURCES/SUPPORT AND GUIDIANCE/TRAINING AND ASSISTANCE just the same way Federal Government support the MALAYS.
Why all the time when the NON-MALAYS or the NON-MUSLIM talk about their grievances and problem, the MALAYS always call them RACIST?? This is very obvious, whenever the Ibans keep on talking and complaining about their lives and future, the MALAYS always very observance.

JBA’s write up is not racist at all. In fact he revealed the truth, nothing more, nothing less but the whole truth. What s wrong when someone speaks the truth?
Some of govt offices are aliens to swakians. Only one race sitting on the office and make you think that you re in the alien world. Worst is bank rakyat, bank Islam, bank muamalat- you only see penguins (perempuan bungkus).
Now is common to hear iban complaining and say something like, ‘nadai meda bansa iban agi ba opis perintah diatu…semua Laut megai ari atas sampai ke baruh pangkat. Enti bisi iban angka tukang sapu’
To me it s better to spit it out (the truth) than to keep it to yourself and worst try to hide something for the sake of maintaining peace among races- once it boils hard, it can explode beyond control.
Never compare JBA with Perkasa Ibrahim Ali. They re never the same. Yes, Ibrahim is truly racist- he hates all msians except Perkasa & UMNO members. Only these two deserve to work, sleep & eat in msia- the rest are their enemies & foreigners.
Whereas JBA, he speaks about bn govt obvious discrimination against dayaks. Highlight about BN govt stealing dayaks’ NCR lands. Talked about BN denied dayaks of basic infrastructure & amenities. BN deprivation of dayaks in job opportunities, businesses, education, freedom of religion etc.
I hope BN supporters could see the big differences.

Pemandu claims improvement in overall graft scores

Idris Jala’s team says that when several credible reports are averaged, Malaysia is doing better in the fight against graft.
KUALA LUMPUR, Nov 1 — Pemandu today defended its CEO Datuk Seri Idris Jala’s view that Malaysia was “on the right track” in its corruption fight, ignoring the Transparency International (TI) report which stated the opposite.
The Performance Management and Delivery Unit (Pemandu) pointed to other corruption perception surveys by “reputable international organisations” which indicated Malaysia improving in its graft fight. Malaysia dropped slightly from 4.5 to 4.4 in TI’s annual Corruption Perception Index (CPI).
In a statement today, Pemandu said that in the past year, Malaysia had bettered its graft score from 5.2 to 6.3 in the IMD World Competitiveness Yearbook, from 3.6 to 4.6 in the Political and Economic Risk Consultancy’s (PERC) Asian Intelligence Newsletter and from 4.5 to 4.6 in the World Economic Forum’s (WEF) Global Competitiveness Report.
“If we take the average score of the four surveys, it is clear that Malaysia’s index has improved from 4.45 in 2009 to 4.975 in 2010,” the statement continued.
Last Thursday, Idris insisted that the government was still on track in tackling corruption despite Malaysia continuing to score poorly on the CPI.
He downplayed the graft watchdog’s findings, claiming that Malaysia’s CPI score “essentially” remained the same this year and did not reflect the government’s progress in combating corruption.
“Although this score is not quite a case for celebration, it need not be seen as a negative development,” Idris had said in a statement.
The CPI released last Tuesday showed that Malaysia’s score dipped further this year, from 4.5 to 4.4 out of 10 — with 10 being the least corrupt — after the country experienced its worse ranking ever last year.
The annual TI CPI measures how corrupt a country’s public sector is based on data sourced from 13 different polls and surveys from 10 independent institutions over a period of two years.
The three least corrupt countries in the world were, in order, Denmark, New Zealand and Singapore.
Malaysia’s previous worst scores below 5 were 4.8 in 2000, 4.9 in 2002 and 4.5 last year.
The country’s ranking puts it on par with Namibia and Turkey.
In releasing its report, TI had said the Najib Administration still lacked the political will to weed out corruption and stressed that steps must be taken to tackle problems with implementation.
Despite government efforts to fight corruption, the Malaysian Anti-Corruption Agency’s (MACC) inability to prosecute “big fish,” lack of progress in the Port Klang Free Zone (PKFZ) fiasco, inaction by the Attorney-General’s Chambers in the “Lingam tapes” case, and contracts without open tender have continued to haunt public perception.
“We acknowledge that if one were to look only at Transparency International’s Corruption Perception Index, there is a slight reduction. We need to do a lot more work. However, if one were to look at the outcome of the other 3 surveys on corruption in Malaysia by reputable organisations, then the score clearly shows that there are improvements.
“Hence, Dato Sri Idris Jala said that on corruption efforts, we are the right track. Furthermore, it should be clarified that Transparency International CPI for 2010 takes into account 9 surveys which were conducted between January to December 2009 and January to September 2010. Our NKRA work on corruption only began in January 2010 after the GTP Roadmap launch on 28 January 2010 and therefore, the CPI surveys conducted in 2009 do not reflect the NKRA work which only began in 2010,” said Pemandu in a statement today.

