A new political party will be formed in Sarawak

Not withstanding rumour of Nansien’s BN Club or Larry Sng’s Workers Party I do seriously feel that there will be another party that will be formed in Sarawak. My prediction is based on the illogical idea of forming a political party by calling it a  “club” but also the need to house the splintered SUPP members. The new party will be formed by SPDP 5 + SUPP 6 and probably add on an independent seat. That will create 12 YBs of a mix of ADUN and MP. The new party will apply to join BN and they will be accepted because Najib and Taib will twist the arms of Dr. James and Mawan.

SUPP will eventually die a natural death

I do not think CM would allow SUPP to be badly defeated by DAP again. In the coming PRU 13, most of SUPP candidates will lose with the exception of Riot maybe. That would be a “killer” blow for SUPP. So CM will have to dump SUPP and create a new party to save SUPP ADUN.

SPDP 5

In the same breathe CM would also like to see his “agent” in the SPDP 5 to continue to serve him. CM would also like to see Larry to come back to a formal BN component party in order to keep the part of his deal with Datuk Sng CH for having destroyed PBDS and weakening the PRS to allow for Taib to move PBB into a stronger political position.

Can Taib do it?

Yes! Actually without all the other BN component parties, Taib can still rule Sarawak by virtue of PBB strength and the PBB YBs that were planted into SPDP, PRS and SUPP. So Taib could not care less about the views of the component party leaders. The component party leaders has been outplayed and is under the thumb of Taib. The leaders are not strong enough to get out of Taib’s clutch.

The next move that Dr. James, Mawan or Chin can do is to join PR. Even if these leaders join PR they will not be able to fight Taib’s PBB because he has the money and the power to control the Gov’t machinery.

What is Sarawak hope?

Sarawak hope is with PR whose leadership have no favour to repay or fear of Taib. It is up to the people to make the important decision of UBAH in Sarawak that will contribute to the larger UBAH towards Putra Jaua. With such UBAH then dramatic change can happen. The chance to match and take over Putra Jaya is not a false dream. it is doable. Should Sarawak and Sabah Opposition are able to secure at least 18 seats then Putra Jaya will fall into PR hand.

What would it be in for Dayak?

That is the very reason that the PR alternative budget is very important. The Dayak must fight for what is important to them. The Dayak in PR is not fighting for position but is asking the new Government for a new opportunity to start afresh to bring the Dayak forward in all progress: political, social and in economic areas.

The Dayak are now well place to benefit from the political and power win through “UBAH”. Among the Dayak in PR component there is no need to fight or disagree over seats and candidates. Let PR Dayak focus on the big pi cture so that Dayak can get a new  lease of life.

Conclusion

If PR  cannot work together then that would be a big loss to Sarawak as a whole. The BN politics of cronyism will wipe away what ever asset and riches of natural resources we have in Sarawak. Our progress will remain at most develop in haphazard manner and the Dayak will slide down further in the hierarchy needs.

UBAH and Change WE Must.

    No doubt about it, without or with new party in the making it will not affect taib/PBB position in the state. But if PR takes over putrajaya we may see PBB disintegrates into pieces. Taib will panic like rabbit & jump like spring chicken.

    Dayak politicians should compromise at all cost to stay united in one party. Malays & Melanaus never experience the crack in pbb will scatter here and there looking for god father(s).

    Ila kitai meda dayak laban teleba dipeletuk ke org….they can stand the pressure and survive. Bala Laut/ Melanau nadai kala ngasai pedis- sekali tsunami ngempas…..pucat kelat mua…celap kaki-jari ngidup kediri…angka baka anak manuk ke mati indai.

    Enda sabar ke meda prophecy tu nyadi ba menua Malaysia.

    SNAP rebel group mulls new party SPDP

    The Sarawak National Party’s (Snap) rebel group, led by vice-president and state minister of environment and public health William Mawan (photo), is planning to register a new party in the event that Snap is de-registered next month.

    That is one of the options being mulled by key rebel leaders should they feel that they could do better on their own instead of joining other parties.

    Malaysiakini understands from reliable sources that one name that has been suggested for the new party is Sarawak National Progressive Party (SNPP).

    Mawan has mentioned in recent weeks about the possibility of forming a new party if the Registrar of Societies (ROS) can be persuaded from not going ahead to cancel the registration of Snap — a member of the four-party state ruling Barisan Nasional.

    Most Snap members aligned to both of the feuding factions have more or less resigned to the likelihood of the party being deleted from the ROS’ files after Oct 13 when the registrar finally decides on the matter.