Pemandu blames new measurement method for poorer graft score

KUALA LUMPUR, Dec 1 — Malaysia’s corruption score would have improved to 4.5 if Transparency International (TI) had not included a new measure which dragged down overall performance, the government’s efficiency unit said today.
“TI’s Bribe Payer Index (BPI) was conducted only in 28 countries. This is the 1st time this has been introduced into the CPI,” the Performance Management and Delivery Unit (Pemandu) said on its @gtp_roadmap Twitter account for its Government Transformation Programme (GTP) section that covers anti-graft programmes.
“BPI is a new survey conducted to measure the propensity of Msians paying bribe to parties outside of Msia. If BPI was not taken into account, Msia’s score would jump to 4.5 and the country ranking would remain at 56.”
Malaysia’s Corruption Perception Index (CPI) score has worsened for the third consecutive year to 4.3 from 4.4 in 2010, according to a report released by TI’s Malaysian chapter today.
Malaysia’s country ranking also fell to 60 out of 183 countries — between Saudi Arabia and Cuba — from 56 out of 178 last year.
It remained the third-least corrupt nation in Asean after Singapore (9.2) and Brunei (5.2), with Thailand (3.4) and Indonesia (3.0) following in fourth and fifth places respectively.
Pemandu also said Malaysia had increased scores in key surveys like the PERC Asian Intelligence Survey, WEF Executive Opinion Survey and Bertelsmann Transformation Index, which are aggregated into the CPI score.
It promised Putrajaya would work harder to stamp out large-scale corruption after having achieved “encouraging” results in TI’s Corruption Barometer (CB), which measures public perception of graft.
“On a day to day basis, while people continue to deal w petty corruption, many of these issues are being tackled,” it quoted chief executive Datuk Seri Idris Jala as saying.
“Now, more than ever, the focus has to shift to dealing with grand corruption.”
According to the CB, 49 per cent of Malaysians thought the government’s efforts to fight corruption were effective or very effective, up a touch from 48 per cent last year.
However, the number of respondents who felt Putrajaya’s long-running battle against graft was ineffective or very ineffective rose five points to 25 per cent.
Members of the public saw the police and political parties as the most corrupt institutions, with the police named as the most likely recipient of bribes in the past 12 months.
TI’s CPI is an aggregate measure of the degree to which corruption is perceived to exist in the public sector which draws on 17 surveys and country assessments from 13 different independent institutions.
Two-thirds of the 183 countries surveyed this year achieved a score of less than 5.0.
New Zealand (9.5), Denmark (9.4), Finland (9.4), Sweden (9.3) and Singapore (9.2) were ranked the least corrupt nations in the world, while Somalia (1.0), North Korea (1.0), Myanmar (1.5) and Afghanistan (1.5) were the most corrupt.

Taib’s son awarded millions in govt contracts

KUCHING: For the past five years, Chief Minister Taib Mahmud’s son Abu Bekir has been the main beneficiary of millions of ringgit worth of government contracts awarded by the state government.
Confirming widely speculated rumours here, the state government recently disclosed in its written answer to a DAP assemblyman that most contracts were awarded without an open tender being called.
The contracts were awarded to two companies – Titanium Project Management Sdn Bhd and Woodville Construction Sdn Bhd.
Titanium is linked to Abu Bekir.
The revelations, according to Kota Sentosa assemblyman Chong Chieng Jen, were “really shocking”.
“These details which are contained in the answers to my questions (submitted to the State Legislative Assembly) are really shocking,” he said.
Chong, who is also state DAP secretary, had put in his questions during the assembly’s June sitting.
He had written to ask the State Infrastructure Development and Communications Minister for a list of all contractors awarded by the state and federal governments for the construction and completion of bridges in Sarawak in 2007, 2008, 2009, 2010 and 2011.
He had also asked for the respective contract sums and actual sums of each bridge.
Contracts to Titanium
Chong also wanted to know whether the awards of these contracts were carried out pursuant to an open tender process and, if so, what were the criteria and consideration for appointment of these contractors as the main contractors for these bridges.
“Basically, there are two companies given the state projects to build bridges in Sarawak without open tender.
“One was Woodville Construction which is owned by Shin Yang group of companies and the other was Titanium Project Management which is owned by Abu Bekir, son of the chief minister,” he said.
Woodville Construction was given two projects worth RM217,500,000 while Titanium Project Management was awarded one contract.
In 2008, the Titanium Project Management was awarded a contract to design, construct and complete bridges and culverts to replace temporary and semi-permanent council bridges and some Public Work Department bridges in Sarawak.
“Under this contract, a few hundred bridges were given to Titanium Project Management to construct, and the value of the contract is RM1,178,410,000,” he said, pointing out that this was “almost a monopoly” in the construction of bridges.
“What is shocking is that the state projects were awarded to Abu Bekir and Shin Yang companies not through open tenders unlike the federal projects.
“This is totally against the principle of fairness and transparency in awarding government contracts.
“If you remember in 2001, the government contract was given to Titanium Management to construct 384 bridges at the cost of RM500 million.
“In 2006, the company constructed only 332 bridges or about 80 percent of the bridges, but the government has to pay the company RM948 million,” he said.
Corrupt practices
According to Chong, in 2008 the government again awarded another contract to Titanium.
This time the contract was awarded to Titanium Project Management.
“Although it is a different name, it is the same company with the word ‘Project’ added to its name with the same constitution and the same shareholders.
“This is an abuse of power and an unfair government practice that is cutting off other contractors from doing government works.
“I think the State Infrastructure Development and Communication Minister Michael Manyin has a lot of explanation to make to the people of Sarawak,” said Chong.
He described the whole process of awarding these contracts by the state government as “smacking of corrupt practices”.
When asked if the opposition would lodge a report on the issue with the Malaysian Anti-Corruption Commission (MACC), Chong said: “Is there any use?
“There is no point to lodge a report as MACC has made its position very clear that binoculars that could be purchased for RM5,000 each and were charged at RM50,000 apiece is not corruption.”
Chong was referring to the Auditor-General’s Report 2010 which disclosed that binoculars purchased by the Marine Department was charged RM50,000 each instead of RM5,000 as it should have been.
“If that is not corruption, I don’t know what corruption is. But the MACC ruled that it is not corruption,” he said, drawing a comparison between this issue and the Teoh Beng Hock case.
‘MACC, a BN political tool’
Chong said Teoh had allegedly spent RM2,000 to buy and distribute Malaysian flags and the MACC interrogated him throughout the night and forced him to commit suicide.
“If you compare this case with Teoh’s, you can see a stark difference in the treatment,” he said.
Chong said that although there was a prima facie corruption case, the MACC did not open any file or investigate.
“They just brushed off the case.
“Judging by the way it (MACC) conducts itself, it appears that MACC is a political tool of Barisan Nasional to oppress the opposition, while condoning such acts of abuse of public funds by the BN government,” he said.

PTPTN: We’ve given out RM37b since our start

TEMERLOH, Dec 25 — The National Higher Education Fund Corporation (PTPTN) has given out RM37 billion in loans to students since its establishment in 1997 until November this year.
Its chairman Datuk Ismail Mohamed Said said with the loans, 1.7 million students were able to further their studies at public and private higher learning institutions.
“However, only 77 per cent of the recipients repay their loans after completing their studies,” he said after presenting school uniforms and bags to excellent students as well as poor students in the Kuala Krau parliamentary constituency, here, today.
He lamented that 191,262 borrowers had never paid back their loans despite being issued with several reminders and summons notices.
“Voluntary repayment of loans through salary deductions, bank standing instructions and online is seen to be ineffective.
“So we hope the proposed amendments to the PTPTN Act 1997, making it compulsory for borrowers to repay their study loans through salary deductions, can be implemented from next year,” he said.
Ismail said for this year, PTPTN targeted to receive RM5 billion in loan repayments but until November, only RM4.8 billion was received. — Bernama