    Separate CEC meetings

    But embattled Snap president, 80-year-old James Wong Kim Min remained, as always, optimistic when he met reporters after chairing his central executive committee (CEC) meeting at Snap headquarters during the weekend.

    Mawan, elected by his own group earlier as ‘president’ of Snap, was also chairing a separate CEC meeting at the same time at Batu Kawa’s new township of MJC City, about three kilometres away.

    The rebel leader not only ruled out any meetings with Wong but also the possibility of a reconciliation, effectively killing all hopes of a last-minute deal that might be able to save Snap from the ROS’ axe.

    He now said the only solution is for Wong to accept the majority’s decision, otherwise there would be no deal.

    Wong is, however, unlikely to agree to such a humiliating capitulation.

    No mood for compromise

    During the press conference, Wong (photo), who looked worn and tired from a knee-cap operation in April as well as the bruising quarrels within Snap, indicated he had agreed to one of the conditions put forward by the Mawan group — not to re-contest in the party’s polls scheduled in February next year “unless I am forced to do so”.

    Howver, Mawan and his supporters are no longer in the mood to compromise. Thrice, according to Wong, he and Mawan were supposed to meet in Kuala Lumpur, and thrice Mawan failed to show up.

    One source quoted Mawan as saying, “There is not much point in meetings…He [Wong] does not stick to what he has agreed.”

    Wong, on the other hand, has also been privately quoted as saying, “I find it difficult to trust the [rebel] group.”

    This explains why despite the best endeavours and advice from some top BN leaders, the two factions have not been able to come to a common ground to discuss things over.

    Wong’s gesture during his CEC meeting to lift the suspension on Snap deputy president Peter Tinggom, who is the member of parliament for Saratok, and vice-president and youth leader Dr Judson Sakai Tagal, who is also assistant minister of infrastructure development and communications, has also been rejected.

    The besieged party leader did not mention anything about the controversial member of parliament for Bintulu Tiong King Sing, whose sacking from the party in April sparked the party crisis.

    It is unlikely that the Mawan group, even if they agree to talk, would leave the Tiong issue out. Wong has said publicly and privately he would not take Tiong back.

    “It looks like there is a lot of bad blood between the two [Wong and Tiong],” one party member said.

    Point of no return

    Nevertheless, both Wong and Mawan, after saying earlier that there was nothing to add to what they had already told the ROS in their lengthy written explanation, are now saying they will be replying to the ROS’ show-cause letter.

    “The president has replied briefly after he received the ROS letter recently, saying he had nothing more to add to their own explanation,” Snap deputy secretary-general Edmund Stanley Jugol said.

    “[However,] we have now decided to reply again, emphasising on the important points raised in our comprehensive explanation.” He did not elaborate.

    Malaysiakini understands that if the ROS’ reply remains unfavourable, Wong and his group will consider another recourse, including the possibility of legal action.

    The Mawan group, meanwhile, is understood to have prepared for the worst if the party is de-registered.

    “Months ago, they were already looking at the draft of a new party constitution and worse come to the worst, will apply to register their own party,” said a party source.

    Most political observers agree that the two factions have reached a point of no return. For Mawan and those elected representatives in his group, the question is whether to apply to join other parties or to form a political party of their own.

    Last week, in his initial comments to the ROS’ letter, Sarawak Chief Minister and State BN chief Abdul Taib Mahmud said he would probably allow the rebels to be “parked temporarily” in other BN parties.

    Independent Meluan assemblyman Wong Judat joins SPDP

    KUCHING: State Barisan Nasional chairman Tan Sri Abdul Taib Mahmud has described the admission of independent Meluan assemblyman Wong Judat into the coalition through the Sarawak Progressive Democratic Party (SPDP) as a unique decision.

    “He is quite lucky to have been admitted as his entry into the SPDP is before the admission of the party into the Barisan Nasional,” he said.

    SPDP, headed by state Environment and Public Health Minister Datuk William Mawan Ikom, replaced deregistered Sarawak National Party (SNAP) in the coalition.

    Taib, who is the Chief Minister, was asked to comment on Judat’s acceptance as a SPDP member after he received a cheque for RM25,000 from Syarikat Takaful Malaysia Bhd at his office in Menara Pelita here yesterday.

    The money given out under Skim Takaful Pelajar Sekolah Malaysia was to the families of the five schoolchildren of SK Iban Union in Ulu Balingian, Mukah Division, who died in a hostel fire recently.

    Taib said he would have objected to Judat’s admission into any other component party because that would be like taking away the seat quota of another Barisan partner.

    Judat resigned from Parti Bansa Dayak Sarawak (PBDS) and contested against SNAP-nominated Barisan candidate Geman Itam in the last state polls, and won.

    Taib said he was pleased that former SNAP senior vice-president and Limbang assemblyman Richard Wong Shoon Fook had joined the SPDP, and hoped that more ex-SNAP members would follow suit.

    On the retirement of the last SNAP president Datuk Amar James Wong Kim Min, 81, from politics, Taib said Wong deserved the respect of the people as the longest serving member of the state assembly.

    The SPDP now has seven assemblymen in the 62-seat state legislature.

    The state coalition’s backbone, Parti Pesaka Bumiputera Persatu (PBB), has 30 assemblymen, Sarawak United People’s Party (SUPP) 16 and Parti Bansa Dayak Sarawak (PBDS) eight.

    DAP assemblyman for Kidurong Chiew Chu Sing is now the only opposition member.

    Mawan said the two “Wongs” would be eligible to contest for the post of vice-president in the party’s inaugural general assembly here on Feb 8 and 9.

    Consensus has been reached that there will be no contest for the posts of president and deputy president and two senior vice-presidents.

    PBDS debacle: It’s Masing’s fault, says Moggie

    Former Parti Bansa Dayak Sarawak (PBDS) president Leo Moggie today put the blame squarely on the party’s former information chief Dr James Masing for the turmoil in PBDS today.

    “Masing is paranoid about becoming president and suffers from a sense of insecurity to achieve that,” he told a party gathering of branch leaders, members and supporters at his longhouse at Nanga Bejait, about 45km from Sibu.

    “He will go to any length (to become president of the party) and I think he is not prepared to compromise unless he becomes president,” Moggie said in reference to Masing, who is state social development and urbanisation minister.

    Masing was elected president by his own faction at their own triennial delegates conference (TDC) in Bintulu on July 24, along with Sng Chee Hua as deputy president.

    Daniel Tajem, who succeeded Moggie as president when the latter suddenly resigned on June 25, was returned unopposed as party chief in July when nomination for party posts closed. His running mate, Joseph Salang, was also returned unopposed as deputy president.

    Biggest longhouse gathering

    Today’s PBDS gathering, attended by Moggie, Tajem, Salang and key party leaders, was described by journalists covering the event as possibly the largest political gathering in a longhouse.

    The number was estimated at between 4000 and 6000.

    According to Moggie, several more buses carrying party members from several places in Sarawak were still waiting in queue at the nearby ferry point when the meet-the-people was already in progress this morning.

    “Many also couldn’t find their direction to the longhouse,” he added.

    At a press conference later, Moggie who is also Minister of Energy, Communications and Multimedia, said some newspaper reports had suggested that the PBDS’ troubles started after he resigned as president on June 25.

    “The problems within the party started long before that,” he said, reiterating that his decision to step down was for the sense of betrayal he felt after so many meetings during which Masing had made commitments and promises but failing to keep them afterwards.

    Moggie said he had after the bitter party contests at the 2000 TDC tried to bring the two factions together by proposing a new top leadership line-up after he had stepped down as president.

    Unfortunately, according to him, as he later found out, it was very clear to him that Masing had always wanted to be president right from the start.

    Plan to oust Moggie

    Tajem told the crowd that he had never reneged on any undertaking or promise as claimed by the Masing group arising from a meeting held in April in Miri last year.

    He revealed that he refused to go along with a plan hatched by the Masing group at the time to oust Moggie as president and put him (Tajem) as president and Masing as deputy president.

    “Moggie and I have known each other for a long time and we have struggled together for the last 20 years through PBDS,” he added.

    PBDS permanent chairman Edmund Langgu traced the history of the party, linking it with the original aims of the Sarawak National Party (Snap) in providing the platform to articulate Dayak aims and aspirations.

    He told the crowd that when Moggie and his supporters lost in the Snap elections in 1981 and James Wong Kim Min became president, succeeding Dunstan Endawie, they had to form a new Dayak-based party PBDS to fight for the principles they believed in. PBDS was born as a result.

    “Masing is not fighting for principles and it is certainly not for the community but for personal glory and interests,” he charged.

    Salang told party members that “there is only one party and there is only one president in PBDS.”

    He urged them to be patient and stand united behind the leadership of Tajem.

    Decision taken for the sake of unity – PRS man chief

    KUCHING: PRS’ decision to withdraw the Pelagus election petition last Friday is a ‘collective party decision’.

    Its information chief Wilson Nyabong said the party did not want to see disunity in Pelagus.

    “We have no desire to proceed with the case and we want to give George Lagong (Independent Pelagus assemblyman) a chance to deliver his election promises to the people of Pelagus in the next five years,” he said when contacted yesterday.