Student didn’t apply for PTPTN loan but billed RM25,000

A 34-year-old manager with a wood-based company was shocked when she received three statements from the National Higher Education Fund Corporation (PTPTN) last December, stating that she has borrowed RM25,000.
The statements stated that five payments of RM5,000 each had been made to Tee Chai Chin from 2001 to 2003, ostensibly while she was a student at the Universiti Tun Abdul Razak (Unitar), a local private university. However, Tee said she had only attended classes for one semester from July 2000, and had never applied for a PTPTN loan.
She had signed up for a four-year business administration bachelor’s degree course but could only complete one semester because she could not keep up with both work and study. Tee said she called up PTPTN and was told that her particulars in its statements had been provided by Unitar. She then took the advice of a PTPTN official to write to PTPTN and Unitar to seek clarification.
Last month, she received a copy of a letter from Unitar, addressed to PTPTN. The letter dated Jan 20 and entitled ‘Refund of students’ loan’ listed the names of Tee and 25 others, their identity card numbers and the outstanding amount of their ‘loan’ ranging between RM4,600 and RM25,572. “The following students (listed in the letter) have terminated their studies at Unitar. We hereby attach a cheque for RM446,783.07 as the balance of loan held by Unitar for the students,” stated the letter, a copy which was made available to malaysiakini.
The letter showed that Unitar refunded RM24,619 as ‘balance of loan’ on Tee’s behalf to PTPTN, but there were no details to explain the discrepancy in the figure – given that Tee was said to have borrowed RM25,000.
“All these years I have never received any payment or statement from PTPTN until last December. I have no clue as to what has transpired as I never signed any agreement with PTPTN and I paid for my tuition fee for that semester,” said an infuriated Tee. “This is very unfair. I believe there is corruption involved. I hold Unitar and the PTPTN management responsible for this.”
She alleged her particulars had been misused without her consent, but was not sure whether the other 25 ex-Unitar students were in a similar predicament. “PTPTN has said it has an outstanding arrears of RM7 billion owed by loan defaulters, but has it considered the possibility that the defaulters might had their particulars misused?” Tee asked.
PTPTN, Unitar response
Responding, PTPTN’s enforcement and collection head Mohd Rusdi Ismail stressed that the corporation would not issue any loan without any agreement signed between student and PTPTN, as well as the university’s verification of the student status to support the application. Prior to 2003, the PTPTN loan was channeled to applicants through their university, which is responsible for disbursing the money to students after deducting their tuition fees. It is also obliged to verify the status of the students before each disbursement.
The system was changed after students complained about delays in disbursement. The corporation now banks in the payment directly into the applicant’s bank account Unitar president Dr Syed Othman Alhabashi denied the university has misused students’ particulars to apply for the education loan in order to pocket the money. He also ruled out initiating an internal probe into Tee’s allegations.
“I doubt it (the allegation)… it is impossible. Why should we (do so)? We are very transparent. But the question now is whether is she liable to pay the money. If we have settled it for her already, then there is nothing to complain about,” he said when met at the university. Unitar vice-president Dr Sheikh Ghazali Abod, who oversees the university’s operations, said that Tee could not have made use of the ‘loan’ since she was in the university for just four months – and approval of loan applications to PTPTN usually takes more than that.
However he could not explain why Tee had received the PTPTN statements.
“Even in the ‘worst case scenario’ that her identity was misused and her signature was forged, she would have been informed at a certain stage during that period (2001-2003),” he said. “But many students do not inform the university when they drop out, partly because we operate on a ‘virtual university’ concept. (Since we are unaware of their status), the university still considers them to be students.”
When contacted for a response, Tee said she did not inform Unitar that she had dropped out, but insisted that this does not change the situation as to why she is listed as a borrower.
Issue of refund
Asked about the refund of half a million ringgit to PTPTN, Sheikh Ghazali said this represented the amount withheld by the university in the case of students who failed or who had terminated their studies. He claimed there was no connection between the refund and Tee’s complaint letter.
A subsequent check by malaysiakini at the PTPTN office on Tuesday revealed that Tee’s status was still listed as having defaulted on RM25,000. The check also showed a similar result for another ex-Unitar student who was listed among the 26 in the Unitar letter dated Jan 20.
According to an employee at the enquiry counter, the data in the system is up to date and that it usually takes a maximum of three days for any new payments to be recorded. When told of the results of the check, Tee vowed to pursue the matter, saying: “I felt I have been cheated.”
Unitar was set up in 1997 as the country’s first Multimedia Super Corridor-status virtual university. It provides education though online technology and facilitator-based tutorials or academic meetings. The chancellor is Rahah Mohd Noah, mother of Deputy Prime Minister Najib Abdul Razak and wife of Malaysia’s second prime minister, the late Abdul Razak Hussein.
The university is wholly owned by public listed company KUB Malaysia Bhd, whose chairperson Hassan Harun is also Unitar chairman and a former Umno supreme council member. He has been a member of the PTPTN board of directors since 1998.