    Last Friday, Stanley Nyitar, the defeated BN candidate during the April 16 polls, filed an application at the High Court here to withdraw the election petition.

    The petition, alleging money politics, was filed on May 20 to nullify the result in Pelagus.

    On June 14, Lagong filed an application to have that petition struck out.

    But last Friday, he too filed an application at the Sibu High Court to have the case struck out.

    Judge Datuk Abdul Rahman Sebli has fixed Aug 12 for the hearing of the applications.

    Meanwhile, PRS secretary-general Datuk Wilfred Nissom did not deny the decision was made after considerations were made on the current political situation.

    “Party president Tan Sri Dr James Masing may have had a discussion with top BN leaders of which I’m not privileged to. And besides, we also want to give Lagong a chance to deliver on his election promises,” he said.

    Nyitar, the BN-PRS candidate in Pelagus, lost to independent candidate George Lagong in a three-cornered fight when he secured only 2,903 votes against Lagong’s 5,740 votes and PKR Edward Sumbang Asun’s 1,171 votes. Pelagus is the only seat lost by PRS in the election.

    Lagong had made himself clear that he is a BN-friendly independent after he stated his support for the Pehin Sri Abul Taib-led government in his press statement distributed during the recently-concluded State Legislative Assembly (DUN) sitting.

    He even surprised a lot of people when he attended the BN Backbenchers (BNBBC) post-DUN sitting dinner on June 29 despite being technically an opposition member.

    Lagong is also the uncle of Larry Sng, the former assemblyman of Pelagus from 2001.

    A new political party will be formed in Sarawak? Not likely, I think. If it is materialised then ROS is biased. Why? In 2005, the registration of Malaysia Dayak Congress (MDC) was not approved. Then we have heard the promoters of Party Agenda Bumiputera (ARBS) and PBDS Baru submitted their application for registration, but until today there is no news about the status of their applications.

    If a new political party is registered, what is so special about it? Do not tell me, MDC, ARBS and PBDS Baru did not comply with the prerequisites requirement.

    Article 10 paragraph (c) of clause (1) of the Federal Constitution says all citizens have the right to form associations. Indeed, in a parliamentary democracy, anyone can form a political party and it is up to the people to decide whom to support. To me, these citizens rights have gone well in West Malaysia where a few new political parties namely MIUP, Makhal Sakti and PCM were registered, contrary to the situation in the state of Sarawak.

    I am quiet agree with Dr. Jeniri Amir that the proposed BN Club would open the floodgates and set a bad precedent in the government fold and their approval would not angur well for BN`s future.

    To me, the sacked 5 SPDP are independents elected representatives even though they won their respective seats on BN tickets. It is not wrong for Mawan to recommend it to Taib that two of the sacked Assistant Ministers to relinquish their posts. We don`t argue that under the Constitution of the State of Sarawak, it is the prerogative of the Chief Minister of Sarawak to advice TYT to appoint Assistant Ministers, even if they are independents.

I am non to any political party member but keen to know the move by all ‘MELITIK’, dikena munuh pangan diri nengah ngemula, makai suap, ngena petenah, nyadi saksi bula enggau maioh agi chara bukai. ‘Advertising themself’ minta beli party bukai enti udah begelar YB lalu ningal sereta enda ingat ke urang ke udah meri iya undi maya bepilih. My personal view, I still say DAP is more stable and tahan ‘lasak’ despite loses and loses in election but still on the move. Nulong tau ke enda nya cherita siti. Mupok aku

    1Care medical scheme – a crony treatment?
    Private practioners nationwide are concerned about the government scheme, which they fear will only benefit a few private companies.

    TAWAU: A proposed medical insurance scheme by the government has raised concern among private practioners here and across the peninsular.

    Suspicion has risen over the 1Care scheme which many believe will only benefit a few private companies at the expense of patients and doctors.

    The doctors fear that healthcare expenses will increase as 1Care will become a monopoly through a giant managed-care organisation (MCO).

    Although the government is yet to reveal the full details of the 1Care scheme, initial disclosures have raised concerns.

    According to doctors here, in theory the scheme appears to save money for the consumers but in reality it is otherwise.

    “It should save consumers from having to pay out of their pockets for their primary healthcare and thus protect them from excessive healthcare expenses, but in reality 1Care will come under a new company and thus a middleman.The middle man will profit from patients and their caregivers.

    “This will result in healthcare costs going up, the standard of treatment may drop and the public will be burdened with a new healthcare tax,” said a private doctor who requested anonymity.

    The doctor said most fraternity members are worried that their ability as medical practioners to provide quality medical care will be compromised by the scheme which will collect fixed funds from all working adults and their employers.

    They are also preparing to face criticism from the establishment who may see their opposition to the plan as trying to protect their income first.

    Scheme may lead to ‘undertreatment’

    Meanwhile in a letter obtained by FMT, a group of doctors from the peninsular have also listed their concerns and are urging the government to engage all parties, including patients and the public before deciding to introduce the scheme.

    They said it is important that dialogues be intiated and stakeholders respond to valid questions on the scheme.

    Spelling out their concerns and worries, former Penang Medical Practitioners’ Society (PMS) presidents Dr Ong Hean Teik and Dr Haniffah Abdul Gafoor along with ex-Penang branch leader of the Malaysian Medical Association Dr SP Palaniappan, said the scheme is being promoted as having an immediate impact on improving the country’s healthcare system while also addressing the poor government medical facilities in Sabah and Sarawak.

    “The experience worldwide is that a fixed capitation fee per patient will lead to inadequate and under-treatment since physicians tend to conserve resources to prevent financial loss.

    “Although patients do not directly pay for their treatment, they are still indirectly paying since a portion of their income will automatically be deducted and given to the insurance company running this programme.

    “Instead of spending only for their healthcare, patients are actually contributing to finance the operation of a private insurance corporation,” the doctors noted in their letter.

    The doctors believe that to qualify for the scheme, they may have to buy computers and software from a designated supplier and also pay for certification.

    “This appears to be a business model guaranteeing profit for the computer programme seller and the body providing education/certification of doctors.

    “Patients don’t pay for drugs, which will be prescribed by doctors only from a standard list, and can also be dispensed at participating designated pharmacies. Clinics and pharmacies will then collect payment from the insurance corporation.

    “Patient treatment will be limited to only these approved drugs, and any other drugs used will be paid fully by the patient out-of-pocket,” the letter noted.

    Patients may pay more

    The doctors said that while patients need not pay, quality of treatment will drop since the range of drugs will be limited.

    “There is a monopoly in deciding which drugs get onto the approved list and profit will be guaranteed for the company supplying and manufacturing these drugs. Patients will be registered with a particular doctor and treatment must be only from this doctor.

    “If a patient chooses to see another primary care doctor or if specialist treatment or hospitalisation is needed, patients will again pay out-of-pocket.”

    The doctors said patients will no longer be able to seek a different primary care doctor, even if they travel to another town or if the initial treatment is ineffective.

    “Since the scheme does not cover specialist and hospital costs which are far higher than primary care charges, patients may actually end up paying large out-of-pocket fees despite contributing to the new insuring company.”

    KPJ Healthcare Bhd posted a higher pre-tax profit of RM134.681 million for the first nine-months of 2011 compared with RM122.457 million recorded in the same period last year. Revenue for the period also rose to RM1.384 billion versus RM1.222 billion, raked in previously.

    For the third quarter ended Sept 30, 2011, the company posted a higher pre-tax profit of RM47.903 million compared with RM43.111 million registered
    earlier.

    Faber Medi-Serve medical group up on news of contract renewal

    PETALING JAYA: Faber Group Bhd shares rose 10.2%, its steepest increase in two months, to RM1.62 after StarBiz reported that its subsidiary is likely to have its hospital support services contract with the Government renewed within the next month.

    The stock added 15 sen on volume of 3.79 million shares, making it one of the most actively traded among yesterday’s top gainers.

    StarBiz yesterday reported that Faber’s wholly-owed unit, Faber Mediserve Sdn Bhd, and two others – Pantai Medivest Sdn Bhd and Radicare (M) Sdn Bhd – may get a 10-year extension of their concessions to provide services such as laundry, cleaning, and clinical waste management to government hospitals.

    The three companies are currently providing support services for all government hospitals and clinics and a selected number of private healthcare companies.

    In a note to clients, OSK Research said the concessions were supposed to have expired in late October but were extended for six months till April next year pending negotiations on the renewal of the contracts.

    “We view the news favourably as this indicates that negotiations are progressing well, with the final decision on track to be announced before the extended deadline of April next year.

    “We reiterate our view that despite the delay, Faber would eventually get its concession renewed, going by its strong 15-year track record since the company’s concession started on Oct 28, 1996,” the research house said.

    OSK Research has maintained a “trading buy” on Faber with fair value of RM2.24.

    KUALA LUMPUR: Three parties – Faber Group Bhd’s wholly-owned subsidiary Faber Mediserve Sdn Bhd, Pantai Medivest Sdn Bhd and Radicare (M) Sdn Bhd which are vying for the hospital support services (HSS) concessions by the Government are likely to get their contracts renewed within the next month, according to sources close to the matter.