115 loan defaulters charged

The National Higher Education Fund (PTPTN) will take several thousands of former students to court over their failure to settle their study loans.
Contacted today, PTPTN chief executive officer Yunos Abdul Ghani said these students had not settled their debts despite three legal notices being issued.
“Students from the 1997-2004 batch will face court action for failing to pay their loans following a (third) legal notice being sent to them,” he added.
He said the former students who received the third legal notice were required to settle their debts within two weeks.
Yunos reiterated that those who cannot afford to do so should come forward and explain their situation. He said they should provide valid evidence and logical reasons.
Declare bankrupt
As for those who did not receive the legal notices, he said these students should get in touch with the PTPTN.
“For instance, if they have changed their address, they should have inform us about it, because it is their duty to inform us, if not we will never know,” he added.
He said those who did not receive the legal notices must settle their debts or face legal action as well.
Meanwhile, Nanyang Siang Pau reported yesterday that 115 students had been charged in court over this issue.
Yunos said PTPTN will consider having those who still refuse to pay as being declared bankrupt but stressed that it would be the last resort.
About RM600 million was loaned out to the first batch of students in 1997 and of this only RM270 million has been successfully collected from these students.
As for the overall figures, Yunos said PTPTN is still processing this.
The financial aid programme was established in 1997 and is mainly focused on students who have gained admission to local universities but are unable to further their studies due to financial constraints.

Some 300,000 youths nationwide are still actively looking for jobs, says Deputy Human Resource Minister Maznah Mazlan. Some are already employed but are looking for better jobs which offered better pay, Deputy Human Resource Minister Maznah Mazlan said in Jalau, Sarawak today.
She had earlier launched the Meluan state constituency’s Sarawak Youth Carnival 201l at the Meradong/Julau District Council Carpark, aimed at helping jobless youths. “Jobless youths should register online with the jobsmalaysia portal. There are currently about 500,000 vacancies advertised on the website by some 30,000 employers and most of them are in the service and production sector,” she told Bernama after the function.
“Through this free portal, you can search for the job you desire and even apply online if you come across one that interest you. But my advise is for them to check the portal regularly to see if there was response from potential employers or if their applications had been successful.” She said some 3,413 youth in the state had registered themselves with it and up to February this year, some 628 had found the jobs they wanted.
Unemployment at manageable level
On the problem of unemployment among youths in the country she said it was at still at manageable level. She added a small number of them were overly choosy in their preferences based on studies made by local universities on the marketability of their graduates.
“Some shun what they consider lowly paid jobs in relation to their academic qualification. Others want jobs that are available locally and do not want to be transferred to the Peninsular, for instance,” she said. Maznah said under the Tenth Malaysia Plan, the government had set aside RM500 million to train youths in various skills training in over 300 training centres nationwide.- Bernama

Our BN YBs are not exactly the channel to voice our predicament to the government. We are sure that serving the rakyat is not their top priority. We know that they are much more interested in self glorification and self enrichment. We know that they are selfish!

Dr. Maximus Ongkilili dares to say something against the attorney general of Sabah and the state government. He dares to say that AG was wrong in his interpretation of the land code in respect of NCR land in Sabah.
In Sarawak, none of the Dayak leaders in state Barisan Nasional dares to say anything against the AG of Sarawak and the Chief Minister for not only wrongly interpreting the Sarawak Land Code in respect of the NCR land, but also for refusing to accept the decision of the Court including the Apex court.
The AG, who is very much anti-Dayaks owing NCR land always argues in the Court that NCR land does not include “Pemakai menua” and “Pulau galau”. He just refuses to accept the Apex court decision on this.
In the court one after another of the NCR land cases are won by the native landowners through lawyers like Baru Bian, See Chee How, Paul Raja, John Antau and Harrison Ngau to name of the few brave lawyers.
But where are our Dayak ministers and Dayak elected representatives? Don’t they have any conscience when they know that some of the NCR landowners are their grand-parents, parents, brothers and relatives whose lands have been taken away and given to oil palm and timber companies?
Not only they don’t hear their cries for help, but they are part and parcel of the state government’s tools and mercenaries (or Ghurkha soldiers as Edwin Dundang, former SNAP President described them). (Ghurkha soldiers are employed by some Sultans to protect them from their own people).
I recall in June 2000 sitting of the state legislative assembly during which the state government passed an amendment to the Sarawak Land code in respect of the NCR land.
All Dayak assemblymen supported the amendment which is very damaging to NCR land and which is the roots of today’s problem with NCR land.
One Dayak minister who was overzealous of supporting the amendment described it as ‘a gawai gift for the Dayaks’, while another minister said that the passing of the amendment was “a jewel in the crown of Barisan Nasional”.
“In that sense, they are the ones who are mercenaries used by others to kill our own people,” said Baru Bian, Sarawak PKR chief.