    “Yes, I know the contract had been extended for a duration of six months initially, but the contracts will be extended for the next 10 years. This announcement will be made within a month,” a source said.

    According to sources, the Government had renewed the contract for a period of six months initially and had called for a tendering process by these three companies about a month before their contracts ended in October 2011.

    “We have reached an initial consensus decision to get their contracts renewed. We will inform them in due course through official channels,” the source added.

    It is learnt that Faber, Pantai Medivest and Radicare were the only companies which were called to submit their tenders for renewal because of their experience and expertise in providing HSS for hospitals in Malaysia.

    The three companies are presently providing HSS for all government hospitals and clinics in Malaysia and a selected number of private healthcare companies.

    The contract value is not fixed when the concession is granted but it is estimated that these three companies had raked in a total of RM1.1bil in revenue from these government concessions alone last year.

    It is learnt that the revenues raked in per annum by these three companies were not fixed per se as this very much depended on how much actual volume was handled by each respective company. Should the volume increase due to the increased number beds per hospital or any extension by the hospitals that required their services, revenues to these companies would rise accordingly.

    Industry sources said that of the three, the only listed entity was Faber, which has a 50% market share in terms of revenues, while Radicare was the second largest with a 30% market share, and Pantai Medivest with a 20% share.

    Faber’s concession covers 81 government hospitals in the Perak, Kedah, Penang, Perlis, Sabah and Sarawak; while Pantai Medivest’s concession covers about 25 government hospitals in the southern region of Peninsular Malaysia; and Radicare’s portion includes government hospitals in the Federal Territory of Kuala Lumpur, Selangor, Kelantan, Terengganu and Pahang.

    HSS’ activities cover the upkeep and cleansing of linen and laundry, biomedical engineering management services, facilities engineering maintenance services, clinical waste management services, hospital planning development services and cleaning and upkeep of the hospital building infrastructure.

    These comprise a crucial link to the government healthcare system which provides maintenance of government hospital and healthcare infrastructure.

    Faber is 34.3% owned by the Government’s investment arm, Khazanah Nasional Bhd, 12.5% owned by unit trust company Universal Trustee Malaysia Bhd, and about 10% by Lembaga Tabung Haji.

    Other than being a HSS provider for Malaysian government hospitals and those in India and the United Arab Emirates, Faber also derives a portion of its revenues from property development projects. This figure fluctuates from quarter to quarter depending on the progress of its property projects.

    According to the notes in its financial statements, in the third quarter of its financial year ending Dec 31, 2011 (FY11), Faber derived 16% of its revenue from the property industry while the rest came from the integrated facilities management (IFM) services portion of which the HSS segment is also parked under.

    Government HSS contracts contributed to 45% of its third-quarter revenue in FY11 compared with a 74% contribution in the second quarter due to additional incoming revenue stream from overseas IFM services in the third quarter.

    Faber recorded profit before tax margins from government HSS concessions of an average of about 15% in both the third and second quarters.

    PTPTN: We’ve given out RM37b since our start

    TEMERLOH, Dec 25 — The National Higher Education Fund Corporation (PTPTN) has given out RM37 billion in loans to students since its establishment in 1997 until November this year.

    Its chairman Datuk Ismail Mohamed Said said with the loans, 1.7 million students were able to further their studies at public and private higher learning institutions.

    “However, only 77 per cent of the recipients repay their loans after completing their studies,” he said after presenting school uniforms and bags to excellent students as well as poor students in the Kuala Krau parliamentary constituency, here, today.

    He lamented that 191,262 borrowers had never paid back their loans despite being issued with several reminders and summons notices.

    “Voluntary repayment of loans through salary deductions, bank standing instructions and online is seen to be ineffective.

    “So we hope the proposed amendments to the PTPTN Act 1997, making it compulsory for borrowers to repay their study loans through salary deductions, can be implemented from next year,” he said.

    Ismail said for this year, PTPTN targeted to receive RM5 billion in loan repayments but until November, only RM4.8 billion was received. — Bernama

    Student didn’t apply for PTPTN loan but billed RM25,000

    A 34-year-old manager with a wood-based company was shocked when she received three statements from the National Higher Education Fund Corporation (PTPTN) last December, stating that she has borrowed RM25,000.

    The statements stated that five payments of RM5,000 each had been made to Tee Chai Chin from 2001 to 2003, ostensibly while she was a student at the Universiti Tun Abdul Razak (Unitar), a local private university. However, Tee said she had only attended classes for one semester from July 2000, and had never applied for a PTPTN loan.

    She had signed up for a four-year business administration bachelor’s degree course but could only complete one semester because she could not keep up with both work and study. Tee said she called up PTPTN and was told that her particulars in its statements had been provided by Unitar. She then took the advice of a PTPTN official to write to PTPTN and Unitar to seek clarification.

    Last month, she received a copy of a letter from Unitar, addressed to PTPTN. The letter dated Jan 20 and entitled ‘Refund of students’ loan’ listed the names of Tee and 25 others, their identity card numbers and the outstanding amount of their ‘loan’ ranging between RM4,600 and RM25,572. “The following students (listed in the letter) have terminated their studies at Unitar. We hereby attach a cheque for RM446,783.07 as the balance of loan held by Unitar for the students,” stated the letter, a copy which was made available to malaysiakini.

    The letter showed that Unitar refunded RM24,619 as ‘balance of loan’ on Tee’s behalf to PTPTN, but there were no details to explain the discrepancy in the figure – given that Tee was said to have borrowed RM25,000.

    “All these years I have never received any payment or statement from PTPTN until last December. I have no clue as to what has transpired as I never signed any agreement with PTPTN and I paid for my tuition fee for that semester,” said an infuriated Tee. “This is very unfair. I believe there is corruption involved. I hold Unitar and the PTPTN management responsible for this.”

    She alleged her particulars had been misused without her consent, but was not sure whether the other 25 ex-Unitar students were in a similar predicament. “PTPTN has said it has an outstanding arrears of RM7 billion owed by loan defaulters, but has it considered the possibility that the defaulters might had their particulars misused?” Tee asked.

    PTPTN, Unitar response

    Responding, PTPTN’s enforcement and collection head Mohd Rusdi Ismail stressed that the corporation would not issue any loan without any agreement signed between student and PTPTN, as well as the university’s verification of the student status to support the application. Prior to 2003, the PTPTN loan was channeled to applicants through their university, which is responsible for disbursing the money to students after deducting their tuition fees. It is also obliged to verify the status of the students before each disbursement.

    The system was changed after students complained about delays in disbursement. The corporation now banks in the payment directly into the applicant’s bank account Unitar president Dr Syed Othman Alhabashi denied the university has misused students’ particulars to apply for the education loan in order to pocket the money. He also ruled out initiating an internal probe into Tee’s allegations.

    “I doubt it (the allegation)… it is impossible. Why should we (do so)? We are very transparent. But the question now is whether is she liable to pay the money. If we have settled it for her already, then there is nothing to complain about,” he said when met at the university. Unitar vice-president Dr Sheikh Ghazali Abod, who oversees the university’s operations, said that Tee could not have made use of the ‘loan’ since she was in the university for just four months – and approval of loan applications to PTPTN usually takes more than that.

    However he could not explain why Tee had received the PTPTN statements.

    “Even in the ‘worst case scenario’ that her identity was misused and her signature was forged, she would have been informed at a certain stage during that period (2001-2003),” he said. “But many students do not inform the university when they drop out, partly because we operate on a ‘virtual university’ concept. (Since we are unaware of their status), the university still considers them to be students.”

    When contacted for a response, Tee said she did not inform Unitar that she had dropped out, but insisted that this does not change the situation as to why she is listed as a borrower.

    Issue of refund

    Asked about the refund of half a million ringgit to PTPTN, Sheikh Ghazali said this represented the amount withheld by the university in the case of students who failed or who had terminated their studies. He claimed there was no connection between the refund and Tee’s complaint letter.

    A subsequent check by malaysiakini at the PTPTN office on Tuesday revealed that Tee’s status was still listed as having defaulted on RM25,000. The check also showed a similar result for another ex-Unitar student who was listed among the 26 in the Unitar letter dated Jan 20.

    According to an employee at the enquiry counter, the data in the system is up to date and that it usually takes a maximum of three days for any new payments to be recorded. When told of the results of the check, Tee vowed to pursue the matter, saying: “I felt I have been cheated.”

    Unitar was set up in 1997 as the country’s first Multimedia Super Corridor-status virtual university. It provides education though online technology and facilitator-based tutorials or academic meetings. The chancellor is Rahah Mohd Noah, mother of Deputy Prime Minister Najib Abdul Razak and wife of Malaysia’s second prime minister, the late Abdul Razak Hussein.

    The university is wholly owned by public listed company KUB Malaysia Bhd, whose chairperson Hassan Harun is also Unitar chairman and a former Umno supreme council member. He has been a member of the PTPTN board of directors since 1998.

    115 loan defaulters charged

    The National Higher Education Fund (PTPTN) will take several thousands of former students to court over their failure to settle their study loans.

    Contacted today, PTPTN chief executive officer Yunos Abdul Ghani said these students had not settled their debts despite three legal notices being issued.

    “Students from the 1997-2004 batch will face court action for failing to pay their loans following a (third) legal notice being sent to them,” he added.

    He said the former students who received the third legal notice were required to settle their debts within two weeks.

    Yunos reiterated that those who cannot afford to do so should come forward and explain their situation. He said they should provide valid evidence and logical reasons.

    Declare bankrupt

    As for those who did not receive the legal notices, he said these students should get in touch with the PTPTN.

    “For instance, if they have changed their address, they should have inform us about it, because it is their duty to inform us, if not we will never know,” he added.

    He said those who did not receive the legal notices must settle their debts or face legal action as well.

    Meanwhile, Nanyang Siang Pau reported yesterday that 115 students had been charged in court over this issue.

    Yunos said PTPTN will consider having those who still refuse to pay as being declared bankrupt but stressed that it would be the last resort.

    About RM600 million was loaned out to the first batch of students in 1997 and of this only RM270 million has been successfully collected from these students.

    As for the overall figures, Yunos said PTPTN is still processing this.

    The financial aid programme was established in 1997 and is mainly focused on students who have gained admission to local universities but are unable to further their studies due to financial constraints.

    Some 300,000 youths nationwide are still actively looking for jobs, says Deputy Human Resource Minister Maznah Mazlan. Some are already employed but are looking for better jobs which offered better pay, Deputy Human Resource Minister Maznah Mazlan said in Jalau, Sarawak today.

    She had earlier launched the Meluan state constituency’s Sarawak Youth Carnival 201l at the Meradong/Julau District Council Carpark, aimed at helping jobless youths. “Jobless youths should register online with the jobsmalaysia portal. There are currently about 500,000 vacancies advertised on the website by some 30,000 employers and most of them are in the service and production sector,” she told Bernama after the function.

    “Through this free portal, you can search for the job you desire and even apply online if you come across one that interest you. But my advise is for them to check the portal regularly to see if there was response from potential employers or if their applications had been successful.” She said some 3,413 youth in the state had registered themselves with it and up to February this year, some 628 had found the jobs they wanted.

    Unemployment at manageable level

    On the problem of unemployment among youths in the country she said it was at still at manageable level. She added a small number of them were overly choosy in their preferences based on studies made by local universities on the marketability of their graduates.

    “Some shun what they consider lowly paid jobs in relation to their academic qualification. Others want jobs that are available locally and do not want to be transferred to the Peninsular, for instance,” she said. Maznah said under the Tenth Malaysia Plan, the government had set aside RM500 million to train youths in various skills training in over 300 training centres nationwide.- Bernama

I met a very special person during my second trips to Sarawak awhile back, after many conversations I took the plunge and traveled half way around the world to meet her, after spending days travelling between Europe and Sarawak. I began to understand what it was like for my wife to grow up in long house and poverty. We are now happily married. After spending my Sarwak trips at my wife long house for a few weeks, I realized to really understand the Iban and the culture had to walk in their shoes, so I rode in long boats, padding in canoe, walked in areas that tourists never went, and planted rice, tapping rubber with my own hands, yes it’s a hard life for them, and most work very hard for the few ringgit they earn per day, but I have to say that when I do retire, I want to spend my remaining days Sarawak, the Iban people are very warm and friendly, most will open their doors to you and treat you like family, if more foreigners would invest in this Sarawak, and if the politicians could eradicate the corruption, this country would rise to the occasion love the Sarawakian, and if there was anything I could do to assist in the growth of their economy or help end the poverty would in a heartbeat, the Sarawakians has alot to offer the world, they just need help in showing everyone else….”If nothing changes, nothing changes”…Winston Churchill

    Balat puchau nuan Unggal Ciribut, munyi Melanau Taib ka nimbau bangkong, pemedis ati sebaka magang enggi kitai tu Unggal, enti baka kelia nurun berimba mansang nebang, enda ngelak ka nuan kediri, sigi ditulung sigi disukung.

    Kitai Dayak anang ngarap ke pengalus ulih mutar ke bansa Dayak.

    Kitai udah di padah ke aki ini kitai enggau jako tu-’Anang ngadang Kijang dalam babas,nganti ai enda deras!’,tang kitai Iban agi ALUS enggai enda berani-’Baka telo di ujung tandok!’

    enda lama agi aku nemu kitai dayak ngelaban baru…….tumbuh tegak-tegak enda alah tumbang.diatu senang orang ngemeli laban kitai bisi 3 iku jelu babas /3 stoges-James,masing,jabu.
